A detailed examination of the UN's Sustainable Development Goals and the shift in governance strategy they represent.
In September 2015, the United Nations General Assembly adopted the Sustainable Development Goals as part of the 2030 Agenda for Sustainable Development. The Sustainable Development Goals built on and broadened the earlier Millennium Development Goals, but they also signaled a larger shift in governance strategies. The seventeen goals add detailed content to the concept of sustainable development, identify specific targets for each goal, and help frame a broader, more coherent, and transformative 2030 agenda. The Sustainable Development Goals aim to build a universal, integrated framework for action that reflects the economic, social, and planetary complexities of the twenty-first century.
This book examines in detail the core characteristics of goal setting, asking when it is an appropriate governance strategy and how it differs from other approaches; analyzes the conditions under which a goal-oriented agenda can enable progress toward desired ends; and considers the practical challenges in implementation.

Описание: This book aims to give policy makers an overview of the evolution of science, technology and innovation (STI) policies in a selected number of East Asian countries. China, Japan, Republic of Korea and Singapore have transformed their economies and societies in recent decades. From STI policies that enabled catch-up growth, these countries have evolved towards policies that are more aligned with sustainable development through integrating social, economic and environmental dimensions into their STI policies. The forthcoming Fourth Industrial Revolution is also reshaping STI policies in these countries as governments prepare to support the development of frontier technologies such as artificial intelligence, as well as respond to the impacts of these technologies on their societies and economies. Governments are also evolving themselves as the public sector opens up to integrating innovations from civil society and the private sector and further strengthen the innovation capacity of the public sector to improve policy making processes and deliver services to their constituents. All three themes are explored in this book in separate chapters, through a comparative analysis of the STI policies of China, Japan, Republic of Korea and Singapore. The experiences of these countries can serve as useful references for other countries in the Asia-Pacific region and beyond that are interested in utilizing national level STI policies to achieve sustainable development, particularly in the context of the emergence of frontier technologies.

Описание: In an increasingly globalised world, paradoxically regional innovation clusters have moved to the forefront of attention as a strategy for economic and social development. Transcending international success cases, like Silicon Valley and Route 128, as sources of lessons, successful high tech clusters in niche areas have had a significant impact on peripheral regions. Are these successful innovation clusters born or made? If they are subject to planning and direction, what is the shape that it takes: top down, bottom up or lateral?
