Описание:

This book is focused on explaining the grand strategic behavior of the United States from the Founding of the Republic to the Trump administration. To do so it employs a neoclassical realist framework to argue that while systemic change explains the broad evolution of US grand strategy, the precise shape and content of the grand strategies pursued has been conditioned by domestic political culture and interests. The book argues that distinct political cultures of statecraft (Hamiltonian, Jeffersonian, Jacksonian and Wilsonian) have acted as permissive filters through which policy-makers have interpreted and responded to systemic stimuli making some grand strategy choices more likely than others in the pursuit of national security. The book demonstrates that while primacist grand strategies were facilitated by the predominance from the mid-19th century to the early 21st century of the vindicationist Hamiltonian and Wilsonian forms of statecraft, the costs of primacy have now stimulated the resurgence of the long dormant, exemplarist Jeffersonian and Jacksonian forms of statecraft under the Obama and Trump administrations, resulting in grand strategies that seek to either manage or stave off decline in Americas relative power position.

Exploring what we know--and don't know--about how nuclear weapons shape American grand strategy and international relations

A 2020 CHOICE Outstanding Academic Title

The world first confronted the power of nuclear weapons when the United States dropped atomic bombs on Hiroshima and Nagasaki in August 1945. The global threat of these weapons deepened in the following decades as more advanced weapons, aggressive strategies, and new nuclear powers emerged. Ever since, countless books, reports, and articles--and even a new field of academic inquiry called "security studies"--have tried to explain the so-called nuclear revolution.

Francis J. Gavin argues that scholarly and popular understanding of many key issues about nuclear weapons is incomplete at best and wrong at worst. Among these important, misunderstood issues are: how nuclear deterrence works; whether nuclear coercion is effective; how and why the United States chose its nuclear strategies; why countries develop their own nuclear weapons or choose not to do so; and, most fundamentally, whether nuclear weapons make the world safer or more dangerous.

These and similar questions still matter because nuclear danger is returning as a genuine threat. Emerging technologies and shifting great-power rivalries seem to herald a new type of cold war just three decades after the end of the U.S.-Soviet conflict that was characterized by periodic prospects of global Armageddon.

Nuclear Weapons and American Grand Strategy helps policymakers wrestle with the latest challenges. Written in a clear, accessible, and jargon-free manner, the book also offers insights for students, scholars, and others interested in both the history and future of nuclear danger.

Описание:

In this first book to use China's Belt and Road initiative, previously known as China's New Silk Road, as a point of departure to explain why and how China is about to supersede America with regard to influence in Asia, Sarwar Kashmeri argues that the United States has a narrow window of opportunity to find a way to fit into a world in which the rules of the game are increasingly set by China. U.S. opposition to the Belt and Road Initiative is doomed to failure, so America must find creative ways to engage China strategically, and he warns that the window to do so is closing fast.

The Belt and Road Initiative is China's ambitious project to connect itself to more than 70 countries in Central Asia, Europe, Africa, and the Middle East through new roads, rails, ports, sea lanes, and air links. This cornerstone of Chinese foreign policy under President Xi Jinping is positioning China at the center of over half of world trade, and the loss of American influence and power could well lead to the end of the postwar liberal world order.

Far more than merely an infrastructure investment, the Belt and Road Initiative is a masterful grand strategy to create nothing less than a new world order based on the Chinese model of government and its financial institutions. Yet, as the passing of the baton of world leadership takes place, the United States seems curiously incapable or uninterested in devising a counterstrategy. Even though the United States will no longer have the largest economy in the world, it will still be a powerful and rich country with global alliances.

Restraint: A New Foundation for U.S. Grand Strategy

Описание:

The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure. In contrast to the failures and unexpected problems that have stemmed from America’s consistent overreaching, Posen makes an urgent argument for restraint in the future use of U.S. military strength.

After setting out the political implications of restraint as a guiding principle, Posen sketches the appropriate military forces and posture that would support such a strategy. He works with a deliberately constrained notion of grand strategy and, even more important, of national security (which he defines as including sovereignty, territorial integrity, power position, and safety). His alternative for military strategy, which Posen calls "command of the commons," focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.

Описание:

Some of the United States' greatest challenges over the coming decades are likely to emanate from the Asia-Pacific region. China and India are rising and Militant Islam continues to take root in Pakistan, while nuclear proliferation threatens to continue in fits and starts. If America is to meet these challenges comprehensively, strategists will have to learn more about Asia, and Asian scholars, policymakers, and analysts will need to understand better the enduring and timeless principles of strategy.

Based on the premise therefore that the increasing strategic weight of the Asia-Pacific region warrants greater attention from both scholars and practitioners alike, Strategy in Asia: The Past, Present, and Future of Regional Security aims to marry the fields of strategic studies and Asian studies in order to help academics and practitioners to begin addressing these challenges. The book uses the lenses of geography, culture, and economics to examine in depth the strategic context that Asia presents to the major nations of the region--including the U.S. as a Pacific nation--and the strategic scenarios that may well play out in the region in the near future. Specific attention is paid to Asia as a warfighting environment, and to the warfighting traditions and current postures of the major nations.

What Good Is Grand Strategy?: Power and Purpose in American Statecraft from Harry S. Truman to George W. Bush

Описание:

Grand strategy is one of the most widely used and abused concepts in the foreign policy lexicon. In this important book, Hal Brands explains why grand strategy is a concept that is so alluring—and so elusive—to those who make American statecraft. He explores what grand strategy is, why it is so essential, and why it is so hard to get right amid the turbulence of global affairs and the chaos of domestic politics. At a time when "grand strategy" is very much in vogue, Brands critically appraises just how feasible that endeavor really is.

Brands takes a historical approach to this subject, examining how four presidential administrations, from that of Harry S. Truman to that of George W. Bush, sought to "do" grand strategy at key inflection points in the history of modern U.S. foreign policy. As examples ranging from the early Cold War to the Reagan years to the War on Terror demonstrate, grand strategy can be an immensely rewarding undertaking—but also one that is full of potential pitfalls on the long road between conception and implementation. Brands concludes by offering valuable suggestions for how American leaders might approach the challenges of grand strategy in the years to come.

Описание:

Nowhere has the U.S. military established more bases, lost more troops, or spent more money in the last thirty years than in the Middle East and Central Asia. These regions fall under the purview of United States Central Command (CENTCOM); not coincidentally, they include the most energy-rich places on earth. From its inception, CENTCOM was tasked with the military and economic security of this key strategic area, the safeguarding of commercial opportunities therein, and ultimately the policing of a pivotal yet precarious space in the broader global economy. CENTCOM calls this mission its "Long War." This book tells the story of that long war: a war underpinned by a range of entangled geopolitical and geoeconomic visions and involving the use of the most devastating Western interventionary violence of our time.

Starting with a historical perspective, John Morrissey explores CENTCOM's Cold War origins and evolution, before addressing key elements of the command's grand strategy, including its interventionary rationales and use of the law in war. Engaging a wide range of scholarship on neoliberalism, imperialism, geopolitics, and Orientalism, the book then looks in-depth at the military interventions CENTCOM has spearheaded and critically assesses their consequences in terms of human geography.

Recent books on CENTCOM have focused on command structures, intelligence issues, and interpersonal rivalries. In contrast, The Long War asks critical questions about CENTCOM's leading role in shaping and enacting U.S. foreign policy over the last thirty years. The book positions CENTCOM pivotally in the story of U.S. global ambition over this period by documenting its efforts to oversee a global security strategy defined in military-economic terms and enabled via specific legal-territorial tactics. This is an important new study on the blurring of war and economic aims on a global scale.
