Brian H. Smith's book surveys recent religious and political developments in Latin American Christianity, especially in the rapidly growing Pentecostal churches and in Catholicism. He finds that despite efforts by the Vatican to make the Latin American Church less involved in politics (in the wake of liberation theology) by the papal appointment of a whole new generation of conservative bishops since 1980, Catholicism is still very much a political force throughout the region.
Catholic bishops, in spite of their conservative religious ideology, have felt obligated to preach the social doctrine of the Church and have vigorously denounced new economic models for enriching a minority of the population at the cost of the majority who are poor. Bishops also have denounced corruption in governments that has grown to epidemic proportions in recent years, and have strongly opposed legislative proposals that are anti-Catholic.
Regardless of these efforts by Catholic prelates to maintain government support for the Church's institutions and its traditional moral concerns in law, Protestantism - especially in Pentecostal denominations among low-income sectors - has grown at a significant rate in the past twenty years.
Although traditionally reluctant to involve themselves in politics, Pentecostals in recent years have become more active either by forming new Christian parties or by joining or supporting existing political movements. Their political agenda overlaps in some areas with that of Catholics. These shared concerns could lead to a coalition between Catholic and Pentecostal leaders that could have a real impact on public policy, given that over ninety percent of the population is now affiliated with one of these two denominations.
However, Pentecostal religious and political leaders are also pushing publicly for full separation of church and state (which exists now only in Cuba and Mexico) and for all religions to have equal status in law. Both these similarities and the differences in the political agenda of Catholics and Pentecostals could complicate public policy debate in the years ahead and certainly short-circuit any attempts to remove religion as a significant, and sometimes divisive, influence in politics in newly constituted liberal democracies in Latin America.
The Roman Catholic Church in Latin America faces significant and unprecedented challenges. Most prominent among them are secularization, globalizing cultural trends, intensifying religious competition, and pluralism of many kinds within what were once hegemonic Catholic societies. The substantial and original essays in this volume assess the ways in which the Catholic Church in Latin America is dealing with these political, religious, and social changes. Most importantly, they explore how democracy has changed the Catholic Church and, in turn, how religious changes have influenced democratic politics in Latin America.
Drawing on the experiences of several countries to illustrate broad themes and explain divergent religious responses to common challenges, the contributors advance the notion that the Catholic Church's effectiveness in the public sphere and even its long-term viability as a religious institution depend on the nature and extent of the relationship between the hierarchy and the faithful. The essays address the context of pluralist challenges, the ideational, institutional, and policy responses of the Catholic hierarchy, and the nature of both religious beliefs and democratic values at the individual level in Latin America today.

James Martin Carr explores three aspects of the Catholic tradition relevant to this debate: the Church's response to democracy from the nineteenth century up until the eve of the Second Vatican Council; the Council's engagement with modernity, in particular through Gaudium et spes and Dignitatis humanae; and Joseph Ratzinger's theology of politics as a particularly incisive (and influential) articulation of the Catholic tradition in this area.
Jürgen Habermas's theorization of the place of religion in modern democracy, both in his earlier secularist phase and after his 'post-secular' turn, is evaluated. The adequacy of Habermas's recent attempts to accommodate religious citizens are critically examined and it is argued that developments in his later thought logically require a more thoroughgoing revision of his earlier theory. These developments, it is argued, create tantalizing openings for fruitful dialogue between Habermas and theCatholic tradition.
Using analytical tools drawn from communications theory, the debates on same-sex marriage at Westminster and in the Irish referendum campaign are analyzed, assessing whether Catholic contributions to these debates comply with Habermasian rules of civic discourse. In light of this analysis, the prospects of, and impediments to, Catholic participation in public discourse are appraised.
Carr concludes by proposing a Ratzingerian critique of contemporary attempts to redefine marriage within a broader, more fundamental critique of the modern democratic state as currently configured. A political system founded upon secularist monism cannot but regard Christian Gelasianism, and its Catholic variant in particular, as an existential threat. Thus, Catholics, however Habermasian their political behavior, can never be more than uneasy bedfellows with modern liberal democracy.

Maryknoll Catholic missionaries from the United States settled in Peru in 1943 believing they could save a "backward" Catholic Church from poverty, a scarcity of clergy, and the threat of communism. Peru received among the greatest number of foreign Catholic missionaries who settled in Latin America during the Cold War. It was at the heart of liberation theology and progressive Catholicism, the center of a radical reformist experiment initiated by a progressive military dictatorship, and the site of a devastating civil war promoted by the Maoist Shining Path.
