Описание:

In Between War and the State, Van Nguyen-Marshall examines an array of voluntary activities, including mutual-help, professional, charitable, community development, student, womens, and rights organizations active in South Vietnam from 1954 to 1975. By bringing focus to the public lives of South Vietnamese people, Between War and the State challenges persistent stereotypes of South Vietnam as a place without society or agency. Such robust associational life underscores how an active civil society survived despite difficulties imposed by the war, government restrictions, economic hardship, and external political forces. These competing political forces, which included the United States, Western aid agencies, and Vietnamese communist agents, created a highly competitive arena wherein the South Vietnamese state did not have a monopoly on persuasive or coercive power. To maintain its influence, the state sometimes needed to accommodate groups and limit its use of violence. Civil society participants in South Vietnam leveraged their social connections, made alliances, appealed to the domestic and international public, and used street protests to voice their concerns, secure their interests, and carry out their activities.

Описание: During the Cold War, Vietnam showed the limitations of a major power in peripheral conflicts. Even so, the military forces involved (North Vietnamese, South Vietnamese, American, and Allied) demonstrated battlefield consistency in conflict that gave credit to them all. By early 1972, Nixon's policy of "Vietnamization" was well underway: South Vietnamese forces had begun to assume greater military responsibility for defense against the North, and US troops were well into their drawdown, with some 25,000 personnel still present in the South.

When North Vietnam launched its massive Easter Offensive against the South in late March 1972 (the first invasion effort since the Tet Offensive of 1968), its scale and ferocity caught the US high command off balance. The inexperienced South Vietnamese soldiers manning the area south of Vietnamese Demilitarized Zone in former US bases, plus the US Army and Marines Corps advisors and forces present, had to counter a massive conventional combined-arms invasion. The North's offensive took place simultaneously across three fronts: Quang Tri, Kontum, and An Loc.

In I Corps Tactical Zone, the PAVN tanks and infantry quickly captured Quang Tri City and overran the entire province, as well as northern Thua Thien. However, the ARVN forces regrouped along the My Chanh River, and backed by US airpower tactical strikes and bomber raids, managed to halt the PAVN offensive, before retaking the city in a bloody counteroffensive. Based on primary sources and published accounts of those who played a direct role in the events, this book provides a highly detailed analysis of this key moment in the Vietnam conflict.

Although the South's forces managed to withstand their greatest trial thus far, the North gained valuable territory within South Vietnam from which to launch future offensives and improved its bargaining position at the Paris peace negotiations.

Описание: The first comprehensive examination of the nineteenth-century Ku Klux Klan since the 1970s, Ku-Klux pinpoints the group's rise with startling acuity. Historians have traced the origins of the Klan to Pulaski, Tennessee, in 1866, but the details behind the group's emergence have long remained shadowy. By parsing the earliest descriptions of the Klan, Elaine Frantz Parsons reveals that it was only as reports of the Tennessee Klan's mysterious and menacing activities began circulating in northern newspapers that whites enthusiastically formed their own Klan groups throughout the South. The spread of the Klan was thus intimately connected with the politics and mass media of the North.

Shedding new light on the ideas that motivated the Klan, Parsons explores Klansmen's appropriation of images and language from northern urban forms such as minstrelsy, burlesque, and business culture. While the Klan sought to retain the prewar racial order, the figure of the Ku-Klux became a joint creation of northern popular cultural entrepreneurs and southern whites seeking, perversely and violently, to modernize the South. Innovative and packed with fresh insight, Parsons' book offers the definitive account of the rise of the Ku Klux Klan during Reconstruction.

Описание: Drawing on a wide range of Vietnamese-language sources, the author presents a detailed account of the continuing efforts of North Vietnam to invade the South, enlivened by a large number of previously unpublished photographs, and colour profiles for modellers. A year after the Paris peace accord had been signed, on 17 January 1973, peace had not been settled in Vietnam. During that period, the North Vietnamese continued their attacks now that the United States had pulled out completely their forces, with the definitive conquest of South Vietnam as the goal. The South Vietnamese forces’ erosion on the field increased in face of a series of concerted North Vietnamese offensives at Corps level. The drastic American aid reduction began to impact heavily on the South Vietnamese ability to wage war. Equally, Saigon could not respond to a Chinese invasion of the Paracel Islands after a brief naval battle, and if Hanoi had been bolstered by massive deliveries of equipment from Peking and Moscow, both the Chinese and the Soviet had withheld the delivery of sufficient ammunitions for the artillery and the tanks, to deter the North Vietnamese from attempting a new widescale offensive against the South. It was with these constraints that the North Vietnamese leadership planned their new campaign, initially expecting it to take 2 to 3 years. A last test had to be done in order to assess the American intentions in case of an all-out North Vietnamese offensive against the South - if a South Vietnamese provincial capital was taken without American reaction, then Hanoi would begin the last campaign of the war. After the fall of Phuoc Long, the North Vietnamese decided to attack the strategic Central Highlands area where they hoped to destroy the greater part of an ARVN Corps. The battle of Ban Me Thuout would be the pivotal event leading to the rapid collapse of South Vietnam. While the battle was going on, without taking advices from his generals, President Nguyen Van Thieu of South Vietnam decided to take radical measures by redeploying his forces. That meant abandoning no less than half of the country, in order to shorter his logistic communication lines and to concentrate his remaining depleted forces around Saigon and the Mekong Delta area. He probably also hoped that by aggravating the military situation he would force Washington to fulfil its promise that “in case of massive violation of the cease-fire”, the Americans would resume their military aid and would send back the B-52s.

Описание:

Police Matters moves beyond the city to examine the intertwined nature of police and caste in the Tamil countryside. Radha Kumar argues that the colonial police deployed rigid notions of caste in their everyday tasks, refashioning rural identities in a process that has cast long postcolonial shadows.

Kumar draws on previously unexplored police archives to enter the dusty streets and market squares where local constables walked, following their gaze and observing their actions towards potential subversives. Station records present a textured view of ordinary interactions between police and society, showing that state coercion was not only exceptional and spectacular; it was also subtle and continuous, woven into everyday life. The colonial police categorized Indian subjects based on caste to ensure the security of agriculture and trade, and thus the smooth running of the economy. Among policemen and among the objects of their coercive gaze, caste became a particularly salient form of identity in the politics of public spaces. Police Matters demonstrates that, without doubt, modern caste politics have both been shaped by, and shaped, state policing.

Описание:

The Republic of (South) Vietnam is commonly viewed as a unified entity throughout the two decades (1955–75) during which the United States was its main ally. However, domestic politics during that time followed a dynamic trajectory from authoritarianism to chaos to a relatively stable experiment in parliamentary democracy. The stereotype of South Vietnam that appears in most writings, both academic and popular, focuses on the first two periods to portray a caricature of a corrupt, unstable dictatorship and ignores what was achieved during the last eight years.

The essays in Voices from the Second Republic of South Vietnam (1967–1975) come from those who strove to build a constitutional structure of representative government during a war for survival with a totalitarian state. Those committed to realizing a noncommunist Vietnamese future placed their hopes in the Second Republic, fought for it, and worked for its success. This book is a step in making their stories known.
