In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify- trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called "departure from uniformity." This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone.

Описание: Local governments encounter many problems, and although there is not one panacea that works internationally, this book argues that there are mechanisms to improve local situations. By drawing on case studies from the developing world, the authors review best practices in good governance.
The study is set against the backdrop of the urbanization trend in present-day China, and focuses on the relationship between farmers who have lost their land (“land-lost farmers”) and local government. Particularly, it applies the extended case method to answer the following two questions: first, in what ways do the forces of integration and conflict manifest themselves in the relationship between land-lost farmers and local government? Second, how do land-lost farmers and local government apply respective modalities in the context of their interplay? The main finding is that the two groups, land-lost farmers and officials, are engaged in a complex and dynamic relationship. That relationship is played out locally within a network of power-interest structures, which not only manifests itself as forces of integration and conflict, but also as an ongoing process, a game played by knowledgeable agents, whose strategies are enacted, and in so doing, both reproduce that game and alter it. Readers will gain an ethnographic understanding of the relationship based on an in-depth examination of perspectives on both sides of the equation.
