Описание:

Chinese Hegemony: Grand Strategy and International Institutions in East Asian History joins a rapidly growing body of important literature that combines history and International Relations theory to create new perspectives on East Asian political and strategic behavior. The book explores the strategic and institutional dynamics of international relations in East Asian history when imperial China was the undisputed regional hegemon, focusing in depth on two central aspects of Chinese hegemony at the time: the grand strategies China and its neighbors adopted in their strategic interactions, and the international institutions they engaged in to maintain regional order--including but not limited to the tribute system.

Feng Zhang draws on both Chinese and Western intellectual traditions to develop a relational theory of grand strategy and fundamental institutions in regional relations. The theory is evaluated with three case studies of Sino-Korean, Sino-Japanese, and Sino-Mongol relations during China's early Ming dynasty--when a type of Confucian expressive strategy was an essential feature of regional relations. He then explores the policy implications of this relational model for understanding and analyzing contemporary China's rise and the changing East Asian order. The book suggests some historical lessons for understanding contemporary Chinese foreign policy and considers the possibility of a more relational and cooperative Chinese strategy in the future.

Dominance without Hegemony - History & Power in Colonial India (OIP) (Paper)

Описание: What is colonialism and what is a colonial state? Ranajit Guha points out that the colonial state in South Asia was fundamentally different from the metropolitan bourgeois state which sired it. The metropolitan state was hegemonic in character, and its claim to dominance was based on a power relation in which persuasion outweighed coercion. Conversely, the colonial state was non-hegemonic, and in its structure of dominance coercion was paramount.

Indeed, the originality of the South Asian colonial state lay precisely in this difference: a historical paradox, it was an autocracy set up and sustained in the East by the foremost democracy of the Western world. It was not possible for that non-hegemonic state to assimilate the civil society of the colonized to itself. Thus the colonial state, as Guha defines it in this work, was a paradox,a dominance without hegemony.

Dominance without hegemony had a nationalist aspect as well. This arose from a structural split between the elite and subaltern domains of politics, and the consequent failure of the Indian bourgeoisie to integrate vast areas of the life and consciousness of the people into an alternative hegemony. That predicament is discussed in terms of the nationalist project of anticipating power by mobilizing the masses and producing an alternative historiography.

In both endeavours the elite claimed to speak for the people constituted as a nation and sought to challenge the pretensions of an alien regime to represent the colonized. A rivalry between an aspirant to power and its incumbent, t is was in essence a contest for hegemony.

Exit from Hegemony: The Unraveling of the American Global Order

Описание: We live in a period of great uncertainty about the fate of America's global leadership. Many believe that Donald Trump's presidency marks the end of liberal international order-the very system of global institutions, rules, and values that shaped the American international system since the end
of World War II. Trump's repeated rejection of liberal order, criticisms of long-term allies of the US, and affinity for authoritarian leaders certainly undermines the American international system, but the truth is that liberal international order has been quietly eroding for at least 15 years.

In Exit from Hegemony, Alexander Cooley and Daniel Nexon develop a new, integrated approach to understanding the rise and decline of hegemonic orders. Their approach identifies three distinct ways in which the liberal international order is undergoing fundamental transformation. First, Russia and
China have targeted the order, positioning themselves as revisionist powers by establishing alternative regional institutions and pushing counter-norms. Second, weaker states are hollowing out the order by seeking patronage and security partnership from nations outside of the order, such as Saudi
Arabia and China. Even though they do not always seek to disrupt American hegemony, these new patron-client relationships lack the same liberal political and economic conditions as those involving the United States and its democratic allies. Third, a new series of transnational networks emphasizing
illiberalism, nationalism, and right-wing values increasing challenges the anti-authoritarian, progressive transnational networks of the 1990s. These three pathways erode the primacy of the liberal international order from above, laterally, and from below. The Trump administration, with its "America
First" doctrine, accelerates all three processes, critically lessening America's position as a world power.

Описание: This book offers a critical analysis of the rise of the US to global hegemony against a background of increased erosion of democracy and rule of law, and a rising linear pattern of near-absolute capitalist development. The author argues that the significant shrinkage of the ideological spectrum globally, as a result of worrisome levels of business and government interpenetration, has created a dangerous 'prefascist configuration' whereby unthinkable levels of violence have been normalized through the use of technologies such as drones, increasingly condoned even by 'liberal' groups and the so-called political left. Using the example of the Obama administration and its increased reliance on drone assassinations, the volume makes a case for the dangers that lie in today's unique convergence of lack of transparency in government, business-government interpenetration, informal social regimentation, and militarization of capitalism.
