Описание: In the 21st century, governments around the globe are faced with the question on how to tackle new migratory mobilities. Governments increasingly become aware of irregular immigration and are forced to re-negotiate the dilemma of open but secure borders. Rethinking Authority in China’s Border Regime: Regulating the Irregular investigates the Chinese government’s response to this phenomenon. Hence, this book presents a comprehensive analysis of the Chinese border regime. It explores the regulatory framework of border mobility in China by analysing laws, institutions, and discourses as part of an ethnographic border regime analysis. It argues that the Chinese state deliberately creates ‘zones of exception’ along its border. In these zones, local governments function as ‘scalar managers’ that establish cross-border relations to facilitate cross-border mobility and create local migration systems that build on their own notion of legality by issuing locally valid border documents. The book presents an empirically rich story of how border politics are implemented and theoretically contributes to debates on territoriality and sovereignty as well as to the question of how authority is exerted through border management. Empirically, the analysis builds on two case studies at the Sino-Myanmar and Sino-North Korean borders to illustrate how local practices are embedded in multiscalar mobility regulation including regional organizations such as the Greater Mekong Subregion and the Greater Tumen Initiative.

Описание: Warfare is a constant in human history. According to the contributors to this volume, archaeologists have assumed that—within certain socioenvironmental parameters—war is always essentially the same phenomenon and follows a common logic, breaking out under similar conditions and having analogous effects on the people involved. In pursuit of this idea, archaeologists have built models to account for the occurrence of war in various times and places. The models are then tested against prehistoric evidence to make the causes and conduct of war predictable and data-based. However, contributors argue, this model-and-evidence approach has given rise to multiple competing hypotheses and ambiguity rather than to full, coherent explanations of what turns out to be surprisingly complex acts of war. The chapters in Warfare in Cultural Context contend that agency and culture, inherited values and dispositions (such as religion and other cultural practices), beliefs, and institutions are always woven into the conduct of war. This revealing book focuses on the ways that specific people construed their interests and life projects, and their problems and possibilities, and consequently chose among alternative courses of action. Using archaeological and ethnohistorical data from various parts of the world, the contributors explore the multiple avenues for the cultural study of warfare that these ideas make possible. Contributions focus on cultural aspects of warfare in Mesoamerica, South America, North America, and Southeast Asia. Rejecting the idea that war between Hanoi and the US was inevitable, the author traces North Vietnam's programs for a peaceful reunification of their nation from the 1954 Geneva negotiations up to the final collapse of the Saigon government in 1975. She also examines the ways that groups and personalities in South Vietnam responded by crafting their own peace proposals, in the hope that the Vietnamese people could solve their disagreements by engaging in talks without outside interference. While most of the writing on peacemaking during the Vietnam War concerns high-level international diplomacy, Sophie Quinn-Judge reminds us of the courageous efforts of southern Vietnamese, including Buddhists, Catholics, students and citizens, to escape the unprecedented destruction that the US war brought to their people. The author contends that US policymakers showed little regard for the attitudes of the South Vietnamese population when they took over the war effort in 1964 and sent in their own troops to fight it in 1965.A unique contribution of this study is the interweaving of developments in South Vietnamese politics with changes in the balance of power in Hanoi; both of the Vietnamese combatants are shown to evolve towards greater rigidity as the war progresses, while the US grows increasingly committed to President Thieu in Saigon, after the election of Richard Nixon.
Not even the signing of the 1973 Paris Peace Agreement could blunt US support for Thieu and his obstruction of the peace process. The result was a difficult peace in 1975, achieved by military might rather than reconciliation, and a new realization of the limits of American foreign policy.
