Описание:
This book calls into question the commonly held contentions that central governments are the most important or even the sole sources of a nation's stability, and that subnational and transnational nonstate forces are a major source of global instability.
By assessing recent real-world trends, Mandel reveals that areas exist where it makes little sense to rely on state governments for stability, and that attempts to bolster such governments to promote stability often prove futile. He demonstrates how armed nonstate groups can sometimes provide local stability better than states, and how power-sharing arrangements between states and armed nonstate groups may sometimes be viable. He concludes that these trends in the international setting call for major shifts in our understanding of what constitutes stable governance—proposing that we adopt a fluid "emergent actor" approach. And he calls for significant deviation from standard policy responses to the opportunities and dangers posed by nontraditional sources of national authority.

Описание: This book addresses whether and how multilateral economic regimes can successfully transition from international institutions-cooperation among states-to global governance-cooperation among states and nonstate actors.
How nonstate military strategies overturn traditional perspectives on warfare
Since September 11th, 2001, armed nonstate actors have received increased attention and discussion from scholars, policymakers, and the military. Underlying debates about nonstate warfare and how it should be countered is one crucial assumption: that state and nonstate actors fight very differently. In Nonstate Warfare, Stephen Biddle upturns this distinction, arguing that there is actually nothing intrinsic separating state or nonstate military behavior. Through an in-depth look at nonstate military conduct, Biddle shows that many nonstate armies now fight more conventionally than many state armies, and that the internal politics of nonstate actors--their institutional maturity and wartime stakes rather than their material weapons or equipment--determines tactics and strategies. Biddle frames nonstate and state methods along a continuum, spanning Fabian-style irregular warfare to Napoleonic-style warfare involving massed armies, and he presents a systematic theory to explain any given nonstate actor's position on this spectrum. Showing that most warfare for at least a century has kept to the blended middle of the spectrum, Biddle argues that material and tribal culture explanations for nonstate warfare methods do not adequately explain observed patterns of warmaking. Investigating a range of historical examples from Lebanon and Iraq to Somalia, Croatia, and the Vietcong, Biddle demonstrates that viewing state and nonstate warfighting as mutually exclusive can lead to errors in policy and scholarship. A comprehensive account of combat methods and military rationale, Nonstate Warfare offers a new understanding for wartime military behavior.

Описание: Frequently surprising, sometimes bloody, and always absorbing, Behind Enemy Lines offers up tales of espionage, hit-and-run raids, and guerrilla warfare. The book provides a new perspective on familiar aspects of Civil War history, including shadowy agents, women using their feminine wiles, unashamed looting, and vengeful crusades. Popular historian Wilmer L. Jones reveals that, by subverting the methods of traditional warfare, small and sometimes unorganized groups as well as intrepid spies, daring raiders, and mutinous guerrillas turned the tide of the Civil War far from the fronts of the now-legendary battlefields. Each of the three sections--spies, raiders, and Guerrillas--introduces riveting accounts of the often-overlooked heroes and heroines of unconventional warfare. Behind Enemy Lines spotlights such fabled infiltrators as Belle Boyd, Allen Pinkerton, and Timothy Webster. It also examines how the South, with its daring cavalry and constant struggle for supplies, resorted to sometimes brutal offensives led by men like Turner Ashby, John Mosby, and John Hunt Morgan. Finally, the gripping and detailed narrative peers into the bloody guerrilla warfare, spotlighting John Brown, William Clark Quantrill, and Bloody Bill Anderson, as well as the genesis of the James-Younger Gang. Civil war buffs, history lovers, and espionage enthusiasts will find this fascinating volume a welcome addition to their libraries.
