The Routledge Handbook of Disaster Risk Reduction Including Climate Change Adaptation aims to provide an overview and critique of the current state of knowledge, policy, and practice, encouraging engagement, and reflection on bringing the two sectors together. This long-awaited and welcomed volume makes a compelling case that a common research agenda and a series of practical policies and policy recommendations can and should be put in place.
Over 40 contributions explore DRR including CCA in five parts. The first part presents and interrogates much of the typical vocabulary seen in DRR including CCA, not only pointing out the useful and not-so-useful dimensions, but also providing alternatives and positive examples. The second part explains how to move forward creating and supporting positive crossovers and connections, while the third one explores some aspects of multi-dimensional approaches to knowing and understanding. The fourth part argues for a balanced approach to governance, taking both governmental and non-governmental governance, as well as different scales of governance, into consideration. The final part of the Handbook emphasises DRR including CCA as an investment, rather than a cost, and connects its further implementation with livelihoods of people around the world.
This handbook highlights the connections amongst the processes of dealing with disasters and dealing with climate change. It demonstrates how little climate change brings which is new and emphasises the strengths of placing climate change within wider contexts in order to draw on all our strengths while overcoming limitations with specialities. It will prove to be a valuable guide for graduate and advanced undergraduate students, academics, policy makers, and practitioners with an interest in disaster risk reduction and climate change.

Описание:
The past three decades have seen a global shift in disaster management from an event driven response to a 'could-be' risk management approach. Disaster risk reduction (DRR) has become entrenched as a dominant paradigm within the field of disaster management.
More than a decade after adopting DRR legislation in South Africa there remains a dearth of evidence that this has translated into substantive action. This book examines the institutionalisation of DRR in South Africa, conceived of as a political economy of knowledge production. Using a critical theory approach, the book does not consider why DRR is failing but instead asks 'why DRR?' As such, it explores possibilities beyond DRR's narrow optic and offers new insights into disaster management through the lens of South Africa.
This is valuable reading for graduate students and academics working in disaster studies, geography, public policy and development/post-development studies, as well as policy makers.

Описание: This book explores the nexus among food, energy and water in peri-urban areas, demonstrating how relevant this nexus is for environmental sustainability. In particular it examines the effective management of the nexus in the face of the risks and trade-offs of mitigation policies, and as a mean to create resilience to climate change. The book delineates strategies and actions necessary to develop and protect our natural resources and improve the functionality of the nexus, such as: integrated management of the major resources that characterize the metabolism of a city, stronger coordination among stakeholders who often weight differently the services that are relevant to their individual concerns, integration of efforts towards environmental protection, adaptation to and prevention of climate change and disaster risks mitigation.

Описание: As our economic and natural systems continue on their collision course, Bruce Jennings asks whether we have the political capacity to avoid large-scale environmental disaster. Can liberal democracy, he wonders, respond in time to ecological challenges that require dramatic changes in the way we approach the natural world? Must a more effective governance be less democratic and more autocratic? Or can a new form of grassroots ecological democracy save us from ourselves and the false promises of material consumption run amok?Ecological Governance is an ethicist’s reckoning with how our political culture, broadly construed, must change in response to climate change. Jennings argues that during the Anthropocene era a social contract of consumption has been forged. Under it people have given political and economic control to elites in exchange for the promise of economic growth. In a new political economy of the future, the terms of the consumptive contract cannot be met without severe ecological damage. We will need a new guiding vision and collective aim, a new social contract of ecological trusteeship and responsibility.

Описание: In recent years, the damage caused by natural disasters has increased worldwide. This book considers how the most common mechanism for managing risk - insurance - can contribute to designing policies which limit the risks posed by natural disasters, and reduce their impact on society in a changing climate.

Описание:
Climate change is increasingly of great concern to the world community. The earth has witnessed the buildup of greenhouse gases (GHG) in the atmosphere, changes in biodiversity, and more occurrences of natural disasters. Recently, scientists have begun to shift their emphasis away from curbing carbon dioxide emission to adapting to carbon dioxide emission. The increase in natural disasters around the world is unprecedented in earth's history and these disasters are often associated to climate changes. Many nations along the coastal lines are threatened by massive floods and tsunamis. Earthquakes are increasing in intensity and erosion and droughts are problems in many parts of the developing countries. This book is therefore to investigate ways to prepare and effectively manage these disasters and possibly reduce their impacts. The focus is on mitigation strategies and policies that will help to reduce the impacts of natural disasters. The book takes an in-depth look at climate change and its association to socio-economic development and cultures especially in vulnerable communities; and investigates how communities can develop resilience to disasters. A balanced and a multiple perspective approach to manage the risks associated with natural disasters is offered by engaging authors from the entire globe to proffer solutions.
Описание: This book analyzes how climate change adaptation can be implemented at the community, regional and national level. Featuring a variety of case studies, it illustrates strategies, initiatives and projects currently being implemented across the world. In addition to the challenges faced by communities, cities and regions seeking to cope with climate change phenomena like floods, droughts and other extreme events, the respective chapters cover topics such as the adaptive capacities of water management organizations, biodiversity conservation, and indigenous and climate change adaptation strategies. The book will appeal to a broad readership, from scholars to policymakers, interested in developing strategies for effectively addressing the impacts of climate change.

Описание: Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood.

The risks of climate change to agriculture cannot be effectively dealt with-hand the opportunities cannot be effectively exploited-without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives-one that is comprehensive and empirically driven as well as consultative and quick to develop.

The approach of this volume is predicated on strong country ownership and participation, and is defined by its emphasis on 'win-win' or 'no regrets' solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions-also known as 'climate-smart agriculture'.

Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programmes, and investments. The book also highlights the projected impacts of climate change on agriculture in these countries through forecast variations in temperature and rainfall patterns, which are crucial to farming, and offers a map for navigating the risks and realising the opportunities. Finally, a detailed explanation of the approach, as well as lessons learned from its implementation, is provided for those who would like to implement similar programmes in other countries of Europe, Central Asia, or anywhere else in the world.
