Описание: Between September 1935 and June 1936, sixty-two girls from a reformatory in north-central Kansas were sterilized in the name of eugenics. None of the girls were habitual criminals, had multiple children, were living on social welfare, or were found to have IQs below seventy; in other words, almost none of them fit the categories usually described by eugenicists as justification for sterilization or covered by Kansas’s eugenic sterilization law. Yet no one at the time—including the reform school superintendent who ordered the procedures performed—had trouble defending the sterilizations as eugenically minded. The general public, however, found the justifications significantly more controversial after the story hit the newspapers.

In The Incorrigibles Ry Marcattilio-McCracken interrogates the overlooked history of eugenics in Kansas. He argues that eugenics developed alongside Progressive social welfare reforms in public health, criminal deterrence, child welfare, and juvenile delinquency. Between 1890 and 1955, ideas about rural degenerationism and hereditarianism infused the mission of “progressive” reformers, who linked delinquency, incorrigibility, and immorality to inheritable traits. Marcattilio-McCracken shows how the era’s institutional overcrowding, landmark Supreme Court cases, and the economic downturn of the Great Depression contributed to the sterilization of the students from the Girls’ Industrial School in Beloit, Kansas.

The proliferation of comic strip children—white and nonwhite, middle-class and lower class, male and female—suggests that childhood was a subject that fascinated and preoccupied Americans at the turn of the century. Many of these strips, including R.F. Outcault's Hogan's Alley and Buster Brown, Rudolph Dirks's The Katzenjammer Kids and Winsor McCay's Little Nemo in Slumberland were headlined by child characters. Yet no major study has explored the significance of these verbal-visual representations of childhood. Incorrigibles and Innocents addresses this gap in scholarship, examining the ways childhood was depicted and theorized in late nineteenth- and early twentieth-century comic strips. Drawing from and building on histories and theories of childhood, comics, and Progressive Era conceptualizations of citizenship and nationhood, Lara Saguisag demonstrates that child characters in comic strips expressed and complicated contemporary notions of who had a right to claim membership in a modernizing, expanding nation.

Famously articulated by Thomas Jefferson, ideas about biological inequalities among groups evolved throughout the nineteenth century. By the early twentieth century, proponents of eugenics-the ""science"" of racial improvement-melded evolutionary biology and incipient genetics with long-standing cultural racism. The resulting theories, taught to generations of Virginia high school, college, and medical students, became social policy as Virginia legislators passed eugenic marriage and sterilization statutes. The enforcement of these laws victimized men and women labeled ""feebleminded,"" African Americans, and Native Americans for over forty years.However, this is much more than the story of majority agents dominating minority subjects. Although white elites were the first to champion eugenics, by the 1910s African American Virginians were advancing their own hereditarian ideas, creating an effective counter-narrative to white scientific racism. Ultimately, segregation's science contained the seeds of biological determinism's undoing, realized through the civil, women's, Native American, and welfare rights movements. Of interest to historians, educators, biologists, physicians, and social workers, this study reminds readers that science is socially constructed; the syllogism ""Science is objective; objective things are moral; therefore science is moral"" remains as potentially dangerous and misleading today as it was in the past.

But not for all. Academic social scientists such as Richard T. Ely, John R. Commons, and Edward A. Defectives in the Land, Douglas C. Baynton's groundbreaking new look at immigration and disability, aims to change this.

In the late nineteenth and early twentieth centuries, Baynton explains, immigration restriction in the United States was primarily intended to keep people with disabilities--known as "defectives"--out of the country. The list of those included is long: the deaf, blind, epileptic, and mobility impaired; people with curved spines, hernias, flat or club feet, missing limbs, and short limbs; those unusually short or tall; people with intellectual or psychiatric disabilities; intersexuals; men of "poor physique" and men diagnosed with "feminism." Not only were disabled individuals excluded, but particular races and nationalities were also identified as undesirable based on their supposed susceptibility to mental, moral, and physical defects.

In this transformative book, Baynton argues that early immigration laws were a cohesive whole--a decades-long effort to find an effective method of excluding people considered to be defective. This effort was one aspect of a national culture that was increasingly fixated on competition and efficiency, anxious about physical appearance and difference, and haunted by a fear of hereditary defect and the degeneration of the American race.

Declared Defective is the anthropological history of an outcaste community and a critical reevaluation of The Nam Family, written in 1912 by Arthur Estabrook and Charles Davenport, leaders of the early twentieth-century eugenics movement. Based on their investigations of an obscure rural enclave in upstate New York, the biologists were repulsed by the poverty and behavior of the people in Nam Hollow. They claimed that their alleged indolence, feeble-mindedness, licentiousness, alcoholism, and criminality were biologically inherited.

Declared Defective reveals that Nam Hollow was actually a community of marginalized, mixed-race Native Americans, the Van Guilders, adapting to scarce resources during an era of tumultuous political and economic change. Their Mohican ancestors had lost lands and been displaced from the frontiers of colonial expansion in western Massachusetts in the late eighteenth century. Estabrook and Davenport’s portrait of innate degeneracy was a grotesque mischaracterization based on class prejudice and ignorance of the history and hybridic subculture of the people of Guilder Hollow. By bringing historical experience, agency, and cultural process to the forefront of analysis, Declared Defective illuminates the real lives and struggles of the Mohican Van Guilders. It also exposes the pseudoscientific zealotry and fearmongering of Progressive Era eugenics while exploring the contradictions of race and class in America.
