In the twenty-first century, land deals in the Global South have become increasingly prevalent and controversial. Transnational access to arable land in impoverished "land-rich" countries in Latin America, Sub-Saharan Africa, and Southeast Asia highlights the link between the shifting geopolitics of economic development and problems of food security, climate change, and regional and international trade. Drawing on ethnographic and archival research, Upland Geopolitics uses the case of Chinese agribusiness investment in northern Laos to study the unbalanced geography of the new global land rush. Connecting the current rubber plantation boom to a longer trajectory of foreign intervention in the region, Upland Geopolitics reveals how legacies of Cold War conflict continue to pave the way for transnational enclosure in a socially uneven landscape.

Описание: This book explores social memory in the context of cultural crises of modernity in Thailand and Laos.
In the era of globalization many minority populations are subject to marginalization and expulsion from their traditional habitats due to rapid economic restructuring and changing politico-spatial relations. This book presents an analytical framework for understanding how mobility is an inherent part of such changes. The book demonstrates how current neoliberal policies are making people increasingly on the move - whether voluntarily or forced, and whether individually, as family, or as whole communities - and how such mobility is changing the livelihoods of indigenous people, with particular focus on how these transformations are gendered. It queries how state policies and cross-border and cross-regional connections have shaped and redefined the livelihood patterns, rights and citizenship, identities, and gender relations of indigenous peoples. It also identifies the dynamic changes that indigenous men and women are facing, given rapid infrastructure improvements and commercialization and/or industrialization in their places of Environment. With a focus on mobility, this innovative book gives students and researchers in development studies, gender studies, human geography, anthropology and Asian studies a more realistic assessment of peoples livelihood choices under a time of rapid transformation, and the knowledge produced may add value to present development policies and practices.
Описание: This report, the first of its kind, provides a comparative picture of the experiences and perceptions of the business community in the Lao People's Democratic Republic (PDR) in complying with government regulations by gender.It presents the findings of the second Provincial Facilitation for Investment and Trade (ProFIT) survey in the Lao PDR that shed light on women's participation in economic activities and the constraints that women entrepreneurs face in doing business. It notes that women entrepreneurs reported that their business registration takes longer and costs more. The report urges the government to train staff to overcome hidden gender biases and make it easier for women to create and run businesses.
In the 2000s, Laos was treated as a model country for the efficacy of privatized, "sustainable" hydropower projects as viable options for World Bank-led development. By viewing hydropower as a process that creates ecologically uncertain environments, Jerome Whitington reveals how new forms of managerial care have emerged in the context of a privatized dam project successfully targeted by transnational activists. Based on ethnographic work inside the hydropower company, as well as with Laotians affected by the dam, he investigates how managers, technicians and consultants grapple with unfamiliar environmental obligations through new infrastructural configurations, locally-inscribed ethical practices, and forms of flexible experimentation informed by American management theory.
Far from the authoritative expertise that characterized classical modernist hydropower, sustainable development in Laos has been characterized by a shift from the risk politics of the 1990s to an ontological politics in which the institutional conditions of infrastructure investment are pervasively undermined by sophisticated ‘hactivism.’ Whitington demonstrates how late industrial environments are infused with uncertainty inherent in the anthropogenic ecologies themselves. Whereas ‘anthropogenic’ usually describes human-induced environmental change, it can also show how new capacities for being human are generated when people live in ecologies shot through with uncertainty. Implementing what Foucault called a "historical ontology of ourselves," Anthropogenic Rivers formulates a new materialist critique of the dirty ecologies of late industrialism by pinpointing the opportunistic, ambitious and speculative ontology of capitalist natures.
