Описание: This book examines Chinas trade insertion strategy in Latin America. Divided into five parts, the book features scholars from China, Chile, Costa Rica, Peru, and Mexico who present the main actors and dynamics around Chinas trade policy in the region in twelve carefully selected contributions, with qualitative and quantitative case studies. Highlighting Chinas important trade presence in Latin America after joining the World Trade Organization (WTO), the book analyzes the effects of free trade agreements China signed with three countries in the region - Chile (2005), Peru (2010), and Costa Rica (2011) - as well as specific preferential agreements with other countries from Latin America. While the first part of this book reviews China and Latin America trade policies, the second part explores Chinas view of Latin America. In a third part of the book, the contributions provide a deeper look into the trade relations between China and the countries of Peru, Costa Rica, Mexico, and the United States. The fourth part of the volume focuses on the emerging trade agenda between the two regions. Finally, the fifth part of the book discusses the trade challenges between China and Latin American and Caribbean countries. The book will appeal to scholars of international relations, economics, and political science, as well as policy-makers interested in a Chinese and Latin American perspective on trade policy in general, and on Chinas trade policy in the region in particular.

During the first quarter-century of the Cold War, upholding human rights was rarely a priority in U.S. policy toward Latin America. Seeking to protect U.S. national security, American policymakers quietly cultivated relations with politically ambitious Latin American militaries—a strategy clearly evident in the Ford administration's tacit support of state-sanctioned terror in Argentina following the 1976 military coup d’?tat. By the mid-1970s, however, the blossoming human rights movement in the United States posed a serious threat to the maintenance of close U.S. ties to anticommunist, right-wing military regimes.The competition between cold warriors and human rights advocates culminated in a fierce struggle to define U.S. policy during the Jimmy Carter presidency. In The Fate of Freedom Elsewhere, William Michael Schmidli argues that Argentina emerged as the defining test case of Carter’s promise to bring human rights to the center of his administration’s foreign policy. Entering the Oval Office at the height of the kidnapping, torture, and murder of tens of thousands of Argentines by the military government, Carter set out to dramatically shift U.S. policy from subtle support to public condemnation of human rights violation. But could the administration elicit human rights improvements in the face of a zealous military dictatorship, rising Cold War tension, and domestic political opposition? By grappling with the disparate actors engaged in the struggle over human rights, including civil rights activists, second-wave feminists, chicano/a activists, religious progressives, members of the New Right, conservative cold warriors, and business leaders, Schmidli utilizes unique interviews with U.S. and Argentine actors as well as newly declassified archives to offer a telling analysis of the rise, efficacy, and limits of human rights in shaping U.S. foreign policy in the Cold War.

Although the Kyoto Protocol, an international agreement to address global climate change, has been regarded by many as an unsuccessful treaty both politically and environmentally, it stands as one of the world's few truly global agreements. Why did such a diverse group of countries decide to sign and/or ratify the treaty? Why did they choose to do so at different times and in different ways? What explains their foreign policy behavior? Amy Below's book builds off the increasing significance of climate change and uses the Kyoto Protocol as a case study to analyze foreign policy decision making in Latin America.

Below's study takes a regional perspective in order to examine why countries in Latin America made disparate foreign policy choices when they were faced with the same decision. The book looks at the decisions in Argentina, Mexico, and Venezuela via a process-tracing method. Below uses information obtained from primary and secondary documents and elite interviews to help reconstruct the processes, and augments her reconstruction with a content analysis of Conference of the Parties speeches by presidents and country delegates. The book complies with convention in the field by arguing that systemic, national and individual-level factors simultaneously impact foreign policy decisions, but makes the additional claim that role theory most accurately accounts for relationships between variables.

Environmental Politics and Foreign Policy Decision Making in Latin America considers a variety of factors on individual, national, and international levels of analysis, and show that the foreign policy decisions are best viewed through the prism of role theory. The book also draws conclusions about the value of role theory in general and about environmental foreign policy decisions in developing countries, which will be of value to both policy-makers and academics.

Описание: Latin America is a very important region of the globe, which has been buffeted by successive waves of economic instability within the last decades. These waves have caused several episodes of hyperinflation or near hyperinflation, and several currency and financial crises, which, in certain moments, have even spilled over and affected other emerging markets. This has resulted in huge costs in terms of lost potential growth, and, as is inevitable, the markets most affected by this have been the least capable of defending themselves. In a region plagued by still considerable rates of social exclusion, with some of the highest rates of income concentration in the whole globe, the human costs of these crises have been very substantial. Starting in the early 1990s, the slow implementation of reforms, plus the resumption of more sustained growth--to a substantial degree linked to the increase in commodity prices, especially since the early 2000s--seems to have resulted in a more stable situation. Initially, in early reformers like Chile, later in the larger economies of the region, like Brazil and Mexico, a consensus-- embraced by both sides of the political spectrum--towards integration in global markets, both in their trade and financial components, floating exchange rates, independent monetary authorities, and sustainable fiscal policies has emerged.
