Описание: The Lao People’s Democratic Republic is nearly fifty years old, and one of the few surviving one-party socialist states. Nearly five decades on from its revolutionary birth, the Lao population continues to build futures in and around a political landscape that maintains socialist rhetoric on the one hand and capitalist economics on the other. Contemporary Lao politics is marked by the use of cultural heritage as a source of political legitimacy. Researched through long-term detailed ethnography in the former royal capital of Luang Prabang, itself a UNESCO-recognized World Heritage Site since 1995, this book takes a fresh look at issues of legitimacy, heritage, and national identity for different members of the Lao population. It argues that the political system has become sufficiently embedded to avoid imminent risk of collapse but suggests that it is facing new challenges primarily in the form of rising Chinese influence in Laos.

Описание:

In the twenty-first century, land deals in the Global South have become increasingly prevalent and controversial. Transnational access to arable land in impoverished "land-rich" countries in Latin America, Sub-Saharan Africa, and Southeast Asia highlights the link between the shifting geopolitics of economic development and problems of food security, climate change, and regional and international trade. Drawing on ethnographic and archival research, Upland Geopolitics uses the case of Chinese agribusiness investment in northern Laos to study the unbalanced geography of the new global land rush. Connecting the current rubber plantation boom to a longer trajectory of foreign intervention in the region, Upland Geopolitics reveals how legacies of Cold War conflict continue to pave the way for transnational enclosure in a socially uneven landscape.

Upland Geopolitics is freely available in an open access edition thanks to TOME (Toward an Open Monograph Ecosystem) and the generous support of Indiana University.

Описание: In 1971, while U.S. ground forces were prohibited from crossing the Laotian border, a South Vietnamese Army corps, with U.S. air support, launched the largest airmobile operation in the history of warfare, Lam Son 719. The objective: to sever the North Vietnamese Army's main logistical artery, the Ho Chi Minh Trail, at its hub, Tchepone in Laos, an operation that, according to General Creighton Abrams, could have been the decisive battle of the war, hastening the withdrawal of U.S. forces and ensuring the survival of South Vietnam. The outcome: defeat of the South Vietnamese Army and heavy losses of U.S. helicopters and aircrews, but a successful preemptive strike that met President Nixon's near-term political objectives.Author Robert Sander, a helicopter pilot in Lam Son 719, explores why an operation of such importance failed. Drawing on archives and interviews, and firsthand testimony and reports, Sander chronicles not only the planning and execution of the operation but also the maneuvers of the bastions of political and military power during the ten-year effort to end Communist infiltration of South Vietnam leading up to Lam Son 719. The result is a picture from disparate perspectives: the Kennedy, Johnson, and Nixon administrations; the South Vietnamese government led by President Nguyen Van Thieu; and senior U.S. military commanders and army aviators.Sander's conclusion is at once powerful and persuasively clear. Lam Son 719 was doomed in both the planning and execution - a casualty of domestic and international politics, flawed assumptions, incompetent execution, and the resolve of the North Vietnamese Army. A powerful work of military and political history, this book offers eloquent testimony that ""failure, like success, cannot be measured in absolute terms.

Описание: Half a century after the CIA's Secret War in Laos—the largest bombing campaign in history—explosive remnants of war continue to be part of people's everyday lives. In Bomb Children Leah Zani offers a perceptive analysis of the long-term, often subtle, and unintended effects of massive air warfare. Zani traces the sociocultural impact of cluster submunitions—known in Laos as “bomb children”—through stories of explosives clearance technicians and others living and working in these old air strike zones. Zani presents her ethnography alongside poetry written in the field, crafting a startlingly beautiful analysis of state terror, authoritarian revival, rapid development, and ecological contamination. In so doing, she proposes that postwar zones are their own cultural and area studies, offering new ways to understand the parallel relationship between ongoing war violence and postwar revival.

Описание: For decades, large dam projects have been undertaken by both nations and international agencies with the aim of doing good: preventing floods, bringing electricity to rural populations, producing revenues for poor countries, and more. But time after time, the social, economic, and environmental costs have outweighed the benefits of the dams, sometimes to a disastrous degree. In this volume, a diverse group of experts—involved for years with the Nam Theun 2 dam in Laos—issue an urgent call for critical reassessment of the approach to, and rationale for, these kinds of large infrastructure projects in developing countries. In the 2000s, as the World Bank was reeling from revelations of past hydropower failures, it nonetheless promoted the enormous Nam Theun 2 project. NT2, the Bank believed, offered a new, wiser model of dam development that would alleviate poverty, protect the environment, engage locally affected people in a transparent fashion, and stimulate political transformation. This was a tall order. For the first time, this book shows in detail why, despite assertions of success from the World Bank and other agencies involved in the project, the dam's true story has been one of substantial loss for affected villagers and the regional environment. Nam Theun 2 is an important case study that illustrates much broader problems of global development policy.
