He led the South African troops to victory and the capture of German South West Africa prior to this he had to put down a revolt of pro-German Afrikaners. At the Peace of Versailles, representing South Africa, he pleaded unsuccessfully for magnanimity towards the Germans. Botha was a globally respected figure he and Smuts effectively operated as a double act in South Africa and on the international stage before Bothas untimely death in August 1919 at only 57. That search derived from two mid-fifteenth-century developments: the Ming Dynasty’s decision to adopt a silver standard for its medium of exchange and the Ottoman Turks’ capture of Constantinople in 1453. China’s great demand for silver and the disruption of the Silk Road drove the need to find alternative access to China. King John II of Portugal sent explorers southward along the coast of Africa and thence to the Orient, but Ferdinand and Isabella sent Christopher Columbus westward, believing he would find a shorter route.A persistent if disorderly push by Spanish conquistadors led to the discovery of previously unknown civilizations, including the empires of the Aztecs and the Incas. The search for a short-cut to China became bound up with the seizure of the riches held by native populations. Although the conquistadors were vastly outnumbered, their superior technology—steel swords, armor, war horses, and firearms—concomitant with diseases that accompanied them, enabled them to subdue native American peoples and confiscate their wealth.The aftermath was fraught with complications and strife. Crown- appointed governors came into conflict with the conquistadors. Distances were great, and the governors tended to place their interests over those of the King. Cortez conquered the Aztecs despite the governor’s attempts to prevent his campaign. Bureaucratic interference bedeviled Francisco Pizzaro’s campaign against the Incas, which, nonetheless, contributed more to the wealth of his country than any other conquistador’s exploits. Ultimately, the vast wealth of the Americas would fuel Spain and its Empire for nearly two centuries.
The Picky Eagle explains why the United States stopped annexing territory by focusing on annexation's domestic consequences, both political and normative. It describes how the U.S. rejection of further annexations, despite its rising power, set the stage for twentieth-century efforts to outlaw conquest. In contrast to conventional accounts of a nineteenth-century shift from territorial expansion to commercial expansion, Richard W. Maass argues that U.S. ambitions were selective from the start.
By presenting twenty-three case studies, Maass examines the decision-making of U.S. leaders facing opportunities to pursue annexation between 1775 and 1898. U.S. presidents, secretaries, and congressmen consistently worried about how absorbing new territories would affect their domestic political influence and their goals for their country. These leaders were particularly sensitive to annexation's domestic costs where xenophobia interacted with their commitment to democracy: rather than grant political representation to a large alien population or subject it to a long-term imperial regime, they regularly avoided both of these perceived bad options by rejecting annexation. As a result, U.S. leaders often declined even profitable opportunities for territorial expansion, and they renounced the practice entirely once no desirable targets remained.
In addition to offering an updated history of the foundations of U.S. territorial expansion, The Picky Eagle adds important nuance to previous theories of great-power expansion, with implications for our understanding of U.S. foreign policy and international relations.
