When not at war, armies are often used to control civil disorders, especially in eras of rapid social change and unrest. But in nineteenth century Europe, without the technological advances of modern armies and police forces, an army’s only advantages were discipline and organization—and in the face of popular opposition to the regime in power, both could rapidly deteriorate. Such was the case in France after the Napoleonic Wars, where a cumulative recent history of failure weakened an already fragile army’s ability to keep the peace. After the February 1848 overthrow of the last king of France, the new republican government proved remarkably resilient, retaining power while pursuing moderate social policies despite the concerted efforts of a variety of radical and socialist groups. These efforts took numerous forms, ranging from demonstrations to attempted coups to full-scale urban combat, and culminated in the crisis of the June Days. At stake was the future of French government and the social and economic policy of France at large. In Controlling Paris, Jonathan M. House offers us a study of revolution from the viewpoint of the government rather than the revolutionary. It is not focused on military tactics so much as on the broader issues involved in controlling civil disorders: relations between the government and its military leaders, causes and social issues of public disorder, political loyalty of troops in crisis, and excessive use of force to control civil disorders. Yet somehow, despite all these disadvantages, the French police and armed forces prevented regime change far more often than they failed to do so.

Ranging in age from 52 to 20 in 1848, coming from different economic backgrounds, these women share a common quest to be included in the economic and political rights won by the revolt against the July Monarchy. Banding together in the face of exclusion from the right to work guaranteed to all men in February 1848, they write petitions to the Provisional Government, and create the first daily feminist newspaper, “La Voix des femmes.” The newspaper is a forum for their demands: midwives who demand to be paid as civil servants, domestic workers who demand support while unemployed, teachers who demand opportunities for higher education and for higher wages. The right to vote and the right to divorce are debated in the newspaper. Seeking to widen their support, Niboyet and her cohort launch a political club, Le Club de femmes, which is ridiculed in the satiric press. The women activists of 1848 do not withdraw from the public sphere. They form workers’ associations. Deroin and Roland are imprisoned for their activism. All continue to work for women’s rights as teachers, writers, and artists. The women of 1848 inspire successive generations of women to continue their struggle.

In the name of stability, the Habsburg Empire sidelined Catholic activists and promoted religious toleration during this era in which Austria was an international symbol of conservatism and other states engaged in strident confessional politics. Austria's well-known fear of disorder and revolution in this notoriously conservative regime extended to Catholics, and the state utilized the censors and police to institutionalize religious toleration, which it viewed as essential to law and order, and to tame religious passions, which officials feared could mobilize public opinion in unpredictable directions.The state's growing use of police power had wide-reaching consequences for refugees, women, and empire-building. By the end of the nineteenth century, the Habsburg Empire would become known as a multinational and multicultural state, but this toleration was the product of the infamously conservative and rigid regime that ruled Austria in the decades after the French Revolution and until the Revolutions of 1848. While the Habsburgs typically are associated with Catholicism, 1780 to 1848 marked the only era in which the Habsburgs tried to disassociate themselves politically from Catholicism. Though civil peace and religious toleration eventually became the norm, this book documents the decades of heavy-handed state efforts to get there.
How do peasants come to think of themselves as members of a nation? The widely accepted argument is that national sentiment originates among intellectuals or urban middle classes, then "trickles down" to the working class and peasants. Keely Stauter-Halsted argues that such models overlook the independent contribution of peasant societies. She explores the complex case of the Polish peasants of Austrian Galicia, from the 1848 emancipation of the serfs to the eve of the First World War.
In the years immediately after emancipation, Polish-speaking peasants were more apt to identify with the Austrian Emperor and the Catholic Church than with their Polish lords or the middle classes of the Galician capital, Cracow. Yet by the end of the century, Polish-speaking peasants would cheer, "Long live Poland" and celebrate the centennial of the peasant-fueled insurrection in defense of Polish independence.
The explanation for this shift, Stauter-Halsted says, is the symbiosis that developed between peasant elites and upper-class reformers. She reconstructs this difficult, halting process, paying particular attention to public life and conflicts within the rural communities themselves. The author's approach is at once comparative and interdisciplinary, drawing from literature on national identity formation in Latin America, China, and Western Europe. The Nation in the Village combines anthropology, sociology, and literary criticism with economic, social, cultural, and political history.
