In Oil Sparks in the Amazon, Patricia I. Vásquez writes that while oil busts and civil wars are common, the tension over oil in the Amazon has played out differently, in a way inextricable from the region itself.Oil disputes in the Amazon primarily involve local indigenous populations. These groups’ social and cultural identities differ from the rest of the population and the diverse disputes over land, displacement, water contamination, jobs and wealth distribution reflect those differences. Vásquez spent fifteen years travelling to the oil-producing regions of Latin America, conducting hundreds of interviews with the stakeholders in local conflicts. She analyses fifty-five social and environmental clashes related to oil and gas extraction in the Andean countries (Peru, Ecuador and Colombia). She also examines what triggers local hydrocarbons disputes and offers policy recommendations to resolve or prevent them.Vásquez argues that each case should be analysed with attention to its specific sociopolitical and economic context. She shows how the key to preventing disputes that lead to local conflicts is to address structural flaws (such as poor governance and inadequate legal systems) and nonstructural flaws (such as stakeholders’ attitudes and behaviour) at the outset. Doing this will require more than strong political commitments to ensure the equitable distribution of oil and gas revenues. It will require attention to the local values and culture as well.
Born on a farm near Anahuac, Texas, in 1875 and possessed of only a fourth-grade education, Ross Sterling was one of the most successful Texans of his generation. Driven by a relentless work ethic, he become a wealthy oilman, banker, newspaper publisher, and, from 1931 to 1933, one-term governor of Texas. Sterling was the principal founder of the Humble Oil and Refining Company, which eventually became the largest division of the ExxonMobil Corporation, as well as the owner of the Houston Post.
Eager to "preserve a narrative record of his life and deeds," Ross Sterling hired Ed Kilman, an old friend and editorial page editor of the Houston Post, to write his biography. Though the book was nearly finished before Sterling's death in 1949, it never found a publisher due to Kilman's florid writing style and overly hagiographic portrayal of Sterling.
In this volume, by contrast, editor Don Carleton uses the original oral history dictated by Ross Sterling to Ed Kilman to present the former governor's life story in his own words. Sterling vividly describes his formative years, early business ventures, and active role in developing the Texas oil industry. He also recalls his political career, from his appointment to the Texas Highway Commission to his term as governor, ending with his controversial defeat for reelection by "Ma" Ferguson. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector―the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. While local content policies have the potential to stimulate broad-based economic development, their application in petroleum-rich countries has achieved mixed results. This paper describes the policies and practices meant to foster the development of economic linkages from the petroleum sector, as adopted by a number of petroleum-producing countries both in and outside the Organisation for Economic Co-operation and Development. Examples of policy objectives, implementation tools, and reporting metrics are provided to derive lessons of wider applicability. The paper presents various conclusions for policy makers about the design of local content policies.
