To accelerate growth enough to do so, Bangladesh needs to build a competitive urban space that is innovative, connected, and livable. Bangladesh: The Path to Middle-Income Status from an Urban Perspective investigates the drivers and obstacles to creating a competitive urban space by focusing on one of the country's most successful industries: the garment sector. In analyzing a survey of 1,000 garment firms, this study reveals that Bangladesh's urban areas are falling behind in all the three drivers of competitiveness - innovation, connectivity and livability. Dhaka City, its capital, is the country's most productive location for garment firms. Yet, it is falling behind in accessibility and livability because of high congestion and severe constraints in its land and housing markets. And Dhaka City currently lacks the economic diversity that is expected in a metropolitan area of its size. Emerging manufacturing centers in the surrounding peri-urban areas suffer from Dhaka City's congestion and their own low access to infrastructure. Chittagong City has failed to capitalize on its comparative advantage as the country's largest seaport. And Bangladesh's small- and medium-size cities remain uncompetitive "distant places," lacking the environment needed to foster local entrepreneurship. To meet its goal of reaching middle-income status by 2021, Bangladesh will need to transform Dhaka into a globally-competitive metropolitan region, leverage Chittagong City's seaport advantage, promote strategically located export-processing zones, and enable local economic development in small- and medium-size cities. Описание: The ten Southeast Asian economies reached a milestone on 31 December 2015, when they announced the formation of an ASEAN Community. Although this includes three pillars – ASEAN Political-Security Community, ASEAN Economic Community (AEC) and the ASEAN Socio?Cultural Community – it is the economic pillar that generates immense debate, due to its expected quantifiable benefits to member countries. This book, thus, focuses on the ASEAN Economic Community and seeks to explain the need for building domestic consensus within the member countries. It starts with an overview chapter describing the current achievements of the AEC. It then explores possible explanations for the achievements/non-achievements and offers a hypothesis on conflicting economic interests in a country as one possible explanation for gaps in implementation. This is because any form of economic liberalisation brings with it the winners and losers, thereby raising resistance to liberalization measures and slowing down the implementation process. The book includes six country chapters – Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam ? that examine sources of domestic conflict/s in greater detail and depth. It also includes a regional chapter, co?authored by the ex-Secretary General of ASEAN, Mr Rodolfo Severino, that brings out the political nature of ASEAN economic cooperation since its inception in 1976. For ASEAN beyond 2015, the book articulates the need to obtain a strong domestic consensus that supports the integration initiatives of the AEC. Paprocki looks at how groups craft economic narratives and strategies that redistribute power and resources away from peasant communities. Although these groups claim that increased production of export commodities will reframe the threat of climate change into an opportunity for economic development and growth, the reality is not so simple. For the country's rural poor, these promises ring hollow.
As development dispossesses the poor from agrarian livelihoods, outmigration from peasant communities leads to precarious existences in urban centers. And a vision of development in which urbanization and export-led growth are both desirable and inevitable is not one the land and its people can sustain. Threatening Dystopias shows how a powerful rural movement, although hampered by an all-consuming climate emergency, is seeking climate justice in Bangladesh.

Описание: Outlining important policy requirements for Bangladesh to become an upper middle-income country, the book presents research work conducted during the project “Changing Labor Markets in Bangladesh: Understanding Dynamics in Relation to Economic Growth and Poverty,” sponsored by the International Development Research Center (IDRC), Canada. Bangladesh has experienced remarkable economic growth rates over the last decade. The country has recently been upgraded from a low-income country (LIC) to a lower-middle-income country (LMIC) as per the World Bank’s classification system. By 2024, the country also aspires to graduate from the United Nation’s list of least developed countries (LDC). The 7th five-year plan sets an ambitious target of 8 percent growth in GDP by 2020. There are also steep development targets to be achieved under the Sustainable Development Goals (SDGs) by 2030. All these will require an enormous leap forward from the current level of economic growth rate and sustaining it in the future. The situation also calls for considerable structural change in the economy, facilitating large-scale economic diversification. Rapid expansion of labor-intensive and high-productivity sectors, both in the farm and nonfarm sectors, is thus crucial for Bangladesh. Further, this should take place in conjunction with interventions to enhance productivity, jobs and incomes in traditional and informal activities where there are large pools of surplus labor. Given its relevance for Bangladesh and applicability to many other developing countries, the book offers a unique and pioneering resource for researchers, industry watchers as well as policy makers.
