Global Assessment Report on Disaster Risk Reduction 2021: Special Report on Drought - Summary for Policy Makers, United Nations Office for Disaster Risk Reduction
Описание: The central question for this year's report is how governance systems can evolve to better address the systemic risks of the future. In today's crowded and interconnected world, disaster impacts increasingly cascade across geographies and sectors, as the COVID-19 pandemic and climate change are rapidly making clear. Despite progress, risk creation is outstripping risk reduction. Disasters, economic loss, and the underlying vulnerabilities that drive risk, such as poverty and inequality, are increasing just as ecosystems and biospheres are at risk of collapse. The report highlights that a) the climate emergency and the systemic impacts of the COVID-19 pandemic point to a new reality; b) understanding and reducing risk in a world of uncertainty is fundamental to achieving genuinely sustainable development; and c) the best defense against future shocks is to transform systems now, to build resilience by addressing climate change, and to reduce the vulnerability, exposure, and inequality that drive disasters.

Описание:
Climate change is increasingly of great concern to the world community. The earth has witnessed the buildup of greenhouse gases (GHG) in the atmosphere, changes in biodiversity, and more occurrences of natural disasters. Recently, scientists have begun to shift their emphasis away from curbing carbon dioxide emission to adapting to carbon dioxide emission. The increase in natural disasters around the world is unprecedented in earth's history and these disasters are often associated to climate changes. Many nations along the coastal lines are threatened by massive floods and tsunamis. Earthquakes are increasing in intensity and erosion and droughts are problems in many parts of the developing countries. This book is therefore to investigate ways to prepare and effectively manage these disasters and possibly reduce their impacts. The focus is on mitigation strategies and policies that will help to reduce the impacts of natural disasters. The book takes an in-depth look at climate change and its association to socio-economic development and cultures especially in vulnerable communities; and investigates how communities can develop resilience to disasters. A balanced and a multiple perspective approach to manage the risks associated with natural disasters is offered by engaging authors from the entire globe to proffer solutions.
Описание: This publication presents a new and extended analysis of the regional risk-scape based on multidisciplinary research conducted. It defines risk hotspots where disasters and biological hazards, climate and health emergencies – including Covid-19 – collide. It further presents the emergence of new systemic risks and cascading hazards, alongside their impacts on peoples and economies. Identifying regional and sub-regional gaps in building resilience into the disaster-health-climate nexus, the report provides tailored, sub-regional insights into opportunities for policy actions and operational solutions to build back better with resilience. The ability to identify and address the unmet needs of those furthest behind within the new risk-scape is also considered here, as is the fiscal cost of a resilience agenda for the region.
Описание: The flagship report of the United Nations on worldwide efforts to reduce disaster risk. The GAR is published biennially by the UN Office for Disaster Risk Reduction (UNDRR), and is the product of the contributions of nations, public and private risk-related science and research, amongst others.
Описание: This publication aims to guide policy makers and other stakeholders on how to scale up disaster risk reduction financing in developing member countries of the Asian Development Bank.
Disaster events impact Asia and the Pacific more than any other region in the world. In light of current and future climate and disaster risks, there is an urgent need to address the region's underinvestment in disaster risk and reduction. The publication provides an overview of financing opportunities for developing Asia—including instruments and mechanisms—as well as country case studies and practical tips for governments to implement enhanced disaster risk reduction.

Описание:
In the wake of 9/11 and Hurricane Katrina, many are asking what, if anything, can be done to prevent large-scale disasters. How is it that we know more about the hazards of modern American life than ever before, yet the nation faces ever-increasing losses from such events? History shows that disasters are not simply random acts. Where is the logic in creating an elaborate set of fire codes for buildings, and then allowing structures like the Twin Towers—tall, impressive, and risky—to go up as design experiments? Why prepare for terrorist attacks above all else when floods, fires, and earthquakes pose far more consistent threats to American life and prosperity? The Disaster Experts takes on these questions, offering historical context for understanding who the experts are that influence these decisions, how they became powerful, and why they are only slightly closer today than a decade ago to protecting the public from disasters. Tracing the intertwined development of disaster expertise, public policy, and urbanization over the past century, historian Scott Gabriel Knowles tells the fascinating story of how this diverse collection of professionals—insurance inspectors, engineers, scientists, journalists, public officials, civil defense planners, and emergency managers—emerged as the authorities on risk and disaster and, in the process, shaped modern America.
The prevalence of natural disasters in recent years has highlighted the importance of preparing adequately for disasters and dealing efficiently with their consequences.
This book addresses how countries can enhance their resilience against natural disasters and move towards economic growth and sustainable development. Covering a wide range of issues, it shows how well thought-out measures can be applied to minimize the impacts of disasters in a variety of situations. Starting with the need for coping with a rapidly changing global environment, the book goes on to demonstrate ways to strengthen awareness of the effectiveness of preventive measures, including in the reconstruction phase. The book also covers the roles played by different actors as well as tools and technologies for improved disaster risk reduction. It focuses on a variety of case studies from across Asia, Africa and Latin America, drawing out lessons that can be applied internationally.
This book will be of great interest to professionals in disaster management, including national governments, donors, communities/citizens, NGOs and private sector. It will also be a highly valuable resource for students and researchers in disaster management and policy, development studies and economics.
