Forest of Struggle tracks the fragile progress of restoring the bonds of community in O’Thmaa and its environs, the site of a Khmer Rouge base and battlefield for nearly three decades between 1970 and 1998. Anthropologist Eve Zucker’s ethnographic fieldwork (2001–2003, 2010) uncovers the experiences of the people of O’Thmaa in the early days of the revolution, when some villagers turned on each other with lethal results. She examines memories of violence and considers the means by which relatedness and moral order are re-established, comparing O’Thmaa with villages in a neighbouring commune that suffered similar but not identical trauma. Zucker argues that those differing experiences shape present ways of healing and making the future. Events had a devastating effect on the social and moral order at the time and continue to impair the remaking of sociality and civil society today, impacting villagers’ responses to changes in recent years. More positively, Zucker persuasively illustrates how Cambodians employ indigenous means to reconcile their painful memories of loss and devastation. This point is noteworthy given current debates on recovery surrounding the Khmer Rouge Tribunal. However, the results of development in conflict contexts have generally been disappointing and their preventative potential thus questionable. Based on ten years of multi-method research from, in, and on conflict-affected countries, this book challenges this approach. Drawing on a significant collaborative body of scholarship, this work puts forward original and generalizable conclusions about how lives amid violence persist, offering an invitation to abandon restricting mental models and to embrace creative ways of thinking and working. These include paying attention to the long-term effects of conflict on individual behaviour and decision-making, the social realities of economic life, the role service delivery plays in negotiations between citizens and states, and to creating meaningful relationships. Good education changes lives. It is therefore unsurprising that improved schooling plays a central part in most development strategies. At the same time, the expansion of school attainment alone is not sufficient to guarantee improved welfare. This open access book focuses on one country in West Africa, Togo, to explore what a country that has successfully increased enrollment rates can do to enhance learning outcomes. The authors explore different avenues for improvement, including enhancing the efficiency with which resources are used; increasing the qualifications of teachers; and through greater community involvement in school management. There is scope for improvement along all these dimensions, yet changes at the margin are insufficient to bring about the transformation needed to bring about acceptable levels of learning.Important reading for anyone interested in understanding the pathways to improving the education system in Togo and other developing countries.
