The politics and policies that led to America's expansion of the penal system and reduction of welfare programs
In 1970s America, politicians began "getting tough" on drugs, crime, and welfare. These campaigns helped expand the nation's penal system, discredit welfare programs, and cast blame for the era's social upheaval on racialized deviants that the state was not accountable to serve or represent. Getting Tough sheds light on how this unprecedented growth of the penal system and the evisceration of the nation's welfare programs developed hand in hand. Julilly Kohler-Hausmann shows that these historical events were animated by struggles over how to interpret and respond to the inequality and disorder that crested during this period.
When social movements and the slowing economy destabilized the U.S. welfare state, politicians reacted by repudiating the commitment to individual rehabilitation that had governed penal and social programs for decades. In its place, they championed strategies of punishment, surveillance, and containment. The architects of these tough strategies insisted they were necessary, given the failure of liberal social programs and the supposed pathological culture within poor African American and Latino communities. Kohler-Hausmann rejects this explanation and describes how the spectacle of enacting punitive policies convinced many Americans that social investment was counterproductive and the "underclass" could be managed only through coercion and force.
Getting Tough illuminates this narrative through three legislative cases: New York's adoption of the 1973 Rockefeller drug laws, Illinois's and California's attempts to reform welfare through criminalization and work mandates, and California's passing of a 1976 sentencing law that abandoned rehabilitation as an aim of incarceration. Spanning diverse institutions and weaving together the perspectives of opponents, supporters, and targets of punitive policies, Getting Tough offers new interpretations of dramatic transformations in the modern American state.

An inquiry into the phenomenology of “woman” based in the relationship between lived time and sexual violence
Feminist phenomenologists have long understood a woman’s life as inhibited, confined, and constrained by sexual violence. In this important inquiry, author Megan Burke both builds and expands on this legacy by examining the production of normative womanhood through racist tropes and colonial domination. Ultimately, Burke charts a new feminist phenomenology based in the relationship between lived time and sexual violence.
By focusing on time instead of space, When Time Warps places sexualized racism at the center of the way “woman” is lived. Burke transports questions of time and gender outside the realm of the historical, making provocative new insights into how gendered individuals live time, and how their temporal existence is changed through particular experiences.
Providing a potent reexamination of the theory of Simone de Beauvoir—while also bringing to the fore important women of color theorists and engaging in the temporal aspects of #MeToo—When Time Warps makes a necessary, lasting contribution to our understanding of gender, race, and sexual violence.
Описание: Early on a summer morning in 1974, local officials found the jailer Clarence Alligood stabbed to death in a cell in the women's section of a rural North Carolina jail. Fleeing the scene was Joan Little, twenty years old, poor, Black, and in trouble. After turning herself in, Little faced a possible death sentence in the state's gas chamber. At a trial, which was followed around the world, Little claimed that she had killed Alligood in self-defense against sexual assault. Local and national figures took up Little's cause, protesting her innocence. After a five-week trial, Little was acquitted. But the case stirred debate about a woman's right to use deadly force to resist sexual violence.Through the prism of Little's rape-murder trial and the Free Joan Little campaign, Christina Greene explores the intersecting histories of African American women, mass incarceration, sexual violence, and 1970s and 1980s social movements. Greene argues that Little's circumstances prior to her arrest, assault, and trial were shaped by unprecedented increases in federal financing of local law enforcement and a decades-long criminalization of Blackness. She also reveals tensions among Little's defenders and recovers Black women's intersectional politics of the period, which linked women's prison protest and antirape activism with broader struggles for economic and political justice.

Описание: The books in the Florida and the Caribbean Open Books Series demonstrate the University Press of Florida’s long history of publishing Latin American and Caribbean studies titles that connect in and through Florida, highlighting the connections between the Sunshine State and its neighboring islands. Books in this series show how early explorers found and settled Florida and the Caribbean. They tell the tales of early pioneers, both foreign and domestic. They examine topics critical to the area such as travel, migration, economic opportunity, and tourism. They look at the growth of Florida and the Caribbean and the attendant pressures on the environment, culture, urban development, and the movement of peoples, both forced and voluntary. The Florida and the Caribbean Open Books Series gathers the rich data available in these architectural, archaeological, cultural, and historical works, as well as the travelogues and naturalists’ sketches of the area in prior to the twentieth century, making it accessible for scholars and the general public alike. The Florida and the Caribbean Open Books Series is made possible through a grant from the National Endowment for the Humanities and the Andrew W. Mellon Foundation, under the Humanities Open Books program.

Описание: This book draws together the work of a new community of scholars with a growing interest in carceral geography: the geographical study of practices of imprisonment and detention. It combines work by geographers on 'mainstream' penal establishments where people are incarcerated by the prevailing legal system, with geographers' recent work on migrant detention centres, where irregular migrants and 'refused' asylum seekers are detained, ostensibly pending decisions on admittance or repatriation. Working in these contexts, the book's contributors investigate the geographical location and spatialities of institutions, the nature of spaces of incarceration and detention and experiences inside them, governmentality and prisoner agency, cultural geographies of penal spaces, and mobility in the carceral context. In dialogue with emergent and topical agendas in geography around mobility, space and agency, and in relation to international policy challenges such as the (dis)functionality of imprisonment and the search for alternatives to detention, this book presents a timely addition to emergent interdisciplinary scholarship that will prompt dialogue among those working in geography, criminology and prison sociology.
