As the Reagan administration developed retaliatory enforcement measures to target a racialized specter of mass migration, it laid the foundations of new forms of carceral and imperial expansion.
Reagan's war on immigrants also sowed seeds of mass resistance. Drawing on critical refugee studies, community archives, protest artifacts, and oral histories, Detention Empire also shows how migrants resisted state repression at every turn. People in detention and allies on the outside—including legal advocates, Jesse Jackson's Rainbow Coalition, and the Central American peace and Sanctuary movements—organized hunger strikes, caravans, and prison uprisings to counter the silencing effects of incarceration and speak truth to U.S. empire. Everyday life as an immigrant in a deportation nation is fraught with risk, but everywhere immigrants confront repression and dispossession, they also manifest resistance in ways big and small. Immigrants Under Threat shifts the conversation from what has been done to Mexican immigrants to what they do in response.
From private strategies of avoidance, to public displays of protest, immigrant resistance is animated by the massive demographic shifts that started in 1965 and an immigration enforcement regime whose unprecedented scope and intensity has made daily life increasingly perilous. Immigrants Under Threat focuses on the way the material needs of everyday life both enable and constrain participation in immigrant resistance movements.
Using ethnographic research from two Mexican immigrant communities on California's Central Coast, Greg Prieto argues that immigrant communities turn inward to insulate themselves from the perceived risks of authorities and a hostile public. These barriers are overcome through the face-to-face work of social-movement organizing that transforms individual grievances into collective demands.
The social movements that emerge are shaped by the local political climates in which they unfold and remain tethered to their material inspiration. Immigrants Under Threat explains that Mexican immigrants seek not to transcend, but to burrow into American institutions of law and family so that they might attain a measure of economic stability and social mobility that they have sought all along.
Every day, undocumented immigrants are rendered vulnerable through policies and practices that illegalize them. Moreover, they are socially constructed into dangerous criminals and taxpayer burdens who are undeserving of rights, dignity, and respect. Meghan Conley’s timely book, Immigrant Rights in the Nuevo South, seeks to expose and challenge these dehumanizing ideas and practices byexamining the connections between repression and resistance for unauthorized immigrants in communities across the American Southeast.
Conley uses on-the-ground interviews to describe fear and resistance from the perspective of those most affected by it. She shows how, for example, the Illegal Immigration Reform and Enforcement Act in Georgia prompted marches and an action that became “a day of non-compliance.” Likewise, an “enforcement lottery” that created unpredictable threats of arrest and deportation in the region mobilized immigrants to organize and demonstrate. However, as immigrant rights activists mobilize in opposition to the criminalization of undocumented people, they may unintentionally embrace stories of who deserves to be in the United States and who does not. Immigrant Rights in the Nuevo South explores these paradoxes while offering keen observations about the nature and power of Latinx resistance.
