Описание: Under what conditions were limited forms of self-government possible in medieval and early modern Europe? While many historians have sought an answer by investigating the development of parliamentary institutions in emerging national monarchies and the wider autonomy enjoyed by various city-states within their own borders, James D. Tracy concentrates instead on a relatively neglected phenomenon at an intermediate level of political organization--the self-governing province. Focusing on the province of Holland during the reigns of Charles V and Philip II (1506-1566), Tracy argues convincingly that Holland effectively underwent an apprenticeship in self-government.
The seven provinces of the Dutch Republic--among which Holland was the richest and most populous--were the first in history to govern themselves by a consensus among their towns and nobles. The foundations for this internal cohesion were put in place long before the Dutch Revolt; first by medieval provincial dynasties, then by the dukes of Burgundy, and finally by the House of Habsburg. At the turn of the sixteenth century, Holland was urbanized to a surprising degree, with over forty percent of its population residing in some thirty small and mid-sized towns. Forced by external threats to rise above their economic rivalries, the towns joined together through the forum of the provincial parliament, or States of Holland, which came to assume a primary role in the management of public finances.
While noting that the growing autonomy of Holland did not make the Dutch Revolt inevitable, Tracy points out that the revolt could hardly have succeeded without provinces that already had a tradition of managing their own affairs. In the broader context of European political institutions, the circumstances that permitted the provincial states to assume many of the functions of government illustrate not only the capacity for self-government but also the formation of genuine body politics.

The backcountry of the Republic of Genoa is a laboratory for gauging the weight and significance of two elements which, according to Charles Tilly and other scholars, have characterized the construction of the modern state: judicial administration and fiscal extraction. The instruments employed in this respect were arbitration and compensation. Interactions between center and periphery occurred within a stratified and discontinuous fabric of fluid jurisdictions and segmented residential topographies, which constituted spaces of mediation. Such spaces were generated by conflicts between kin groups (feuds and factional alignments) and managed both by Genoese officials and by local notables and notaries, who translated a whole set of local practices into judicial procedures. This book offers a rich contextualization of material life, family relationships, economic activities, and power struggles in a corner of the Mediterranean world that was extremely important, but about which very little has been published in English.
Описание: This book represents a unique endeavor to elucidate the story of Kosovo’s unilateral quest for statehood. It is an inquiry into the international legal aspects and processes that shaped and surrounded the creation of the state of Kosovo. Being created outside the post-colonial context, Kosovo offers a unique yet controversial example of state emergence both in the theory and practice of creation of states. Accordingly, the book investigates the legal pathways, strategies, developments and policy positions of international agencies/actors and regional players (in particular the EU) that helped Kosovo to establish its independence and gradually acquire statehood. Although contested, Kosovo, and its quest for statehood, represents a unique example of successful unilateral secession. The book therefore explores and analyses patterns of state formation and nation-building in Kosovo, and its transition to democracy. It presents a three-level assessment. First, seen from a historical perspective, the book examines the validity of the right of Kosovar-Albanians to self-determination and remedial secession. Second, from a legal positivist perspective, it scrutinizes all of the legalist arguments that support Kosovo’s right to statehood, and claims that both traditional and legality-based criteria for statehood remain insufficient to determine whether Kosovo has achieved statehood. Third, from a post-factum perspective, the book analyzes the scope and extent to which the internationally blended element was decisive in Kosovo’s state-formation and state-building processes. It explains how the EU’s involvement as an ‘internationally blended element’ in Kosovo’s efforts to achieve statehood was instrumental and played a crucial role in shaping the emerging state. In particular, the book elaborates on how the EU was able to streamline its mode of intervention in the context of state-building and reform.

For hundreds of years, into the twentieth century, the culture groups in the areas we now know as China, Japan, Korea, and Vietnam shared a great many political and social values, religious beliefs, and artistic and literary traditions. These common cultural features were recorded and transmitted in the same basic written language--classical or literary Chinese (known as guwen/wenyan in China, Kanbun in Japan, Hanmun in Korea, and H nvan in Vietnam). The umbrella term for this shared language is "literary Sinitic"--a term designed to recognize the fact that although guwen/wenyan originally developed in China, it had a vibrant life of its own in other areas of East Asia (i.e., what this study terms the Sinosphere).
This huge but understudied body of written documents offers extraordinarily rich resources for examining issues of cultural continuity and change in this important region of the world. Unfortunately, in the aftermath of the political and social turmoil in East Asia during the late nineteenth and early twentieth centuries, all four cultures abandoned their use of literary Sinitic. As a result, a great many documents written in this important script have been ignored, leaving a substantial gap in our understanding of the relationship between the histories and cultures of premodern East Asia. Like its companion volume, Reexamining the Sinosphere: Transmissions and Transformations in East Asia, this book seeks to fill this gap.
One of the primary goals of this study is to break down the intellectual and cultural barriers that have made the Sinosphere difficult to see for itself. These barriers are of two sorts. One is the academic tendency toward intense specialization; most scholars of East Asia focus on a single country, a well-defined period, and an equally well-defined discipline (linguistics, philosophy, history, literature, art, etc.). Another is the tendency of scholars to privilege the country and period they study, and to adhere closely to their disciplinary training and outlook. To break down these barriers, a group of highly accomplished scholars committed to cross-cultural comparisons and interdisciplinary perspectives have been selected for this volume, and the result is a careful and critical examination of the complex cultural interactions that took place in premodern East Asia.
Among the many contributions of this study are its examination of different literary genres (including "classics," poetic primers, works for and about women, detective stories, and folksongs), its broad chronological scope (from the eleventh to the twentieth centuries), its equally extensive spatial range (including China, the Xi Xia Kingdom, Japan, Vietnam, and Korea), and its attention to "minority" cultures. Another distinctive feature of this volume is its exploration of epistemological and culture change in late-nineteenth- and early twentieth-century East Asia.
