Since the early 1990s, there has been a clear evolution in the military dimension of Japanese diplomacy. From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power.
Exploring Japan's involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan's traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan, and emphasises the centrality of civilian power to Japanese foreign policy and diplomacy. However, Dennis Yasutomo argues that while a new civil-military security culture is replacing the old merchant state culture of pacifism and anti-militarism, Japan does not yet qualify as a military "normal nation". Further, the book's exploration of the increased utilization of military power within the context of civilian objectives and non-military diplomatic instruments, sheds light on the current build-up of Japanese military power in East and Southeast Asia amid territorial disputes and nuclear threats, and highlights the impact that Japan's new civil-military diplomacy may have on wider international affairs in the 21st Century.
Drawing on interviews with key actors in Tokyo, as well as with practitioners who have served on the ground in Iraq and Afghanistan, this book will have broad appeal to students and scholars working on Japanese politics and diplomacy, military and security studies and international relations.

It presents an up-to-date diplomatic history of the relationship but also goes beyond this to argue that Japan's relations with China must be understood in the context of a larger "China problem" that was inseparable from a domestic contest to define Japanese national identity.
The China Problem in Postwar Japan challenges some common assertions or assumptions about the role of Japanese national identity in postwar Sino-Japanese relations, showing how the history of Japanese relations with China in the 1970s is shaped by the strength of Japanese national identity, not its weakness.
This book discusses Japan’s international relations prior to 1945 with its focus on war and after 1945 during the Cold War era with its focus on globalization and also examines Japan’s international relations as an academic discipline. Part I describes and analyzes (1) how modern Japan coped with the coerced opening of the country, (2) how major powers aspired and alternated their hegemonic positions in East Asia in the extended twentieth century and (3) how global politics has been evolving with the three distinctive paradigms: the Westphalian, Philadelphian and Anti-Utopian. Part II describes and analyzes (1) how Japan foresees the future on the eve of the Cold War: the metamorphosis from Pax Americana Phase II to Pax Consortis, (2) how Japan envisages regionalism in Asia with sub-nationally and functionally articulated ideas for East and Southeast Asia, (3) Japan’s 21st century manifesto of foreign policy is presented as the best mix of classical realism, transformative pragmatism and liberal internationalism and (4) Japan’s manifesto as an Asian state is to deploy manufacturing/technological statecraft on the basis of East Asian peace. Part III focuses on theorizings of international relations from various angles. In light of hyperglobalization, theorizing global politics (as distinguished from international politics) is called for with two latest studies on global quasi-legislative politics and typology of Asian societies given as examples.

As the People’s Republic of China’s economy began to grow in the 1990s, so did its political weight within Asia and its economical relevance for Japan. Covering the years from 1989 to 2005, this book looks at Sino-Japanese relations through film and television drama in the crucial time of China’s ascent to an economic superpower in opposition to Japan’s own ailing economy. It provides an overview of how Japan views China through its visual media, offers explanations as to how oppositions between the two countries came to exist, and how and why certain myths about China have been conveyed. Griseldis Kirsch argues that the influence of visual media within society cannot be underestimated, nor should their value be lessened by them being perceived as part of ‘popular culture’. Drawing on examples from a crucial 16 years in the history of post-war Japan and China, she explores to what extent these media were influenced by the political discourse of their time. In doing so, she adds another layer to the on-going debate on Sino-Japanese relations, bringing together disciplines such as media studies, history and area studies and thus filling a gap in existing research.
This book sheds light on the changing nature of contemporary Japan by decoding a range of political, economic and social boundaries. With a focus on the period following the inauguration of Prime Minister Koizumi Junichirō, the book grows out of a recognition that, with the Koizumi administration playing a more proactive role internationally and moving ahead with deregulation and the 'structural reform' of the economy domestically, a range of boundaries have been challenged and reinscribed. Here 'boundaries' refers to the ways in which contemporary Japan is shaped as a separate entity by the inscription and reinscription of political, economic and social space creating insiders and outsiders, both internationally and domestically. The central argument of the book is that, in order to achieve the twin goals of greater international proactivity and domestic reform, the government and other actors supporting Koizumi's new direction for Japan needed to take action in order to destabilize and reformulate a range of extant boundaries. While boundaries often remain invisible, the aim of this book is to promote an understanding of their significance by uncovering their pivotal role.

Japan's unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan's relations with China, North Korea and the US.
The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan's externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear.

This book examines the territorial disputes souring relations between Japan and its three neighbours: Russia, South Korea and China. It combines an empirical study with theoretical advancements in comparative research to understand the Cold War and post-Cold War border issues related to Japan, particularly the Northern Territories/South Kurils dispute with Russia; Takeshima/Dokto with Korea; and Senkaku/Diaoyu with China and Taiwan.
