In the years following 1945, Europe faced diverse challenges connected by the overriding question of how the reconstruction of the continent should proceed. For the Central Powers, the implementation lay in the hands of the Allied occupying forces who organised the process of denazification and the establishment of a new economic order. In countries without military occupation, there was a deep gap between the new governmental forces and the former collaborators. In both cases, social movements which were formed by anti-fascists on the left of the political spectrum assumed the task of social reorganisation. The chapters in this book explore the discourses about economic systems and their elites which moved to the fore across a range of European countries, uncovering who was involved, what resistance these social movements faced and how these ultimately failed in the West to bring about change, while in Eastern Europe Stalinism forcibly imposed change.

Using the Austrian Freedom Party under J?rg Haider as a case study and with a richness of primary material, he argues that their success is only partly caused by «racism». It is also, and more prominently, the result of populism – i.e. a critique of the «elite». These parties and their voters should not, then, be labelled as arrogant insiders attacking downtrodden outsiders like immigrants, workers, and minorities. Instead, the right-wingers are more justly portrayed as outsiders and underdogs, raising their anger and frustration against the insiders: the «media elite» and the «leftists and the artists».

John Higley traces patterns of elite political behavior and the political orientations of non-elite populations throughout modern history to show what is and is not possible in contemporary politics. Critiquing the optimistic outlooks prevalent among educated Westerners, Higley considers them out of touch with reality because of spreading employment insecurity, demoralization, and millennial pursuits in their societies. Attacks by domestic and foreign terrorists, effects of climate change, mass migrations from countries outside the West, and disease pandemics exacerbate insecurity and further highlight the flaws in the belief that democracy can thrive and spread worldwide. Higley concludes that these threats to the well-being of Western societies are here to stay. They leave elites with no realistic alternative to a holding operation until at least mid-century that husbands the power and political practices of Western societies. Drawing on decades of research, Higley's analysis is historically and comparatively informed, bold, and in some places dark-and will be sure to foster debate.
