W. E. B. Du Bois's groundbreaking social study of black Americans living in Philadelphia at the end of the 1800s remains an outstanding and thorough example of sociology.
Using knowledge gained from research of black neighborhoods during his time at the University of Pennsylvania, Du Bois was determined to create an all-embracing profile of urban black American society. In From the Outside In, Carolyn T. Adams addresses the role of suburban elites in setting development agendas for urban municipalities and their larger metropolitan regions. She shows how major nongovernmental, nonmarket institutions are taking responsibility for reshaping Philadelphia, led by suburban and state elites who sit on boards and recruit like-minded suburban colleagues to join them. In Philadelphia and other American cities, Third Sector organizations have built and expanded hospitals, universities, research centers, performing arts venues, museums, parks, and waterfronts, creating whole new districts that are expanding outward from the city's historic downtown. The author draws on three decades of scholarship on Philadelphia and her personal experience in the city’s nonprofit world to argue that suburban elites have recognized the importance of the central city to their own future and have intervened to redevelop central city land and institutions. Suburban interests and state allies have channeled critical investments in downtown development and K–12 education. Adams contrasts those suburban priorities with transportation infrastructure and neighborhood redevelopment, two policy domains in which suburban elites display less strategic engagement. From the Outside In is a rich examination of the promise and difficulty of governance that is increasingly distinct from elected government and thus divorced from the usual means of democratic control within an urban municipality.
In the 1950s and 1960s, as the white residents, real estate agents, and municipal officials of many American cities fought to keep African Americans out of traditionally white neighborhoods, Philadelphia's West Mount Airy became one of the first neighborhoods in the nation where residents came together around a community-wide mission toward intentional integration. As West Mount Airy experienced transition, homeowners fought economic and legal policies that encouraged white flight and threatened the quality of local schools, seeking to find an alternative to racial separation without knowing what they would create in its place. In Making Good Neighbors, Abigail Perkiss tells the remarkable story of West Mount Airy, drawing on archival research and her oral history interviews with residents to trace their efforts, which began in the years following World War II and continued through the turn of the twenty-first century.The organizing principles of neighborhood groups like the West Mount Airy Neighbors Association (WMAN) were fundamentally liberal and emphasized democracy, equality, and justice; the social, cultural, and economic values of these groups were also decidedly grounded in middle-class ideals and white-collar professionalism. As Perkiss shows, this liberal, middle-class framework would ultimately become contested by more militant black activists and from within WMAN itself, as community leaders worked to adapt and respond to the changing racial landscape of the 1960s and 1970s. The West Mount Airy case stands apart from other experiments in integration because of the intentional, organized, and long-term commitment on the part of WMAN to biracial integration and, in time, multiracial and multiethnic diversity. The efforts of residents in the 1950s and 1960s helped to define the neighborhood as it exists today.

That was the question posed by the curators, artists, scholars, and students who comprise the Philadelphia-based public art and history studio Monument Lab. And in 2017, along with Mural Arts Philadelphia, they produced and organized a groundbreaking, city-wide exhibition of temporary, site-specific works that engaged directly with the community. The installations, by a cohort of diverse artists considering issues of identity, appeared in iconic public squares and neighborhood parks with research and learning labs and prototype monuments.

Yet epidemics of riot, disease, and labor conflict led some to wonder whether growth would lead to disintegration. As slavery and territorial conquest forced Americans to ponder a similar looming disunion at the national level, Philadelphians searched for ways to hold their city together across internal social and sectional divisions—a project of consolidation that reshaped their city into the boundaries we know today. A bold new interpretation of a crucial period in Philadelphia's history, In Union There Is Strength examines the social and spatial reconstruction of an American city in the decades on either side of the American Civil War. Andrew Heath follows Philadelphia's fortunes over the course of forty years as industrialization, immigration, and natural population growth turned a Jacksonian-era port with a population of two hundred thousand into a Gilded Age metropolis containing nearly a million people. Heath focuses on the utopian socialists, civic boosters, and municipal reformers who argued that the path to urban greatness lay in the harmonious consolidation of jarring interests rather than in the atomistic individualism we have often associated with the nineteenth-century metropolis.
