Those measures ultimately fell short of aspirations, and soon the reformers were struggling to hold together a fraying coalition. Rio was bankrupted by natural disasters and hyperinflation and ravaged by drug wars. Well-armed drug traffickers had become the new lords of the favelas, protecting their turf through violence and patronage. By the early 1990s, the promise of the favela residents' mobilization of the late 1970s and early 1980s seemed out of reach. Yet the aspirations that fueled that mobilization have endured, and its legacy continues to shape favela politics in Rio de Janeiro.

In 1985 the Pelourinho neighborhood in Salvador, Brazil was designated as a UNESCO World Heritage Site. Over the next decades, over 4,000 residents who failed to meet the state's definition of "proper Afro-Brazilianness" were expelled to make way for hotels, boutiques, NGOs, and other attractions. In Revolt of the Saints, John F. Collins explores the contested removal of the inhabitants of Brazil’s first capital and best-known site for Afro-Brazilian history, arguing that the neighborhood’s most recent reconstruction, begun in 1992 and supposedly intended to celebrate the Pelourinho's working-class citizens and their culture, revolves around gendered and racialized forms of making Brazil modern. He situates this focus on national origins and the commodification of residents' most intimate practices within a longer history of government and elite attempts to "improve" the citizenry’s racial stock even as these efforts take new form today. In this novel analysis of the overlaps of race, space, and history, Collins thus draws on state-citizen negotiations of everyday life to detail how residents’ responses to the attempt to market Afro-Brazilian culture and reimagine the nation’s foundations both illuminate and contribute to recent shifts in Brazil’s racial politics.
Participatory democracy innovations aimed at bringing citizens back into local governance processes are now at the core of the international democratic development agenda. Municipalities around the world have adopted local participatory mechanisms of various types in the last two decades, including participatory budgeting, the flagship Brazilian program, and participatory planning, as it is the case in several Mexican municipalities. Yet, institutionalized participatory mechanisms have had mixed results in practice at the municipal level. So why and how does success vary? This book sets out to answer that question.
Defining democratic success as a transformation of state-society relationships, the author goes beyond the clientelism/democracy dichotomy and reveals that four types of state-society relationships can be observed in practice: clientelism, disempowering co-option, fragmented inclusion, and democratic cooperation.
Using this typology, and drawing on the comparative case study of four cities in Mexico and Brazil, the book demonstrates that the level of democratic success is best explained by an approach that accounts for institutional design, structural conditions of mobilization, and the configurations, strategies, behaviors, and perceptions of both state and societal actors.
Thus, institutional change alone does not guarantee democratic success: the way these institutional changes are enacted by both political and social actors is even more important as it conditions the potential for an autonomous civil society to emerge and actively engage with the local state in the social construction of an inclusive citizenship.
Authoritarian Legacies and Democracy in Latin America and Southern Europe brings together well-known comparative political scientists to define and explore the effects of authoritarian rule in post-authoritarian regimes in Southern Europe, the Southern Cone, and Brazil. During Latin America's third democratic wave, a majority of countries adopted a runoff rule for the election of the president, effectively dampening plurality voting, opening the political arena to new parties, and assuring the public that the president will never have anything less than majority support. In a region in which undemocratic political parties were common and have often been dominated by caudillos, cautious naysayers have voiced concerns about the runoff process, arguing that a proliferation of new political parties vying for power is a sign of inferior democracy.
This book is the first rigorous assessment of the implications of runoff versus plurality rules throughout Latin America, and demonstrates that, in contrast to early scholarly skepticism about runoff, it has been positive for democracy in the region. Primarily through qualitative analysis for each country, the author argues that, indeed, an important advantage of runoff is the greater openness of the political arena to new parties--at the same time that measures can be taken to inhibit party proliferation. In this context, it is also the first volume to address whether or not a runoff rule with a reduced threshold (for example, 40% with a 10-point lead) is a felicitous compromise between majority runoff and plurality. The book considers the potential for the superiority of runoff to travel beyond Latin America--in particular, and rather provocatively, to the United States.
