Описание:
In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic prot?g?s or between prot?g?s and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.
Do countries fight wars for oil? Given the resource's exceptional military and economic importance, most people assume that states will do anything to obtain it. Challenging this conventional wisdom, The Oil Wars Myth reveals that countries do not launch major conflicts to acquire petroleum resources. Emily Meierding argues that the costs of foreign invasion, territorial occupation, international retaliation, and damage to oil company relations deter even the most powerful countries from initiating classic oil wars. Examining a century of interstate violence, she demonstrates that, at most, countries have engaged in mild sparring to advance their petroleum ambitions.
The Oil Wars Myth elaborates on these findings by reassessing the presumed oil motives for many of the twentieth century's most prominent international conflicts: World War II, the two American Gulf wars, the Iran-Iraq War, the Falklands/Malvinas War, and the Chaco War. These case studies show that countries have consistently refrained from fighting for oil. Meierding also explains why oil war assumptions are so common, despite the lack of supporting evidence. Since classic oil wars exist at the intersection of need and greed--two popular explanations for resource grabs--they are unusually easy to believe in.
The Oil Wars Myth will engage and inform anyone interested in oil, war, and the narratives that connect them.

Abusive leaders are now held accountable for their crimes in a way that was unimaginable just a few decades ago. What are the consequences of this recent push for international justice? In The Justice Dilemma, Daniel Krcmaric explains why the "golden parachute" of exile is no longer an attractive retirement option for oppressive rulers. He argues that this is both a blessing and a curse: leaders culpable for atrocity crimes fight longer civil wars because they lack good exit options, but the threat of international prosecution deters some leaders from committing atrocities in the first place. The Justice Dilemma therefore diagnoses an inherent tension between conflict resolution and atrocity prevention, two of the signature goals of the international community.
Krcmaric also sheds light on several important puzzles in world politics. Why do some rulers choose to fight until they are killed or captured? Why not simply save oneself by going into exile? Why do some civil conflicts last so much longer than others? Why has state-sponsored violence against civilians fallen in recent years?
While exploring these questions, Krcmaric marshals statistical evidence on patterns of exile, civil war duration, and mass atrocity onset. He also reconstructs the decision-making processes of embattled leaders—including Muammar Gaddafi of Libya, Charles Taylor of Liberia, and Blaise Compaor? of Burkina Faso—to show how contemporary international justice both deters atrocities and prolongs conflicts.

Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense.
Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

Описание: Today more than one hundred small, asymmetric, and revolutionary wars are being waged around the world. This book provides invaluable tools for fighting such wars by taking enemy perspectives into consideration. The third volume of a trilogy by Max G. Manwaring, it continues the arguments the author presented in Insurgency, Terrorism, and Crime and Gangs, Pseudo-Militaries, and Other Modern Mercenaries. Using case studies, Manwaring outlines vital survival lessons for leaders and organizations concerned with national security in our contemporary world. The insurgencies Manwaring describes span the globe. Beginning with conflicts in Algeria in the 1950s and 1960s and El Salvador in the 1980s, he goes on to cover the Shining Path and its resurgence in Peru, Al Qaeda in Spain, popular militias in Cuba, Haiti, and Brazil, the Russian youth group Nashi, and drugs and politics in Guatemala, as well as cyber warfare.Large, wealthy, well-armed nations such as the United States have learned from experience that these small wars and insurgencies do not resemble traditional wars fought between geographically distinct nation-state adversaries by easily identified military forces. Twenty-first-century irregular conflicts blur traditional distinctions among crime, terrorism, subversion, insurgency, militia, mercenary and gang activity, and warfare.Manwaring’s multidimensional paradigm offers military and civilian leaders a much needed blueprint for achieving strategic victories and ensuring global security now and in the future. It combines military and police efforts with politics, diplomacy, economics, psychology, and ethics. The challenge he presents to civilian and military leaders is to take probable enemy perspectives into consideration, and turn resultant conceptions into strategic victories.

Описание: The information age has opened a new front of adversarial statecraft. The past decades have seen the rise and refinement of conflict enacted in the world of information, with tactics including seeding disinformation, the theft of sensitive data, confusing or obscuring public opinion to forward specific goals, and beyond. Deterrence in the 21st Century asks how, and if it is indeed possible, to deter an enemy in the realm of information warfare.
Setting the stage with an overview of key concepts of deterrence in the information age, the book presents new conceptual approaches and their possible applications. Bringing together some of the most respected analysts working today, Deterrence in the 21st Century looks beyond the technical aspects of the use of information and disinformation as adversarial statecraft to seek new avenues to deter the undermining of institutions and societies.
Treating deterrence as a concept, a policy, a social challenge, and a series of practical solutions, Deterrence in the 21st Century presents theoretical approaches, conceptual analysis, empirical research, and content analysis. This is a thorough, thoughtful, and expert analysis of one of the most difficult and essential security challenges of our time.

Описание: How is peace built at the local level? Covering three Lebanese municipalities with striking sectarian diversity, Saida, Bourj Hammoud and Tyre, this book investigates the ways in which local service delivery, local interactions and vertical relationships matter in building peace. Using the stories and experiences of municipal councillors, employees and civil society actors, it illustrates how local activities and agencies are performed and what it means for local peace in Lebanon. Through its analysis, the book illustrates what the practice of peacebuilding can look like at the local level and the wider lessons - both practical and theoretical - that can be drawn from it.
