Описание: The authors discuss the impact of foreign aid and tackle the question of why assessing the impact of aid isso difficult. The authors focus on peer-reviewed, cross-country studies published overthe last decade and draw together some global-level assessments, considering the context and conditions under whichaid might be said to ‘work’. Glennie and Sumner argue that the evidence in four areas shows signsof convergence that may have direct relevance for policy decisions on aid andfor aid effectiveness discussions. These are as follows: Aidlevels (meaning if aid is too low or too high); Domestic political institutions(including political stability and extent of decentralisation); Aid composition(including sectors, modalities, objectives and time horizons); and Aidvolatility and fragmentation. Notably, this study finds that there is no consensus that theeffectiveness of aid depends on orthodox economic policies.

Описание:

This book presents a socio-economic and livelihood analysis of agriculturally-dependent communities of Mizoram, the eastern extension of the Himalaya, using the sustainable livelihood approach. Such an approach to poverty reduction is inevitable, particularly, in areas where livelihoods depend largely on biomass-based agriculture and livestock production. Mizoram possesses abundant natural resources – land, water and forest – but those resources are largely unused. The region suffers from chronic poverty and malnutrition, and climate change has further influenced livelihood patterns. This work studies all the aspects of natural potentials and livelihood status in Mizoram. It also discusses the major driving forces that influence livelihood patterns. Based on a detailed analysis of empirical data, several policy measures are suggested to cope with chronic poverty and malnutrition. The book is therefore highly useful for all stakeholders; students, researchers, academicians, policy makers and politicians involved in rural/community development.

Описание:

What can we do to unlock the unrealised potential of the hundreds of millions of rural poor and landless workers?

The ever-topical central theme in this collection of essays is the mixed role of government and the institutionally regulated market in tackling rural poverty and land distribution inequality. Drawing on over half a century of M. Riad El-Ghonemy's academic and field experience in developing countries across Africa, Latin America, the Middle East and South East Asia, this is a comprehensive record of the late-twentieth century study of and struggle against rural inequality, seen through the eyes of one of its foremost observers.

Containing a balance of in-depth field studies and El-Ghonemy's personal observations from 1952 onwards, this volume provides the basis for discussion and debate on a range of developmental issues. Foremost among these is the appropriate approach both to explain the factors underlying developing countries' rural backwardness, and to enable them to achieve the Millennium Development Goal of halving the incidence of poverty and hunger by 2015. The compelling argument made here is that redistributive land reform, combined with non-farm intensive employment opportunities and investment in education within rural areas are necessary to tackle persistent poverty effectively.

Anti-Poverty Land Reform Issues Never Die is essential reading for undergraduate and postgraduate students learning rural development and institutional and development economics.

M.Riad El-Ghonemy is Senior Research Associate at the Department of International Development, University of Oxford and Research Fellow at the Department of Economics, the American University in Cairo, and Emeritus Professor, Ein-Shams University, Cairo. He is the author of several publications, including The Political Economy of Rural Poverty, Routledge (1990).

Описание:

This book analyzes national anti-poverty measures at a local level via a set of unique and up-to-date empirical studies of minimum income support schemes and activation measures in five European cities. In examining this 'local welfare system' approach, it investigates the role that civil society organizations play, and the governance arrangements that prevail in contacts between public and civil society actors in local anti-poverty strategies. The current financial and economic crisis has caused increasing levels of poverty and unemployment, and put national minimum income protection schemes under severe strain. Combating Poverty in Local Welfare Systems therefore represents a timely and important intervention in the political and scientific debates as to whether more ‘local welfare’ is the solution to the challenges facing European welfare states.

Описание:

This book innovatively explores how universities might be engines of reform and be directed towards social change. Using rich case studies drawn from South African research, the book comprehensively provides a myriad of new perspectives on what constitutes a set of appropriate public-good professional capabilities that will translate successfully into contributions to human development. It challenges universities to produce professionals who have the knowledge, skills and values to improve the lives of people living in poverty in urban and rural settings. It covers issues such as:

    • Conceptualising Public-Good Professionalism
    • Global Issues and Professional Education
    • South African Debates about Higher Education
    • Institutional conditions and professional education arrangements
    • Social Constraints on educating ethically aware public professionals

By drawing on an approach that focuses on differing public-good professional capabilities in five professions, this book produces a crucial new framework for the preparation of professionals relevant to the global study of higher education policy. It expands higher education's contribution to global social justice beyond a concern with human capital, administering a challenge to higher education internationally to address human development in the 21st century.

This book will be of great interest to all scholars of higher education involved in higher education studies, comparative education, and development studies. It will also prove valuable to policy makers, higher education leaders and lecturers and graduate professionals in diverse organizations.

Описание: Over the past century, the world has seen a sustained decline in the proportion of people living in poverty, but climate change could challenge poverty reduction efforts. On the Poverty and Welfare Impacts of Climate Change: Quantifying the Effects, Identifying the Adaptation Strategies surveys the relevant research on how climate change may affect global poverty rates and presents country-specific studies with implications for low-income rural populations as well as governments’ risk management programs. An evidence review examines three main strands of the literature. Unsurprisingly, the impacts of climate change are shown to be generally regressive—falling more heavily on the poor than on the rich. However, most estimates have tended to ignore the effect of aggregate economic growth on poverty and household welfare. With continued growth, the evidence suggests that the poverty impact will be relatively modest and will not reverse the major decline in poverty expected over the next 40 years. Sector-specific studies—focusing on how climate change may affect agricultural yields—are generally poor predictors of national-level poverty impacts because of heterogeneity in the ability of households to adapt. That heterogeneity features prominently in studies of how weather shocks affect rural households in Indonesia and Mexico. Erratic deviations from long-term weather patterns affect growing cycles and thereby rural households’ consumption (per capita expenditure) and health indicators. In Indonesia, the affected households appeared able to protect food expenditures at the expense of nonfood expenditures, and their access to credit and community public-works projects had the strongest moderating effects. In Mexico, weather shocks affected both food and nonfood consumption in ways that varied by both region and timing. The affected households’ ability to smooth consumption depended on factors including proximity to bus stations. In some regions, weather shocks also had measurable stunting effects on the stature of children between 12 and 47 months of age, perhaps from changes in household income, increases in communicable diseases, or both. Overall, more region-specific analyses within more finely tuned climate categories will help researchers to better estimate the effects of climate change on poverty and the effectiveness of government-level strategies to address those effects. This book will be of interest to academics, and decision makers in government and nongovernmental organizations, seeking to design climate-smart poverty alleviation and safety net programs based on evidence.

Описание: In China, despite the introduction of economic reforms that have lifted millions out of poverty, the income gap between rural and urban areas remains wide. There is a growing realization in policy circles that economic growth alone cannot reduce absolute poverty and inequality, and that investment in human development is needed to sustain growth and improve social cohesion. Prepared as a collaborative study between the World Bank and China’s National Population and Family Planning Commission, Early Child Development in China: Breaking the Cycle of Poverty and Improving Future Competitiveness analyzes the challenges facing the country in the care, development, and education for children from birth to six years of age, and details the long-term social benefits and high economic returns that targeted early child development interventions for disadvantaged children can provide.Investments in early child development are one of the most cost effective strategies for breaking the intergenerational transmission of poverty and improving productivity and social cohesion in the long run. This report studies how programs to improve prenatal care, raise the health status and nutritional standards of young children, improve the knowledge of mothers and primary caregivers about health, child care, and nurturing techniques, and expand the availability of preprimary education services across China can strengthen a child’s prospects for success later in life. Ensuring that children can grow and live to their full potential is essential to enable the country to improve its future competitiveness and overcome the challenges it faces from an ageing population and the transition from a middle- to a high-income economy.
