Описание: Why and how has civic engagement emerged in the policy process of Hong Kong as an Asian semi-democratic state? This book attempts to answer this question through examining six cases that straddle diverse policy domains. It identifies three explanatory factors, namely, the profile of a policy domain, the structure of societal interest, and the strength of the civil society sector as important in shaping the state’s strategy in managing society, hence its propensity to engage. These factors affect the outcome through dynamic interaction between the state and societal actors. The findings outlined in the book show that the development of civic engagement in Hong Kong consists of both society-led and state-led cases. Society-led development brought about a high degree of openness and inclusiveness, whereas state-led civic engagement practices tended to be tactics utilized by the state for appeasing or depoliticizing civil society. Compared with other Asian regimes, the use of ‘transgressive contention’ as a way to compel the state to engage society is a feature that stands out in the liberal autocratic regime in Hong Kong.

Описание: Public policy analysts and political pundits alike tend to describe the policymaking process as a reactive sequence in which government develops solutions for clearly evident and identifiable problems. While this depiction holds true in many cases, it fails to account for instances in which public policy is enacted in anticipation of a potential future problem. Whereas traditional policy concerns manifest themselves through ongoing harms, "anticipatory problems" are projected to occur sometime in the future, and it is the prospect of their potentially catastrophic impact that generates intense speculation and concern in the present. Anticipatory Policymaking: When Government Acts to Prevent Problems and Why It Is So Difficult provides an in depth examination of the complex process through which United States government institutions anticipate emerging threats. Using contemporary debates over the risks associated with nanotechnology, pandemic influenza, and global warming as case study material, Rob A. DeLeo highlights the distinctive features of proactive governance. By challenging the pervasive assumption of reactive policymaking, DeLeo provides a dynamic approach for conceptualizing the political dimensions of anticipatory policy change.

Описание: How private groups increasingly set public policy and regulate lives - with little public knowledge or attentionFrom accrediting doctors and lawyers to setting industry and professional standards, private groups establish many of the public policies in today's advanced societies. Yet this important role of non-governmental groups is largely ignored by those who study, teach, or report on public policy issues. Public Policymaking by Private Organizations sheds light on policymaking by private groups, which are unaccountable to the general public and often even to governments. This book brings to life the hidden world of policymaking by providing an overview of this phenomenon and in-depth case studies in the areas of finance, food safety and certain professions. Far from being merely self-regulation or self-governance, policymaking by private groups, for good or ill, can have a substantial impact on the broader public - from ensuring the safety of our home electrical appliances to vetting the credit-worthiness of complex financial instruments in the runup to the 2008 financial crisis.Ranging from non-profit associations to multi-national corporations, private policymaking groups are everywhere. They certify professionals as competent, establish industry regulations and set technical and professional standards. But because their operations lack the transparency and accountability required of governmental bodies, these organizations comprise a policymaking territory that is largely unseen, unreported, uncharted and not easily reconciled with democratic principles. As such, that territory demands to be fully explored, documented and understood. Even more urgently, private governance should be recognized and scrutinized as a distinct and important area in the field of public policy. Anyone concerned about how policies are made - and who makes them - should read this book.
Описание: A deep look into the agency that implements the president's marching orders to the rest of the executive branch. The Office of Management and Budget (OMB) is one of the federal government's most important and powerful agenciesbut it's also one of the least-known among the general public. This book describes why the office is so important and why both scholars and citizens should know more about what it does. The predecessor to the modern OMB was founded in 1921, as the Bureau of the Budget within the Treasury Department. President Franklin D. Roosevelt moved it in 1939 into the Executive Office of the President, where it's been ever since. The office received its current name in 1970, during the Nixon administration. For most people who know about it, the OMB's only apparent job is to supervise preparation of the president's annual budget request to Congress. That job, in itself, gives the office tremendous influence within the executive branch. But OMB has other responsibilities that give it a central role in how the federal government functions on a daily basis. OMB reviews all of the administration's legislative proposals and the president's executive orders. It oversees the development and implementation of nearly all government management initiatives. The office also analyses the costs and benefits of major government regulations, this giving it great sway over government actions that affect nearly every person and business in America. One question facing voters in the 2020 elections will be how well the executive branch has carried out the president's promises; a major aspect of that question centers around the wider work of the OMB. This book will help members of the public, as well as scholars and other experts, answer that question.
