Transforming Citizenships engages the performativity of citizenship as it relates to transgender individuals and advocacy groups. Instead of reading the law as a set of self-executing discourses, Isaac West takes up transgender rights claims as performative productions of complex legal subjectivities capable of queering accepted understandings of genders, sexualities, and the normative forces of the law. Drawing on an expansive archive, from the correspondence of a transwoman arrested for using a public bathroom in Los Angeles in 1954 to contemporary lobbying efforts of national transgender advocacy organizations, West advances a rethinking of law as capacious rhetorics of citizenship, justice, equality, and freedom. When approached from this perspective, citizenship can be recuperated from its status as the bad object of queer politics to better understand how legal discourses open up sites for identification across identity categories and enable political activities that escape the analytics of heteronormativity and homonationalism.
In Hydraulic City Nikhil Anand explores the politics of Mumbai's water infrastructure to demonstrate how citizenship emerges through the continuous efforts to control, maintain, and manage the city's water. Through extensive ethnographic fieldwork in Mumbai's settlements, Anand found that Mumbai's water flows, not through a static collection of pipes and valves, but through a dynamic infrastructure built on the relations between residents, plumbers, politicians, engineers, and the 3,000 miles of pipe that bind them. In addition to distributing water, the public water network often reinforces social identities and the exclusion of marginalized groups, as only those actively recognized by city agencies receive legitimate water services. This form of recognition—what Anand calls "hydraulic citizenship"—is incremental, intermittent, and reversible. It provides residents an important access point through which they can make demands on the state for other public services such as sanitation and education. Tying the ways Mumbai's poorer residents are seen by the state to their historic, political, and material relations with water pipes, the book highlights the critical role infrastructures play in consolidating civic and social belonging in the city.

In the poorest neighborhoods of Santiago, Chile, low-income residents known as pobladores have long lived at the margins--and have long advocated for the right to housing as part of la vida digna (a life with dignity). From 2011 to 2015, anthropologist Miguel Pйrez conducted fieldwork among the pobladores of Santiago, where the urban dwellers and activists he met were part of an emerging social movement that demanded dignified living conditions, the right to remain in their neighborhoods of origin, and, more broadly, recognition as citizens entitled to basic rights. This ethnographic account raises questions about state policies that conceptualize housing as a commodity rather than a right, and how poor urban dwellers seek recognition and articulate political agency against the backdrop of neoliberal policies.
By scrutinizing how Chilean pobladores constitute themselves as political subjects, this book reveals the mechanisms through which housing activists develop new imaginaries of citizenship in a country where the market has been the dominant force organizing social life for almost forty years. Studying bastis, says Gautam Bhan, provokes six clear lines of inquiry applicable to studies of urbanism across the global south.The first is the long-standing debate over urban informality and illegality: the debate’s impact on conceptions and practices of urban planning, the production of space, and the regulation of value. The second is a set of debates on “good governance,” read through their intersections with ideas of “planned development” within rapidly transforming cities. The third is the political field of urban citizenship and the possibilities of substantive rights and belonging in the city. The fourth is resistance and the ability of a city’s subaltern residents to struggle against exclusion. The two remaining inquiries both cut across and unify the first four. One of these is the role of the judiciary and the relationships between law and urbanism in cities of the global south. The other is the relationship between democracy and inequality in the city.What emerges about Delhi in particular is a multilayered double standard in attention to, and enforcement of, property laws. Rights are lost, citizenship is unequal and differentiated, the promise of development is refused, and poverty and inequality are reproduced and deepened. The book is also premised on the assumption that the citizenship concept is experiencing an identity crisis ("what it is?") and a crisis of confidence ("what should it be doing?") in an increasingly diverse, changing, and complex world, disenchanted with the certainties of the past although unsure of what lies in store. New citizenship narratives and practices are emerging that not only challenge the conventional citizenship model of a single nation-state within a territorially bounded framework but also capitalize on the complexities of transmigrant identities across a networked web of transnational linkages, postnational realities, and a postmulticultural world of diverse-diversities. No less salient are the postcolonial politics that accompany the politicization of Indigenous peoples’ citizenship arrangements commensurate with their constitutional status as "the (de facto) sovereigns within."
