Описание: This engaging and comprehensive look at the role of history, economics, security, threat perception and domestic politics in the evolution of the South Korea-United States alliance will be read both as a major contribution to Korean studies and, for a study of the impact these factors have on alliance politics and theory.
Описание: President George W. Bush authorized the use of torture. President Barack Obama directed the extrajudicial killing of an American citizen in Yemen. What President Donald Trump will do remains to be seen, but it is broadly understood that a president might test the limits of the law in extraordinary circumstances—and does so with advice from legal counsel. Advising the President is an exploration of this process, viewed through the experience of President Franklin D. Roosevelt and Robert H. Jackson on the eve of World War II. The book directly and honestly grapples with the ethical problems inherent in advising a president on actions of doubtful legality; eschewing partisan politics, it presents a practical, realistic model for rendering—and judging the propriety of—such advice.Jackson, who would go on to be the chief US prosecutor at the Nuremberg war crimes trials, was the US solicitor general from 1938–1940, US attorney general from 1940–1941, and Supreme Court justice from 1941–1954. William R. Casto uses his skill and insight as a legal historian to examine the legal arguments advanced by Roosevelt for controversial wartime policies such as illegal wiretapping and unlawful assistance to Great Britain, all of which were related to important issues of national security. Putting these episodes in political and legal context, Casto makes clear distinctions between what the adviser tells the president and what he tells others, including the public, and between advising the president and subsequently facilitating the president’s decision.Based upon the real-life experiences of a great attorney general advising a great president, Casto’s timely work presents a pragmatic yet ethically powerful approach to giving legal counsel to a president faced with momentous, controversial decisions.

Описание:
Heated debate surrounds the topic of health care in both the US and in Canada. In each country, these debates are based in some measure on perceptions about health care in their neighboring country. The perceptions held by Canadians about the US health care system, or those held by Americans about Canada, end up having significant impact on health policy makers in both countries.
Health Care Policy and Opinion in the United States and Canada examines these perceptions and their effects using an extensive cross-national survey made up of two public opinion polls of over 3,500 respondents from the US and Canada. The book first develops a rigorous and detailed explanation of the factors that contribute to levels of satisfaction among Americans and Canadians with respect to their health care systems. It then attempts to study the perceptions of Canadians vis- -vis the US health care system as well as the perception of Americans toward Canada's health care system. The authors examine how these perceptions impact health policy makers, and show how the survey results indicate remarkable similarities in the opinions expressed by Americans and Canadians toward the problems in the health care system, heralding perhaps a measure of convergence in the future.
The authors present how perceptions on health care indicate elements of convergence or divergence between the views of Canadians and Americans, and discuss how these citizen opinions should inform health care policy change in both countries in the near future. This book should generate interest in scholars of health care, public opinion, and comparative studies of social policies and public opinion.

Описание: Although citizen engagement is a core public service value, few public administrators receive training on how to share leadership with people outside the government. Participatory Budgeting in the United States serves as a primer for those looking to understand a classic example of participatory governance, engaging local citizens in examining budgetary constraints and priorities before making recommendations to local government. Utilizing case studies and an original set of interviews with community members, elected officials, and city employees, this book provides a rare window onto the participatory budgeting process through the words and experiences of the very individuals involved.? The central themes that emerge from these fascinating and detailed cases focus on three core areas: creating the participatory budgeting infrastructure; increasing citizen participation in participatory budgeting; and assessing and increasing the impact of participatory budgeting. This book provides students, local government elected officials, practitioners, and citizens with a comprehensive understanding of participatory budgeting and straightforward guidelines to enhance the process of civic engagement and democratic values in local communities.

Описание: Is the U.S. as a country still capable of finding common ground and effective policy responses in the 21st century, or are the dividing lines within U.S. society actually becoming too deep and too wide to bridge, with potentially grave consequences for American social, political as well as economic development? This book discusses important contemporary U.S. wedge issues such as gun rights, racial and economic inequality, the role of the state, the politics of culture, interpretations of history and collective memory, polarization in national politics, and factionalism in domestic and foreign policy. It provides readers with conceptual tools to grasp the complexity of the current processes, policy formation, and political and social change under way in the United States.
Описание: “Presto! No More Pests!” proclaimed a 1955 article introducing two new pesticides, ""miracle-workers for the housewife and back-yard farmer."" Easy to use, effective, and safe: who wouldn’t love synthetic pesticides? Apparently most Americans did—and apparently still do. Why—in the face of dire warnings, rising expense, and declining effectiveness—do we cling to our chemicals? Michelle Mart wondered. Her book, a cultural history of pesticide use in postwar America, offers an answer.America's embrace of synthetic pesticides began when they burst on the scene during World War II and has held steady into the 21st century—for example, more than 90% of soybeans grown in the US in 2008 are Roundup Ready GMOs, dependent upon generous use of the herbicide glyphosate to control weeds. Mart investigates the attraction of pesticides, with their up-to-the-minute promise of modernity, sophisticated technology, and increased productivity—in short, their appeal to human dreams of controlling nature. She also considers how they reinforced Cold War assumptions of Western economic and material superiority.Though the publication of Rachel Carson’s Silent Spring and the rise of environmentalism might have marked a turning point in Americans’ faith in pesticides, statistics tell a different story. Pesticides, a Love Story recounts the campaign against DDT that famously ensued; but the book also shows where our notions of Silent Spring’s revolutionary impact falter—where, in spite of a ban on DDT, farm use of pesticides in the United States more than doubled in the thirty years after the book was published. As a cultural survey of popular and political attitudes toward pesticides, Pesticides, a Love Story tries to make sense of this seeming paradox. At heart, it is an exploration of the story we tell ourselves about the costs and benefits of pesticides—and how corporations, government officials, ordinary citizens, and the press shape that story to reflect our ideals, interests, and emotions.
Описание: Over the course of the twentieth century, the United States emerged as a global leader in conservation policy. And yet, this is a country famously committed to the ideals of limited government. How these contradictory values have been reconciled is what Kimberly Smith sets out to explain in The Conservation Constitution.
