Around the world, border walls and nationalisms are on the rise as people express the desire to "take back" sovereignty. The contributors to this collection use ethnographic research in disputed and exceptional places to study sovereignty claims from the ground up. While it might immediately seem that citizens desire a stronger state, the cases of compromised, contested, or failed sovereignty in this volume point instead to political imaginations beyond the state form. Examples from Spain to Afghanistan and from Western Sahara to Taiwan show how calls to take back control or to bring back order are best understood as longings for sovereign agency. By paying close ethnographic attention to these desires and their consequences, The Everyday Lives of Sovereignty offers a new way to understand why these yearnings have such profound political resonance in a globally interconnected world.

Sovereignty Experiments tells the story of how authorities in Korea, Russia, China, and Japan—through diplomatic negotiations, border regulations, legal categorization of subjects and aliens, and cultural policies—competed to control Korean migrants as they suddenly moved abroad by the thousands in the late nineteenth century. Alyssa M. Park argues that Korean migrants were essential to the process of establishing sovereignty across four states because they tested the limits of state power over territory and people in a borderland where authority had been long asserted but not necessarily enforced. Traveling from place to place, Koreans compelled statesmen to take notice of their movement and to experiment with various policies to govern it. Ultimately, states' efforts culminated in drastic measures, including the complete removal of Koreans on the Soviet side. As Park demonstrates, what resulted was the stark border regime that still stands between North Korea, Russia, and China today.
Skillfully employing a rich base of archival sources from across the region, Sovereignty Experiments sets forth a new approach to the transnational history of Northeast Asia. By focusing on mobility and governance, Park illuminates why this critical intersection of Asia was contested, divided, and later reimagined as parts of distinct nations and empires. The result is a fresh interpretation of migration, identity, and state making at the crossroads of East Asia and Russia.

Sovereignty in Exile explores sovereignty and state power through the case of a liberation movement that set out to make itself into a state. The Sahrawi Arab Democratic Republic (SADR) was founded by the Polisario Front in the wake of Spain's abandonment of its former colony, the disputed Western Sahara. Morocco laid claim to the same territory, and the conflict has locked Polisario and Morocco in a political stalemate that has lasted forty years. Complicating the situation is the fact that Polisario conducts its day-to-day operations in refugee camps near Tindouf, in Algeria, which house most of the Sahrawi exile community. SADR (a partially recognized state) and Polisario (Western Sahara's liberation movement) together form an unusual governing authority, originally premised on the dismantling of a perceived threat to national (Sahrawi) unity: tribes. Drawing on unprecedented long-term research gained by living with Sahrawi refugee families, Alice Wilson examines how tribal social relations are undermined, recycled, and have reemerged as the refugee community negotiates governance, resolves disputes, manages social inequalities, and improvises alternatives to taxation. Wilson trains an ethnographic lens on the creation of administrative categories, legal reforms, aid distribution, marriage practices, local markets, and contested elections within the camps. Tracing social, political, and economic changes among Sahrawi refugees, Sovereignty in Exile reveals the dynamics of a postcolonial liberation movement that has endured for decades in the deserts of North Africa while trying to bring about the revolutionary transformation of a society which identifies with a Bedouin past.

Описание: "A timely collection of articles by some of the leading and emerging scholars and specialists on Haiti, offering a wide range of critical perspectives on the question and meaning of sovereignty in Haiti."--Alex Dupuy, coauthor of The Prophet and Power: Jean-Bertrand Aristide, the International Community, and Haiti "Directly asks the provocative question of ownership and Haitian sovereignty within the post-earthquake moment--an unstable period in which ideas on (re)development, humanitarianism, globalization, militarism, self-determination, and security converge."--Millery Polyne, author of From Douglass to Duvalier: U.S. African Americans, Haiti, and Pan Americanism, 1870-1964 "Powerful essays by experts in their fields addressing what matters most to smaller nations--the meaning of sovereignty, and the horrid trajectory from colonialism, to neocolonialism into neoliberalism."--Patrick Bellegarde-Smith, author of Haiti: The Breached Citadel? Although Haiti established its independence in 1804, external actors such as the United States, the United Nations, and non-profits have wielded considerable influence throughout its history. Especially in the aftermath of the Duvalier regime and the 2010 earthquake, continual imperial interventions have time and again threatened its sovereignty. Who Owns Haiti? explores the role of international actors in the country's sovereign affairs while highlighting the ways in which Haitians continually enact their own independence on economic, political, and cultural levels. The contributing authors contemplate Haiti's sovereign roots from a variety of disciplinary perspectives, including political science, anthropology, history, economics, and development studies. They also consider the assertions of sovereignty from historically marginalized urban and rural populations. This volume addresses how Haitian institutions, grassroots organizations, and individuals respond to and resist external influence. Examining how foreign actors encroach on Haitian autonomy and shape--or fail to shape--Haiti's fortunes, it argues that varying discussions of ownership are central to Haiti's future as a sovereign state.

Описание: Around the world indigenous peoples remain largely alienated from how data about them, their lands, and their cultures is collected, used and applied. This book investigates this problem, demonstrating how it disenfranchises indigenous peoples from shaping policy to meet their needs.
Описание: In Home Rule Nandita Sharma traces the historical formation and political separation of Natives and Migrants from the nineteenth century to the present to theorize the portrayal of Migrants as “colonial invaders.” The imperial-state category of Native, initially a mark of colonized status, has been revitalized in what Sharma terms the Postcolonial New World Order of nation-states. Under postcolonial rule, claims to autochthony—being the Native “people of a place”—are mobilized to define true national belonging. Consequently, Migrants—the quintessential “people out of place”—increasingly face exclusion, expulsion, or even extermination. This turn to autochthony has led to a hardening of nationalism(s). Criteria for political membership have shrunk, immigration controls have intensified, all while practices of expropriation and exploitation have expanded. Such politics exemplify the postcolonial politics of national sovereignty, a politics that Sharma sees as containing our dreams of decolonization. Home Rule rejects nationalisms and calls for the dissolution of the ruling categories of Native and Migrant so we can build a common, worldly place where our fundamental liberty to stay and move is realized.
Salvaging Empire probes the historical roots and current predicaments of a twenty-first century settler colony seeking to control an uncertain future through resource management and environmental science. Four decades after a violent 1982 war between the United Kingdom and Argentina reestablished British authority over the Falkland Islands (Las Malvinas in Spanish), a commercial fishing boom and offshore oil discoveries have intensified the sovereignty dispute over the South Atlantic archipelago. Scholarly literature on the South Atlantic focuses primarily on military history of the 1982 conflict. However, contested claims over natural resources have now made this disputed territory a critical site for examining the wider relationship between imperial sovereignty and environmental governance. James J. A. Blair argues that by claiming self-determination and consenting to British sovereignty, the Falkland Islanders have crafted a settler colonial protectorate to extract resources and extend empire in the South Atlantic. Responding to current debates in environmental anthropology, critical geography, Atlantic history, political ecology, and science and technology studies, Blair describes how settlers have asserted indigeneity in dynamic relation with the environment. Salvaging Empire uncovers the South Atlantic's outsized importance for understanding the broader implications of resource management and environmental science for the geopolitics of empire.
Описание: In 2010, Jamaican police and military forces entered the West Kingston community of Tivoli Gardens to apprehend Christopher “Dudus” Coke, who had been ordered for extradition to the United States on gun and drug-running charges. By the time Coke was detained, somewhere between seventy-five and two hundred civilians had been killed. In Political Life in the Wake of the Plantation, Deborah A. Thomas uses the incursion as a point of departure for theorizing the roots of contemporary state violence in Jamaica and in post-plantation societies in general. Drawing on visual, oral historical, and colonial archives, Thomas traces the long-term legacies of the plantation system and how its governing logics continue to shape and replicate forms of violence. She places affect at the center of sovereignty to destabilize disembodied narratives of liberalism and progress and to raise questions about recognition, repair, and accountability. In tying theories of politics, colonialism, race, and affect together with Jamaica's history, Thomas presents a robust framework for understanding what it means to be human in the plantation's wake.
