Описание: The 2030 Agenda for Sustainable Development defines international trade as "an engine for inclusive economic growth and poverty reduction, [that] contributes to the promotion of sustainable development". In order to become a 'sustainable engine' one approach that seems to be increasingly used is to internalize social, economic and environmental concerns in international trade. This can be done by many different means and policy instruments and tools. In this report we focus on a specific tool, namely Voluntary Sustainability Standards (VSS) which comprise of certification schemes, labeling programs and private standards. VSS aim to make global value chains – from producer to consumer – more sustainable, taking into account social and environmental requirements in the production process. VSS also often link developing countries (where many producers are based) to developed countries.

Описание: This paper considers how forest monitoring can inform problem-solving, especially on public policy. To examine the factors that determine whether or not forest monitoring results inform problem-solving efforts, a set of positive cases was selected, including Viet Nam and its forest transition in the early 1990s, to accelerate agricultural transition and expand a forest industry, and Cameroon, where important steps were taken to reform the forest concessions regime in the 1990s and 2000s.
The adoption of the Sustainable Development Goals has reinforced the importance of science–policy linkages. In the forestry sector, efforts to reduce emissions from deforestation and forest degradation (REDD+) have created opportunities for forest monitoring capacity development over the past decade, which can further support forest management and domestic policy-making in addition to international reporting.
The cases examined in this paper show that diverse types of data and analysis on forests contributed to informing both public policy and corporate activities. Information was tailored to the issues at hand and to those involved in decision-making, with operational decision-making using locally specific data, collected and analysed in a timely manner. Thematically rich datasets became the basis for detailed analysis - including through modelling - to identify solutions, and the data and analysis underpinned clear and intuitive messaging to place issues on the agenda of policy-makers.

The case study on Lumajang and Pacitan district demonstrate how ADB has been helping to make data available and accessible in a visually attractive and easy-to-understand way for different local stakeholders, thereby contributing to localizing SDGs.
Описание: This paper summarizes the Voluntary Sustainability Standards' (VSS) Academic Advisory Council Roundtables. The roundtables aimed to foster the debate on the possibilities and limitations of sustainability standards as tools to environmental, social and economic sustainability. They were jointly organized by the United Nations Forum on Sustainability Standards (UNFSS) and EVIDENSIA, in collaboration with the KU Leuven Center for Global Governance. This paper summarizes the discussions and outcomes of the three roundtable discussions. It brings different perspectives on VSS together which can inform and contribute to a comprehensive understanding of VSS effectiveness through GVCs. Through this paper, the "effectiveness" of VSS is defined along multiple dimensions, all of which are covered and assessed. A first dimension, goal-attainment effectiveness, focuses on the impact of VSS on a range of social, economic and environmental indicators. A second dimension, process effectiveness, analyses the degree to which VSS are adopted by economic operators and the drivers for adoption. A third dimension, constitutive effectiveness, focuses on the degree to which VSS change the overall approach of actors involved in the policy process towards sustainability, i.e., the degree to which their theories of change are used more widely. VSS role on international trade is also debated and discussed.
Описание: This report reviews existing approaches for monitoring and evaluation of bioeconomy activities in order to identify already available indicators, from which the authors compiled two comprehensive lists: one listing indicators at the territorial level, including bioeconomy-relevant Sustainable Development Goals indicators; the other mentioning indicators at the product/value chain level, including indicators used for standards, certificates and labels.
According to the report, almost fifty countries have placed the promotion of the bioeconomy on their political agendas. However, bioeconomy activities are not necessarily sustainable. For this reason, FAO developed a set of Aspirational Principles and Criteria for Sustainable Bioeconomy, through which it seeks to provide technical assistance to countries in developing and monitoring the sustainability of bioeconomy activities.
To conclude, the authors propose a stepwise approach to select indicators for monitoring and evaluating the sustainability of the bioeconomy as a possible way forward to help countries and practitioners in their monitoring and evaluation efforts. This approach includes stakeholder engagement, the choice of the relevant territorial level, as well as effective communication of the results.
