Unmanned combat air vehicles, or in common parlance 'drones', have become a prominent instrument in US efforts to counter an objective (and subjective) cross-border terrorist threat with lethal force. As a result, critical questions abound on the legitimacy of their use. In a series of multidisciplinary essays by scholars with an extensive knowledge of international norms, this book explores the question of legitimacy through the conceptual lenses of legality, morality and efficacy, it then closes with the consideration of a policy proposal aimed at incorporating all three indispensable elements.
The importance of this inquiry cannot be overstated. Non-state actors fully understand that attacking the much more powerful state requires moving the conflict away from the traditional battlefield where they are at an enormous disadvantage. Those engaging in terrorism seek to goad the ruling government into an overreaction, or abuse of power, to trigger a destabilization via an erosion of its legitimacy. Thus defending the target of legitimacy"in this case, insuring the use of deadly force is constrained by valid limiting principles"represents an essential strategic interest.

He demonstrates how armed nonstate groups can sometimes provide local stability better than states, and how power-sharing arrangements between states and armed nonstate groups may sometimes be viable. He concludes that these trends in the international setting call for major shifts in our understanding of what constitutes stable governance—proposing that we adopt a fluid "emergent actor" approach. And he calls for significant deviation from standard policy responses to the opportunities and dangers posed by nontraditional sources of national authority.
Influential armed groups continue to confound policymakers, diplomats, and analysts decades after their transformational arrival on the scene in the Middle East and North Africa. The most effective of these militias can most usefully be understood as hybrid actors, which simultaneously work through, with, and against the state.
This joint report from The Century Foundation identifies the factors that make some hybrid actors persistent and successful, as measured by longevity, influence, and ability to project power militarily as well as politically. It finds that three factors correlate most closely with impact: constituent loyalty, resilient state relationships, and coherent ideology.
The authors of this report examined cases in Lebanon, Syria, and Iraq, drawing on years of fieldwork, to distinguish hybrid actors, classic nonstate proxies, and aspirants to statehood--all of which merit different analytical and policy treatment. The report demonstrates the ways that groups can shift along a spectrum as they adapt to changing conditions.
