Описание: The first volume of its kind to focus on global policy perspectives on energy, this comprehensive Handbook analyzes the key dimensions of markets, development, sustainability, and security.
Описание: What should be the contours of public policy for crucial sectors in the Indian context? The real debate today is about finding the right balance between market forces and government for Pareto efficiency. Stiglitz posited “that government could potentially almost always improve upon the market’s resource allocation.” In reality, besides the institutional inertia, fragmented design and action often impedes execution of rational policy. The lack of non-governmental inputs, absence of debate and systematic analysis prior to policy making results in ineffective policy formulation and action, obstructing the process of economic development. The study of public policy in commodity production (agriculture, industry), as well as tertiary sectors (services, trade and transport) is important to arrive at efficient and people friendly governance structures.
The collection of papers in the present volume, attempt at the development of an analytical framework for the formulation of development policy, bearing on crucial segments of the economy and society mainly, agriculture sector, industrial development, employment and entrepreneurship, urbanisation, weaker sections, and governance issues.
Nineteen chapters comprising the volume are organised under four sections: Section 1 Issues in Agriculture Sector; Section 2 Industrial Development, Employment and Entrepreneurship; Section 3 Issues in Sustainable Urbanisation; Section 4 Governance Structure and Development Outcomes.
The papers appearing in the volume were presented at a seminar funded by the Indian Council of Social Science Research.
Описание: In What`s Luck Got To Do With It? renowned law professor Edward D. Kleinbard argues that government`s proper role is addressing the unfairness and injustice of brute luck. Considering government expenditure as social insurance, Kleinbard demonstrates how the path to greater economic growth, and a more equal sharing of that growth, lies in stronger government spending policies.
Описание: This book looks at open data practices historically and from the perspective of those currently involved in advocating for making government data freely available.

Описание: A city's infrastructure influences the daily life of residents, neighborhoods, and businesses. But uniting the hard infrastructure of roads and bridges with the soft infrastructure of parks and public art creates significant political challenges. Planners at all stages must work at an intersection of public policy, markets, and aesthetics--while also accounting for how a project will work in both the present and the future.
The latest volume in the Urban Agenda series looks at pressing infrastructure issues discussed at the 2017 UIC Urban Forum. Topics include: competing notions of the infrastructure ideal; what previous large infrastructure programs can teach the Trump Administration; how infrastructure influences city design; the architecture of the cities of tomorrow; who benefits from infrastructure improvements; and evaluations of projects like the Chicago Riverwalk and grassroots efforts to reclaim neighborhood parks from gangs.

Описание: The start of the new millennium will be remembered for deadly climate-related disasters - the great floods in Thailand in 2011, Super Storm Sandy in the United States in 2012, and Typhoon Haiyan in the Philippines in 2013, to name a few. In 2014, 17.5 million people were displaced by climate-related disasters, ten times more than the 1.7 million displaced by geophysical hazards.
Описание: Reimagining transparency and secrecy in the era of digital data When total data surveillance delimits agency and revelations of political wrongdoing fail to have consequences, is transparency the social panacea liberal democracies purport it to be? This book sets forth the provocative argument that progressive social goals would be better served by a radical form of secrecy, at least while state and corporate forces hold an asymmetrical advantage over the less powerful in data control. Clare Birchall asks: How might transparency actually serve agendas that are far from transparent? Can we imagine a secrecy that could act in the service of, rather than against, a progressive politics? To move beyond atomizing calls for privacy and to interrupt the perennial tension between state security and the public’s right to know, Birchall adapts ?douard Glissant’s thinking to propose a digital “right to opacity.” As a crucial element of radical secrecy, she argues, this would eventually give rise to a “postsecret” society, offering an understanding and experience of the political that is free from the false choice between secrecy and transparency. She grounds her arresting story in case studies including the varied presidential styles of George W. Bush, Barack Obama, and Donald Trump; the Snowden revelations; conspiracy theories espoused or endorsed by Trump; WikiLeaks and guerrilla transparency; and the opening of the state through data portals.Postsecrecy is the necessary condition for imagining, finally, an alternative vision of “the good,” of equality, as neither shaped by neoliberal incarnations of transparency nor undermined by secret state surveillance. Not least, postsecrecy reimagines collective resistance in the era of digital data.

After broadband access, what next? What role do metrics play in understanding “information societies”? And, more important, in shaping their policies? Beyond counting people with broadband access, how can economic and social metrics inform broadband policies, help evaluate their outcomes, and create useful models for achieving national goals? This timely volume not only examines the traditional questions about broadband, like availability and access, but also explores and evaluates new metrics more applicable to the evolving technologies of information access. Beyond Broadband Access brings together a stellar array of media policy scholars from a wide range of disciplines—economics, law, policy studies, computer science, information science, and communications studies. Importantly, it provides a well-rounded, international perspective on theoretical approaches to databased communications policymaking in the Americas, Europe, Asia, and Africa. Showcasing a diversity of approaches, this invaluable collection helps to meet myriad challenges to improving the foundations for communications policy development.
Описание: This publication presents a case study in East Java, Indonesia, about ADB’s collaboration with local governments and other stakeholders in monitoring, implementing, raising awareness, and advocating for the Sustainable Development Goals (SDGs).
The SDGs set global, big-picture targets that nations have committed to attaining. However, unless action is taken at the local level, these targets can never be reached. The case study on Lumajang and Pacitan district demonstrate how ADB has been helping to make data available and accessible in a visually attractive and easy-to-understand way for different local stakeholders, thereby contributing to localizing SDGs.
