Marriage migration—crossing national borders for marriage—has attracted significant public and scholarly attention, especially in new destination countries, which grapple with how to integrate marriage migrants and their children and what that integration means for citizenship boundaries and a once-homogenous national identity. In the early twenty-first century many Filipina marriage immigrants arrived in South Korea under the auspices of the Unification Church, which has long served as an institutional matchmaker.Based on ethnographic fieldwork, Elusive Belonging examines Filipinas who married rural South Korean bachelors in the first decade of the twenty-first century. Turning away from the common stereotype of Filipinas as victims of domestic violence at the mercy of husbands and in-laws, Minjeong Kim provides a nuanced understanding of both the conflicts and emotional attachments of their relationships with marital families and communities. Her close-up accounts of the day-to-day operations of the state’s multicultural policies and public programs show intimate relationships between Filipinas, South Korean husbands, in-laws, and multicultural agents, and how various emotions of love, care, anxiety, and gratitude affect immigrant women’s fragmented citizenship and elusive sense of belonging to their new country. By offering the perspectives of varied actors, the book reveals how women’s experiences of tension and marginalization are not generated within the family alone; they also reflect the socioeconomic conditions of rural Korea and the state’s unbalanced approach to "multiculturalism." Against a backdrop of the South Korean government’s multicultural policies and projects aimed at integrating marriage immigrants, Elusive Belonging attends to the emotional aspects of citizenship rooted in a sense of belonging. Although many observers have assumed that pluralism prevailed in American political life from the start, inherited ideals of civic virtue and moral unity proved stubbornly persistent and influential. The tension between these conceptions of public life was especially evident in the young nation's burgeoning cities. Exploiting a wide range of sources, including novels, cartoons, memoirs, and journalistic accounts, James J. Connolly traces efforts to reconcile democracy and diversity in the industrializing cities of the United States from the antebellum period through the Progressive Era.
The necessity of redesigning civic institutions and practices to suit city life triggered enduring disagreements centered on what came to be called machine politics. Featuring plebian leadership, a sharp masculinity, party discipline, and frank acknowledgment of social differences, this new political formula first arose in eastern cities during the mid-nineteenth century and became a subject of national discussion after the Civil War. During the Gilded Age and Progressive Era, business leaders, workers, and women proposed alternative understandings of how urban democracy might work. Some tried to create venues for deliberation that built common ground among citizens of all classes, faiths, ethnicities, and political persuasions. But accommodating such differences proved difficult, and a vision of politics as the businesslike management of a contentious modern society took precedence. As Connolly makes clear, machine politics offered at best a quasi-democratic way to organize urban public life. Where unity proved elusive, machine politics provided a viable, if imperfect, alternative.

Elusive Equity chronicles South Africa's efforts to fashion a racially equitable state education system from the ashes of apartheid. The policymakers who came to power with Nelson Mandela in 1994 inherited and education system designed to further the racist goals of apartheid. Their massive challenge was to transform that system, which lavished human and financial resources on schools serving white students while systematically starving those serving African, coloured, and Indian learners, into one that would offer quality education to all persons, regardless of their race.
Edward Fiske and Helen Ladd describe and evaluate the strategies that South Africa pursued in its quest for racial equity. They draw on previously unpublished data, interviews with key officials, and visits to dozens of schools to describe the changes made in school finance, teacher assignment policies, governance, curriculum, higher education, and other areas. They conclude that the country has made remarkable progress toward equity in the sense of equal treatment of persons of all races. For several reasons, however, the country has been far less successful in promoting equal educational opportunity or educational adequacy. Thus equity has remained elusive.
The book is unique in combining the perceptive observations of a skilled education journalist with the analytical skills of an academic policy expert.
