Описание: President Lyndon B. Johnson’s War on Poverty did more than offer aid to needy Americans; in some cities, it also sparked both racial conflict and cooperation. Race and the War on Poverty examines the African American and Mexican American community organizations in Los Angeles that emerged to implement War on Poverty programs. It explores how organizers applied democratic vision and political savvy to community action, and how the ongoing African American, Chicano, and feminist movements in turn shaped the contours of the War on Poverty’s goals, programs, and cultural identity. Robert Bauman describes how the Watts riots of 1965 accelerated the creation of a black community-controlled agency, the Watts Labor Community Action Committee. The example of the WLCAC, combined with a burgeoning Chicano movement, inspired Mexican Americans to create The East Los Angeles Community Union (TELACU) and the Chicana Service Action Center. Bauman explores the connections that wove together the War on Poverty, the Watts revolt, and local movements in ways that empowered the participants economically, culturally, and politically. Although heated battles over race and other cultural issues sometimes derailed the programs, these organizations produced lasting positive effects for the communities they touched. Despite Nixon-era budget cuts and the nation’s turn toward conservatism, the War on Poverty continues to be fought today as these agencies embrace the changing politics, economics, and demographics of Los Angeles. Race and the War on Poverty shows how the struggle to end poverty evolved in ways that would have surprised its planners, supporters, and detractors—and that what began as a grand vision at the national level continues to thrive on the streets of the community.

Описание:

History books often weave tales of rising and falling empires, royal dynasties, and wars among powerful nations. Here, Maksudyan succeeds in making those who are farthest removed from power the lead actors in this history. Focusing on orphans and destitute youth of the late Ottoman Empire, the author gives voice to those children who have long been neglected. Their experiences and perspectives shed new light on many significant developments of the late Ottoman period, providing an alternative narrative that recognizes children as historical agents.
Maksudyan takes the reader from the intimate world of infant foundlings to the larger international context of missionary orphanages, all while focusing on Ottoman modernization, urbanization, citizenship, and the maintenance of order and security. Drawing upon archival records, she explores the ways in which the treatment of orphans intersected with welfare, labor, and state building in the Empire. Throughout the book, Maksudyan does not lose sight of her lead actors, and the influence of the children is always present if we simply listen and notice carefully as Maksudyan so convincingly argues.

Описание:

Shortly after the dawn of the twentieth century, the New York City Department of Health decided to address what it perceived as the racial nature of health. It delivered heavily racialized care in different neighborhoods throughout the city: syphillis treatment among African Americans, tuberculosis for Italian Americans, and so on. It was a challenging and ambitious program, dangerous for the providers, and troublingly reductive for the patients. Nevertheless, poor and working-class African American, British West Indian, and Southern Italian women all received some of the nation's best health care during this period.

Health in the City challenges traditional ideas of early twentieth-century urban black health care by showing a program that was simultaneously racialized and cutting-edge. It reveals that even the most well-meaning public health programs may inadvertently reinforce perceptions of inferiority that they were created to fix.

Описание: This book provides examples of possible triple-win solutions for simultaneously reducing poverty, raising the quality of the environment, and adapting to climate change. The book provides empirical evidence and observations from sixteen case studies in Southeast and East Asia, and from the Pacific. It argues that a spatial approach focussing on the environments in which the poor and vulnerable live, would trigger changes for development policies and implementation that better balance environmental and social concerns. In line with the post-2015 Millennium Development Goals (MDG) and Sustainable Development Goals (SDG) agenda, emphasizing integrated development approaches for the slum poor, the upland poor, the dryland poor, the coastal poor, and the flood-affected wetland poor, would also bring the environment and poverty agenda closer. The book emerged from a cooperation of the Asian Development Bank (ADB) with the Institute of Southeast Asian Studies (ISEAS) in partnership with experts from research institutes and think-tanks in the Asian region.

Описание: Much of the existing research on race and crime focuses on the manipulation of crime by political elites or the racially biased nature of crime policy. In contrast, Lisa L. Miller here specifically focuses on political and socio-legal institutions and actors that drive these developments and their relationship to the politics of race and poverty; in particular, the degree to which citizens at most risk of victimization-primarily racial minorities and the poor-play arole in the development of political responses to crime and violence. l l Miller begins her study by providing a detailed analysis of the narrow and often parochial nature of national and state crime politics, drawing a sharp contrast to the active and intense local political mobilization on crime byracial minorities and the urban poor. In doing so, the book illustrates the ways in which the structure of U.S. federalism has contributed to the absence of black and poor victims of violence from national policy responses to crime and how highly organized but narrowly focused interest groups, such as the National Rifle Association, have a disproportionate influence in crime politics. Moreover, it illustrates how the absence of these groups from the policy process at other levels promotespolicy frames that are highly skewed in favor of police, prosecutors and narrow citizen interests, whose policy preferences often converge on increasing punishments for offenders. l l Ultimately, The Perils of Federalism challenges the conventional wisdom about the advantages of federalization andexplains the key disadvantages that local communities face in trying to change policy.

Описание: In this intellectual history of the fraught relationship between race and poverty in the 1960s, Liberalism Is Not Enough offers a sustained critique of the fundamental assumptions that structured thought and action on the postwar American left. Focusing on the figures associated with ""Great Society liberalism"" like Daniel Patrick Moynihan, David Riesman, and Arthur Schlesinger Jr., Robin Marie Averbeck argues that these thinkers helped construct policies that never truly attempted a serious attack on the sources of racial inequality and injustice.

In Averbeck's telling, the Great Society's most notable achievements-the Civil Rights Act and the Voting Rights Act-came only after unrelenting and unprecedented organizing by black Americans made changing the inequitable status quo politically necessary. And even so, the discourse about poverty created by liberals had inherently conservative qualities. Liberalism's historical relationship with capitalism shaped both the initial content of liberal scholarship on poverty and its ultimate usefulness to a resurgent conservative movement. This is not merely the history of a particular idea, but a critique of the fundamental assumptions that structured postwar American liberalism.

Описание: "In the 1960s, policymakers and mental health experts joined forces to participate in President Lyndon Johnson`s War on Poverty. In her insightful interdisciplinary history, physician and historian Mical Raz examines the interplay between psychiatric theory and social policy throughout that decade, ending with President Richard Nixon`s 1971 veto of a bill that would have provided universal day care. She shows that this cooperation between mental health professionals and policymakers was based on an understanding of what poor men, women, and children lacked. This perception was rooted in psychiatric theories of deprivation focused on two overlapping sections of American society: the poor had less, and African Americans, disproportionately represented among America`s poor, were seen as having practically nothing. Raz analyzes the political and cultural context that led child mental health experts, educators, and policymakers to embrace this deprivation-based theory and its translation into liberal social policy. Deprivation theory, she shows, continues to haunt social policy today, profoundly shaping how both health professionals and educators view children from low-income and culturally and linguistically diverse homes"--Provided by publisher.

Описание: Race and Poverty in the Americas uses postmodernist deconstruction to present a libertarian understanding of race and poverty and discusses how, in today's world, race is used for profit. It teaches race theory from a humanities perspective to help students understand how race is made and used throughout society. The book also explains how the current state of race relations is conceptualized and suggests alternative ways to protect all minorities, especially the minority of the individual. Instead of focusing on the perceived effects of race dynamics, the book digs into causal factors with the ultimate goal of overcoming social issues through only minimal use of legislation and regulation. The tools and approach introduced in the book help students understand discrimination in society, discover implications in their own lives, and work towards productive change in society. Touching on issues of religion, morality, justice, epistemology, and economics, Race and Poverty in the Americas can be used in courses on race studies, social policy, political science, and criminal justice.
