The enforced removal of individuals has long been a political tool used by African states to create generations of asylum seekers, refugees, and fugitives. Historians often present such political exile as a potentially transformative experience for resilient individuals, but this reading singles the exile out as having an exceptional experience. This collection seeks to broaden that understanding within the global political landscape by considering the complexity of the experience of exile and the lasting effects it has had on African peoples. The works collected in this volume seek to recover the diversity of exile experiences across the continent. This corpus of testimonials and documents is presented as an "archive" that provides evidence of a larger, shared experience of persecution and violence. This consideration reads exiles from African colonies and nations as active participants within, rather than simply as victims of, the larger global diaspora. In this way, exile is understood as a way of asserting political dissidence and anti-imperial strategies. Broken into three distinct parts, the volume considers legal issues, geography as a strategy of anti-colonial resistance, and memory and performative understandings of exile. The experiences of political exile are presented as fundamental to an understanding of colonial and post-colonial oppression and the history of state power in Africa.
Описание: This paper examines the patterns and drivers of rural migration in sub-Saharan Africa and explores their relation to rural and structural transformation, with the objective of informing the current policy debate on migration. Based on a mixed approach that combines a critical literature review covering past, current and future drivers of migration and analyses of available data, the paper elaborates a pluri-disciplinary and comprehensive conceptual framework for understanding the drivers and patterns of rural migration.
Sub?Saharan Africa has a long history of internal and international migration, by choice or by constraint, and movement of people has deeply shaped the region. According to available statistics, about 33 million Africans were living outside their country of nationality in 2015. This represents 2.8 percent of the total population of the continent and only 14 percent of international migrants worldwide (UNDESA, 2015).
The paper finds that, in addition to one-way rural-urban migration, contemporary African migration is characterized by widespread multi-directional (including rural-to-rural and urban-to-rural) and circular migration. These patterns reveal that migration is performing a range of socio-economic functions far beyond the mere transfer of labour from agriculture to other sectors or from rural to urban areas. They highlight possible new structural transformation paths, responding to existing challenges faced by the region in terms of demographic and economic transition.

Human mobility has long played a foundational role in producing state territories, resources, and hierarchies. When people move within and across national boundaries, they create both challenges and opportunities. In Mobility Makes States, chapters written by historians, political scientists, sociologists, and anthropologists explore different patterns of mobility in sub-Saharan Africa and how African states have sought to harness these movements toward their own ends. While border control and intercontinental migration policies remain important topics of study, Mobility Makes States demonstrates that immigration control is best understood alongside parallel efforts by states in Africa to promote both long-distance and everyday movements. The contributors challenge the image of a fixed and static state that is concerned only with stopping foreign migrants at its border, and show that the politics of mobility takes place across a wide range of locations, including colonial hinterlands, workplaces, camps, foreign countries, and city streets.
