Описание:

Although the Kyoto Protocol, an international agreement to address global climate change, has been regarded by many as an unsuccessful treaty both politically and environmentally, it stands as one of the world's few truly global agreements. Why did such a diverse group of countries decide to sign and/or ratify the treaty? Why did they choose to do so at different times and in different ways? What explains their foreign policy behavior? Amy Below's book builds off the increasing significance of climate change and uses the Kyoto Protocol as a case study to analyze foreign policy decision making in Latin America.

Below's study takes a regional perspective in order to examine why countries in Latin America made disparate foreign policy choices when they were faced with the same decision. The book looks at the decisions in Argentina, Mexico, and Venezuela via a process-tracing method. Below uses information obtained from primary and secondary documents and elite interviews to help reconstruct the processes, and augments her reconstruction with a content analysis of Conference of the Parties speeches by presidents and country delegates. The book complies with convention in the field by arguing that systemic, national and individual-level factors simultaneously impact foreign policy decisions, but makes the additional claim that role theory most accurately accounts for relationships between variables.

Environmental Politics and Foreign Policy Decision Making in Latin America considers a variety of factors on individual, national, and international levels of analysis, and show that the foreign policy decisions are best viewed through the prism of role theory. The book also draws conclusions about the value of role theory in general and about environmental foreign policy decisions in developing countries, which will be of value to both policy-makers and academics.

Описание: This biography of Beatriz Allende (1942-1977) - revolutionary doctor and daughter of Chile's socialist president, Salvador Allende - portrays what it means to live, love, and fight for change. Inspired by the Cuban Revolution, Beatriz and her generation drove political campaigns, university reform, public health programs, internationalist guerrilla insurgencies, and government strategies. Centering Beatriz's life within the global contours of the Cold War era, Tanya Harmer exposes the promises and paradoxes of the revolutionary wave that swept through Latin America in the long 1960s.

Drawing on exclusive access to Beatriz's private papers, as well as firsthand interviews, Harmer connects the private and political as she reveals the human dimensions of radical upheaval. Exiled to Havana after Chile's right-wing military coup, Beatriz worked tirelessly to oppose dictatorship back home. Harmer's interviews make vivid the terrible consequences of the coup for the Chilean Left, the realities of everyday life in Havana, and the unceasing demands of solidarity work that drained Beatriz and her generation of the dreams they once had. Her story demolishes the myth that women were simply extras in the story of Latin America's Left and brings home the immense cost of a revolutionary moment's demise.

Описание: Dismantling the myths of United States isolationism and exceptionalism, No Higher Law is a sweeping history and analysis of American policy toward the Western Hemisphere and Latin America from independence to the present. From the nation's earliest days, argues Brian Loveman, U.S. leaders viewed and treated Latin America as a crucible in which to test foreign policy and from which to expand American global influence. Loveman demonstrates how the main doctrines and policies adopted for the Western Hemisphere were exported, with modifications, to other world regions as the United States pursued its self-defined global mission.

No Higher Law reveals the interplay of domestic politics and international circumstances that shaped key American foreign policies from U.S. independence to the first decade of the twenty-first century. This revisionist view considers the impact of slavery, racism, ethnic cleansing against Native Americans, debates on immigration, trade and tariffs, the historical growth of the military-industrial complex, and political corruption as critical dimensions of American politics and foreign policy.

Concluding with an epilogue on the Obama administration, Loveman weaves together the complex history of U.S. domestic politics and foreign policy to achieve a broader historical understanding of American expansionism, militarism, imperialism, and global ambitions as well as novel insights into the challenges facing American policymakers at the beginning of the twenty-first century.

Описание:

"Jason M. Colby has researched and analyzed his topic?the business of empire?well. He exposes the intertwining of imperialism, expansion, racism, and corporate power. The Business of Empire is an insightful story about the interaction of U.S. overseas business and the U.S. and Central American governments. It will prove useful to scholars of U.S. imperialism, international business history, and U.S.–Central American relations for generations."
? Journal of American History

The link between private corporations and U.S. world power has a much longer history than most people realize. Transnational firms such as the United Fruit Company represent an earlier stage of the economic and cultural globalization now taking place throughout the world. Drawing on a wide range of archival sources in the United States, Great Britain, Costa Rica, and Guatemala, Colby combines "top-down" and "bottom-up" approaches to provide new insight into the role of transnational capital, labor migration, and racial nationalism in shaping U.S. expansion into Central America and the greater Caribbean. The Business of Empire places corporate power and local context at the heart of U.S. imperial history.

In the early twentieth century, U.S. influence in Central America came primarily in the form of private enterprise, above all United Fruit. Founded amid the U.S. leap into overseas empire, the company initially depended upon British West Indian laborers. When its black workforce resisted white American authority, the firm adopted a strategy of labor division by recruiting Hispanic migrants. This labor system drew the company into increased conflict with its host nations, as Central American nationalists denounced not only U.S. military interventions in the region but also American employment of black immigrants. By the 1930s, just as Washington renounced military intervention in Latin America, United Fruit pursued its own Good Neighbor Policy, which brought a reduction in its corporate colonial power and a ban on the hiring of black immigrants. The end of the company's system of labor division in turn pointed the way to the transformation of United Fruit as well as the broader U.S. empire.

Описание: A balanced, nuanced overview of U.S. relations with Latin America during the Clinton presidency. The case studies are particularly helpful in assessing both what more might have been accomplished if greater attention had been given to the region and the constraints that often made it appear difficult or almost impossible to act more boldly."--Riordan Roett, Johns Hopkins University"An insightful, scholarly work dealing with events as they unfolded and the political and bureaucratic milieu that influenced their outcome."--Charles D. Ameringer, Pennsylvania State UniversityThe first book-length treatment of the Clinton administration's Latin American policies, this timely study reads like an insider's account, based in part on interviews and roundtable discussions with more than 50 participants in the Latin American foreign policy process during these years--from career diplomats to political appointees, White House insiders to jaded professionals. In his balanced analysis of an administration that made some progress in Latin American relations, the author reluctantly concludes that the Clinton presidency failed to build on the favorable international and regional context and on opportunities inherited from the George H. W. Bush administration. The study offers a multifaceted explanation for why Clinton's Latin American policy was, on balance, not able to accomplish many of its objectives in spite of some important successes, including the ratification of the North American Free Trade Agreement (NAFTA) and the historic Summit of the Americas. Citing the collapse of the Governor's Island accords to return democracy to Haiti and Clinton's reluctant signing of the Helms-Burton bill that imposed new restrictions on Cuba as among the administration's failures, the author allows that policymakers were often handicapped by limitations of leadership at various levels, bureaucratic politics, a lack of resources, unexpected events, competing policy priorities, and the influence of domestic politics. In addition, Clinton and his senior-level advisers showed only sporadic interest in Latin America, which, among other factors, had the effect of hamstringing mid-level policy advocates. Such constraints, rather than a lack of vision or a failure to articulate policy objectives, appear to explain why the administration failed to exploit effectively the historic opening for a new post-Cold War approach to U.S.-Latin American relations. This timely study will be a valuable reference for the foreign policy community at large and for students and scholars of international relations.David Scott Palmer is professor of international relations and political science at Boston University. He previously served as director of Latin American and Caribbean Studies at the Foreign Service Institute of the U.S. Department of State."

Race, Riots, and Roller Coasters: The Struggle Over Segregated Recreation in America

Описание:

Throughout the twentieth century, African Americans challenged segregation at amusement parks, swimming pools, and skating rinks not only in pursuit of pleasure but as part of a wider struggle for racial equality. Well before the Montgomery bus boycott, mothers led their children into segregated amusement parks, teenagers congregated at forbidden swimming pools, and church groups picnicked at white-only parks. But too often white mobs attacked those who dared to transgress racial norms. In Race, Riots, and Roller Coasters, Victoria W. Wolcott tells the story of this battle for access to leisure space in cities all over the United States.
Contradicting the nostalgic image of urban leisure venues as democratic spaces, Wolcott reveals that racial segregation was crucial to their appeal. Parks, pools, and playgrounds offered city dwellers room to exercise, relax, and escape urban cares. These gathering spots also gave young people the opportunity to mingle, flirt, and dance. As cities grew more diverse, these social forms of fun prompted white insistence on racially exclusive recreation. Wolcott shows how black activists and ordinary people fought such infringements on their right to access public leisure. In the face of violence and intimidation, they swam at white-only beaches, boycotted discriminatory roller rinks, and picketed Jim Crow amusement parks. When African Americans demanded inclusive public recreational facilities, white consumers abandoned those places. Many parks closed or privatized within a decade of desegregation. Wolcott's book tracks the decline of the urban amusement park and the simultaneous rise of the suburban theme park, reframing these shifts within the civil rights context.
Filled with detailed accounts and powerful insights, Race, Riots, and Roller Coasters brings to light overlooked aspects of conflicts over public accommodations. This eloquent history demonstrates the significance of leisure in American race relations.
