Описание:

The most typical treatment of international relations is to conceive it as a battle between two antagonistic states volleying back and forth. In reality, interstate relations are often at least two-level games in which decision-makers operate not only in an international environment but also in a competitive domestic context.

Given that interstate rivalries are responsible for a disproportionate share of discord in world politics, this book sets out to explain just how these two-level rivalries really work.

By reference to specific cases, specialists on Asian rivalries examine three related questions: what is the mix of internal (domestic politics) and external (interstate politics) stimuli in the dynamics of their rivalries; in what types of circumstances do domestic politics become the predominant influence on rivalry dynamics; when domestic politics become predominant, is their effect more likely to lead to the escalation or de-escalation of rivalry hostility? By pulling together the threads laid out by each contributor, the editors create a 'grounded theory' for interstate rivalries that breaks new ground in international relations theory.

Описание: From the legendary antagonism between Athens and Sparta during the Peloponnesian War to the Napoleonic Wars and the two World Wars of the twentieth century, the past is littered with long-term strategic rivalries. History tells us that such enduring rivalries can end in one of three ways: a series of exhausting conflicts in which one side eventually prevails, as in the case of the Punic Wars between ancient Rome and Carthage, a peaceful and hopefully orderly transition, like the rivalry between Great Britain and the United States at the turn of the twentieth century, or a one-sided collapse, such as the conclusion of the Cold War with the fall of the Soviet Union. However, in spite of a wealth of historical examples, the future of state rivalries remains a matter of conjecture.

Great Strategic Rivalries explores the causes and implications of past strategic rivalries, revealing lessons for the current geopolitical landscape. Each chapter offers an accessible narrative of a historically significant rivalry, comprehensively covering the political, diplomatic, economic, and military dimensions of its history. Featuring original essays by world-class historians--including Barry Strauss, Geoffrey Parker, Williamson Murray, and Geoffrey Wawro--this collection provides an in-depth look at how interstate relations develop into often violent rivalries and how these are ultimately resolved. Much more than an engaging history, Great Strategic Rivalries contains valuable insight into current conflicts around the globe for policymakers and policy watchers alike.

Описание: America needs better options for resolving potential crises. In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.
