Описание:

When the Khmer Rouge came to power in Cambodia in 1975, they inherited a war-ravaged and internationally isolated country. Pol Pot’s government espoused the rhetoric of self-reliance, but Democratic Kampuchea was utterly dependent on Chinese foreign aid and technical assistance to survive. Yet in a markedly asymmetrical relationship between a modernizing, nuclear power and a virtually premodern state, China was largely unable to use its power to influence Cambodian politics or policy. In Brothers in Arms, Andrew Mertha traces this surprising lack of influence to variations between the Chinese and Cambodian institutions that administered military aid, technology transfer, and international trade.

Today, China’s extensive engagement with the developing world suggests an inexorably rising China in the process of securing a degree of economic and political dominance that was unthinkable even a decade ago. Yet, China’s experience with its first-ever client state suggests that the effectiveness of Chinese foreign aid, and influence that comes with it, is only as good as the institutions that manage the relationship. By focusing on the links between China and Democratic Kampuchea, Mertha peers into the "black box" of Chinese foreign aid to illustrate how domestic institutional fragmentation limits Beijing’s ability to influence the countries that accept its assistance.

Описание:

This collaborative and edited volume explores the geopolitical and geostrategic significance of the South China Sea disputes. Experts from interdisciplinary fields and knowledge analyze the South China Sea's historical and contemporary strategic significance alongside the dynamics of evolving political powers in Asia. Overall, Navigating Uncertainty in the South China Sea Disputes explains why this issue resonates on a global scale and where it will move from here.

This book explores a complex conflict challenging democracy, patriotism, resources, power, and the nature of Asia's future identity. With the increasing demand for natural resources in the region, it is becoming difficult to maintain a balanced and humanistic approach on the global stage. Navigating Uncertainty in the South China Sea Disputes will answer two key questions: first, why the South China Sea is of vital importance to Asia-Pacific nations; second, cover the interests of external powers and explain what international laws apply to the South China Sea, detailing rules that all parties should follow. By focusing attention on these issues, we hope to encourage scholars to expand the range of texts and genres they are willing to explore in search of nuanced ideas and debates.

Описание: This book offers an assessment of China’s assertive foreign policy behavior with a special focus on Chinese policies in the South China Sea (SCS). By providing a detailed account of the events in the SCS and by analyzing power dynamics in the region, it identifies the driving forces behind China’s assertive foreign policy. Considering China’s power on a domestic as well as an international level, it examines a number of different sources of hard and soft power, including military, economics, geopolitics, and domestic legitimacy.

The author demonstrates that Chinese assertiveness in the SCS can be explained not only by increases in China’s power, but also by effective reactions to other actors’ foreign policy changes. The book will appeal to scholars in international relations, especially those interested in a better understanding of South China Sea developments, China’s political power and foreign policy, and East Asian international affairs.

Описание: International relations scholarship and the popular media tend to portray China as a great power with hegemonic designs for Southeast Asia. Moreover, studies on Chinese influence in Southeast Asia predominantly focus on the Chinese state. This paper argues that Chinese non-state actors and their daily encounters with local communities in Southeast Asia deserve equal attention as these interactions evidently produce friction at both the society-to-state and state-to-state levels. The influence of Chinese non-state actors in Southeast Asia can be illustrated with three examples, namely, Chinese tourism operations in Thailand, Chinese market demand and agricultural transformations in Myanmar, and Chinese gangs within the casino economy in Cambodia. Thailand has recently become a top tourist destination for Chinese nationals. This has cultural implications as those involved in the tourism industry need to have Chinese language skills. The economic implications include increased competition and decreased accountability as Chinese tour companies have set up in Thailand using Thai locals as nominees. Bilateral relations also soured after a boat carrying Chinese tourists capsized in Thailand. As global prices of corn rose in 2011 and 2012, areas in Myanmar close to the Chinese border have increased corn cultivation to meet Chinese demands for that crop. This has led to deforestation in these areas. Chinese gangsters fleeing their government’s crackdown in China have settled down to operate in the casino economy in Cambodia. Consequentially, there has been a rise in crime rate involving online scams and deteriorating public security. Despite the Chinese government encouraging the Cambodian government to enforce a ban on online gambling, the actions of non-state actors from China continue to be associated with the Chinese state as a whole and there is rising resentment towards the Chinese in Cambodia. The COVID-19 pandemic has temporarily halted cross-border trade between China and mainland Southeast Asia. This has negatively affected local farmers who are dependent on the Chinese market.

Описание: The South China Sea region contains potentially huge deposits of petroleum and natural gas, important shipping lanes and fishing areas, and is subject to a number of maritime territorial disputes. This edited volume analyzes the most recent development in the South China Sea dispute looking at the positions taken by China, the ASEAN countries, and the US. In recent years maritime joint development zones have emerged as an important means to overcome deadlock in relation to maritime jurisdictional claims. This book tests the applicability of joint development regime in this region and explores the prospect of joint development of resources as a way to successfully manage the conflict in the South China Sea. Eminent scholars in the field of South China Sea studies have contributed original chapters to the volume covering such issues as: the legal framework for joint development; how joint development might work in practice; the challenges faced by and the prospects arising from joint development; and the way forward for the region.

Описание:

The recent uncertainties over the South China Sea have become one major issue in the relations between China and Southeast Asian countries. The South China Sea issue, however, is countered by the deepening economic integration between China and Southeast Asia, which is likely to continue should China's proposal for a 21st Century Maritime Silk Road is agreed and implemented. Yet the success or not of this proposal depends also on the interactions in the political-security sphere between both sides.

Southeast Asia and China: A Contest in Mutual Socialization brings together experts from different disciplines to illuminate on the complex political, economic and normative interactions between China and the Southeast Asian countries. This book analyses key issues including the national identity discourse of China as a Great Power, China's civil-military interactions in its strategy in the South China Sea dispute, the different kinds of political and strategic strategies used by Southeast Asian countries in countering China, the past patterns and present trajectories of economic ties between China and Southeast Asian countries, as well as the strategic implications of China's 21st Century Maritime Silk Road initiative.

Описание: Will the nations of Southeast Asia maintain their strategic autonomy, or are they destined to become a subservient periphery of China? This book's expert authors address this pressing question in multiple contexts. What clues to the future lie in the modern history of Sino-Southeast Asian relations? How economically dependent on China has the region already become? What do Southeast Asians think of China? Does Beijing view the region in proprietary terms as its own backyard? How has the relative absence, distance, and indifference of the United States affected the balance of influence between the US and China in Southeast Asia? The book also explores China's moves and Southeast Asia's responses to them. Does China's Maritime Silk Road through Southeast Asia herald a Pax Sinica across the region? How should China's expansionary acts in the South China Sea be understood? How have Southeast Asian states such as Vietnam and the Philippines responded? How does Singapore's China strategy compare with Indonesia's? How relevant is the Association of Southeast Asian Nations? To what extent has China tried to persuade the "overseas Chinese" in Southeast Asia to identify with "'the motherland" and support its aims? How are China's deep involvements in Cambodia and Laos affecting the economies and policies of those countries? "This rich collection," writes renowned author-journalist Nayan Chanda, answers these and other questions while offering "fresh insights" and "new information and analyses" to explain Southeast Asia's relations with China.
