From the dawn of the twentieth century to the early 1960s, public-sector unions generally had no legal right to strike, bargain, or arbitrate, and government workers could be fired simply for joining a union. Public Workers is the first book to analyze why public-sector labor law evolved as it did, separate from and much more restrictive than private-sector labor law, and what effect this law had on public-sector unions, organized labor as a whole, and by extension all of American politics. Joseph E. Slater shows how public-sector unions survived, represented their members, and set the stage for the most remarkable growth of worker organization in American history. Slater examines the battles of public-sector unions in the workplace, courts, and political arena, from the infamous Boston police strike of 1919, to teachers in Seattle fighting a yellow-dog rule, to the BSEIU in the 1930s representing public-sector janitors, to the fate of the powerful Transit Workers Union after New York City purchased the subways, to the long struggle by AFSCME that produced the nation's first public-sector labor law in Wisconsin in 1959. Some union activists insist that there is no reason why service-sector workers cannot follow that same path. In If We Can Win Here, Fran Quigley tells the stories of janitors, fry cooks, and health care aides trying to fight their way to middle-class incomes in Indianapolis. He also chronicles the struggles of the union organizers with whom the workers have made common cause.
The service-sector workers of Indianapolis mirror the city’s demographics: they are white, African American, and Latino. In contrast, the union organizers are mostly white and younger than the workers they help rally. Quigley chronicles these allies’ setbacks, victories, bonds, and conflicts while placing their journey in the broader context of the global economy and labor history. As one Indiana-based organizer says of the struggle being waged in a state that has earned a reputation as antiunion: "If we can win here, we can win anywhere." The outcome of the battle of Indianapolis may foretell the fate of workers across the United States.
For decades, civil rights activists fought against employment discrimination and for a greater role for African Americans in municipal decision-making. As their influence in city halls across the country increased, activists took advantage of the Great Society—and the government jobs it created on the local level—to advance their goals. A New Working Class traces efforts by Black public-sector workers and their unions to fight for racial and economic justice in Baltimore. The public sector became a critical job niche for Black workers, especially women, a largely unheralded achievement of the civil rights movement. A vocal contingent of Black public-sector workers pursued the activists' goals from their government posts and sought to increase and improve public services. They also fought for their rights as workers and won union representation. During an era often associated with deindustrialization and union decline, Black government workers and their unions were just getting started.
During the 1970s and 1980s, presidents from both political parties pursued policies that imperiled these gains. Fighting funding reductions, public-sector workers and their unions defended the principle that the government has a responsibility to provide for the well-being of its residents. Federal officials justified their austerity policies, the weakening of the welfare state and strengthening of the carceral state, by criminalizing Black urban residents—including government workers and their unions. Meanwhile, workers and their unions also faced off against predominately white local officials, who responded to austerity pressures by cutting government jobs and services while simultaneously offering tax incentives to businesses and investing in low-wage, service-sector jobs. The combination of federal and local policies increased insecurity in hyper-segregated and increasingly over-policed low-income Black neighborhoods, leaving residents, particularly women, to provide themselves or do without services that public-sector workers had fought to provide.
