Описание: Why did the people of the Zambesi Delta affected by severe flooding return early to their homes or even choose to not evacuate? How is the forced resettlement of small-scale farmers living along the foothills of an active volcano on the Philippines impacting on their day-to-day livelihood routines? Making sense of such questions and observations is only possible by understanding how the decision-making of societies at risk is embedded in culture, and how intervention measures acknowledge, or neglect, cultural settings. The social construction of risk is being given increasing priority in understand how people experience and prioritize hazards in their own lives and how vulnerability can be reduced, and resilience increased, at a local level. Culture and Disasters adopts an interdisciplinary approach to explore this cultural dimension of disaster, with contributions from leading international experts within the field. Section I provides discussion of theoretical considerations and practical research to better understand the important of culture in hazards and disasters. Culture can be interpreted widely with many different perspectives; this enables us to critically consider the cultural boundedness of research itself, as well as the complexities of incorporating various interpretations into DRR. If culture is omitted, related issues of adaptation, coping, intervention, knowledge and power relations cannot be fully grasped. Section II explores what aspects of culture shape resilience? How have people operationalized culture in every day life to establish DRR practice? What constitutes a resilient culture and what role does culture play in a society’s decision making? It is natural for people to seek refuge in tried and trust methods of disaster mitigation, however, culture and belief systems are constantly evolving. How these coping strategies can be introduced into DRR therefore poses a challenging question. Finally, Section III examines the effectiveness of key scientific frameworks for understanding the role of culture in disaster risk reduction and management. DRR includes a range of norms and breaking these through an understanding of cultural will challenge established theoretical and empirical frameworks.

Описание: This thought-provoking book presents a compelling account of recent and historical disasters, both natural and human-caused, drawing out common themes and providing a holistic understanding of hazards, disasters and mitigation, for anyone interested in this important and topical subject.
Описание: This report presents the findings of a multi-year FAO study undertaken on over 900 farms in ten different countries that measured, using field data, benefits gained through the use of innovative farming practices designed to boost the resilience of farmers facing natural disasters. It makes the case that disaster risk reduction (DDR) measures in agriculture hold vast potential for improving damage prevention and impact mitigation at the local level, with immediate and palpable benefits to the lives of billions of people. Moreover, the study distinguishes between benefits of DRR practices in hazardous versus non-hazardous situations. This allows for the identification of “no-regret” options, where implementation makes good economic sense even when natural hazards are not at play. Considering the high uncertainty of future climate change and the occurrence of natural hazards, there is a compelling case for identifying no-regret options for disaster risk reduction on farms. The study ultimately contributes to the internationally agreed priority of enhancing the resilience of the planet’s most vulnerable communities to natural hazard-related disasters, and specifically to Priority 3 of the Sendai Framework. It creates a sound evidence base for stepping up investment in disaster risk reduction in the agriculture sector, as opposed to exclusively investing in disaster response, highlighting the critical importance of local action for achieving the 2030 Sustainable Development Agenda.

Описание: There is a perennial gap between theory and practice, between academia and active professionals in the field. In disaster management this gap means that valuable lessons are not learned and people die or suffer as a result. This book opens a dialogue between theory and practice.

Описание: This publication aims to guide policy makers and other stakeholders on how to scale up disaster risk reduction financing in developing member countries of the Asian Development Bank.
Disaster events impact Asia and the Pacific more than any other region in the world. In light of current and future climate and disaster risks, there is an urgent need to address the region's underinvestment in disaster risk and reduction. The publication provides an overview of financing opportunities for developing Asia—including instruments and mechanisms—as well as country case studies and practical tips for governments to implement enhanced disaster risk reduction.

Описание:
The past three decades have seen a global shift in disaster management from an event driven response to a 'could-be' risk management approach. Disaster risk reduction (DRR) has become entrenched as a dominant paradigm within the field of disaster management.
More than a decade after adopting DRR legislation in South Africa there remains a dearth of evidence that this has translated into substantive action. This book examines the institutionalisation of DRR in South Africa, conceived of as a political economy of knowledge production. Using a critical theory approach, the book does not consider why DRR is failing but instead asks 'why DRR?' As such, it explores possibilities beyond DRR's narrow optic and offers new insights into disaster management through the lens of South Africa.
This is valuable reading for graduate students and academics working in disaster studies, geography, public policy and development/post-development studies, as well as policy makers.
Описание: This discussion paper aims to help practitioners work in a more informed and politically sensitive way to integrate actions on disaster risk reduction (DRR) and climate change adaptation (CCA) in agriculture.
