Some of the United States' greatest challenges over the coming decades are likely to emanate from the Asia-Pacific region. China and India are rising and Militant Islam continues to take root in Pakistan, while nuclear proliferation threatens to continue in fits and starts. If America is to meet these challenges comprehensively, strategists will have to learn more about Asia, and Asian scholars, policymakers, and analysts will need to understand better the enduring and timeless principles of strategy.
Based on the premise therefore that the increasing strategic weight of the Asia-Pacific region warrants greater attention from both scholars and practitioners alike, Strategy in Asia: The Past, Present, and Future of Regional Security aims to marry the fields of strategic studies and Asian studies in order to help academics and practitioners to begin addressing these challenges. The book uses the lenses of geography, culture, and economics to examine in depth the strategic context that Asia presents to the major nations of the region--including the U.S. as a Pacific nation--and the strategic scenarios that may well play out in the region in the near future. Specific attention is paid to Asia as a warfighting environment, and to the warfighting traditions and current postures of the major nations.
As the U.S. experience in Iraq following the 2003 invasion made abundantly clear, failure to properly plan for risks associated with postconflict stabilization and reconstruction can have a devastating impact on the overall success of a military mission. In Waging War, Planning Peace, Aaron Rapport investigates how U.S. presidents and their senior advisers have managed vital noncombat activities while the nation is in the midst of fighting or preparing to fight major wars. He argues that research from psychology—specifically, construal level theory—can help explain how individuals reason about the costs of postconflict noncombat operations that they perceive as lying in the distant future. In addition to preparations for "Phase IV" in the lead-up to the Iraq War, Rapport looks at the occupation of Germany after World War II, the planned occupation of North Korea in 1950, and noncombat operations in Vietnam in 1964 and 1965. Applying his insights to these cases, he finds that civilian and military planners tend to think about near-term tasks in concrete terms, seriously assessing the feasibility of the means they plan to employ to secure valued ends. For tasks they perceive as further removed in time, they tend to focus more on the desirability of the overarching goals they are pursuing rather than the potential costs, risks, and challenges associated with the means necessary to achieve these goals. Construal level theory, Rapport contends, provides a coherent explanation of how a strategic disconnect can occur. It can also show postwar planners how to avoid such perilous missteps.

Описание: This well-researched volume examines the Sino-Vietnamese hostilities of the late 1970s and 1980s, attempting to understand them as strategic, operational and tactical events. The Sino-Vietnamese War was the third Indochina war, and contemporary Southeast Asia cannot be properly understood unless we acknowledge that the Vietnamese fought three, not two, wars to establish their current role in the region. The war was not about the Sino-Vietnamese border, as frequently claimed, but about China's support for its Cambodian ally, the Khmer Rouge, and the book addresses US and ASEAN involvement in the effort to support the regime.
Although the Chinese completed their troop withdrawal in March 1979, they retained their strategic goal of driving Vietnam out of Cambodia at least until 1988, but it was evident by 1984-85 that the PLA, held back by the drag of its 'Maoist' organization, doctrine, equipment, and personnel, was not an effective instrument of coercion. Chinese Military Strategy in the Third Indochina War will be of great interest to all students of the Third Indochina War, Asian political history, Chinese security and strategic studies in general.
