Описание: This book examines the role of the emerging African nations in the new international order of the twenty-first century. Since the end of the Cold War, little significance has been placed on the African continent in the security and political considerations of the Western world. However, post-9/11 international security has been redefined, and new challenges have been identified. Thus, at the beginning of the twenty-first century, Africa is facing a variety of new security challenges. Africa has become an increasingly important battleground in the fight against terrorism. Since the beginning of 2011, the new revolutions, now known as the Arab Spring, that swept through North Africa have created new challenges for the African continent and are compounding the African peoples' struggles for poverty alleviation, state stability, security, socio-political and socio-economic development, democracy, and good governance. In addition to these crises of civil war, ethnic conflict, state insecurity, and rampant corruption at all levels, the HIV/AIDS pandemic has ravaged the continent for the past four decades. The only major pan-African organization--the African Union--is unable to lead and defend the continent effectively. At this crucial period when the continent is confronted with these myriad of security challenges, it needs effective, strong leadership that possesses both human and natural resources to play a leadership role in Africa and lead the continent in the new global order of the twenty-first century. The contributors to this volume analyze many of these issues and place them in the wider context of global security.
The UN Security Council formally acknowledged an obligation to promote justice and the rule of law in 2003. This volume examines the extent to which the Council has honoured this commitment when exercising its powers under the UN Charter to maintain international peace and security. It discusses both how the concept of the rule of law regulates, or influences, Security Council activity and how the Council has in turn shaped the notion of the rule of law. It explores in particular how this relationship has affected the Security Council's three most prominent tools for the maintenance of international peace and security: peacekeeping, sanctions and force. In doing so, this volume identifies strategies for better promotion of the rule of law by the Security Council.

Dragan Bakic argues that the British approach to security problems in Danubian Europe had certain permanent features which stemmed from the general British outlook on the new successor states -the members of the Little Entente- founded on the ruins of the Habsburg monarchy. This book shows that it was the lack of confidence in their stability and permanence, as well as the misperceptions about the motives and intentions of the policies pursued by other Powers towards Central/South-Eastern Europe, which accounted for the apparent sluggishness and ineffectiveness of the Foreign Office's dealings with security challenges.

While the literature suggests multiple possible explanations for regional economic organizations' response to these security challenges, including systemic and power-related factors, organizational factors and functional needs, and cognitive and social factors, the author argues that the decision to transform a regional economic organization into a conventional security actor is most influenced by decision makers' perceptions of threat and functional necessity.

Karlin explores the key national security issue of our time: how to effectively build partner militaries. Given the complex and complicated global security environment, declining U.S. defense budgets, and an increasingly connected (and often unstable) world, the United States has an ever-deepening interest in strengthening fragile states. Particularly since World War II, it has often chosen to do so by strengthening partner militaries. It will continue to do so, Karlin predicts, given U.S. sensitivity to casualties, a constrained fiscal environment, the nature of modern nationalism, increasing transnational security threats, the proliferation of fragile states, and limits on U.S. public support for military interventions. However, its record of success is thin. While most analyses of these programs focus on training and equipment, Building Militaries in Fragile States argues that this approach is misguided. Instead, given the nature of a fragile state, Karlin homes in on the outsized roles played by two key actors: the U.S. military and unhelpful external actors. With a rich comparative case-study approach that spans Europe, Asia, and the Middle East, Karlin unearths provocative findings that suggest the traditional way of working with foreign militaries needs to be rethought. Benefiting from the practical eye of an experienced national security official, her results-based exploration suggests new and meaningful findings for building partner militaries in fragile states.
