American ideas and debates about nature evolved alongside discussions about the meaning of frontiers, about what kind of empire the United States should have, and about what it meant to be modern or to make “progress.” Soldiers stationed in the field were at the center of these debates, and military action in the expanding empire brought new environments into play.

In Taking the Field Amy Kohout draws on the experiences of U.S. soldiers in both the Indian Wars and the Philippine-American War to explore the interconnected ideas about nature and empire circulating at the time. By tracking the variety of ways American soldiers interacted with the natural world, Kohout argues that soldiers, through their words and their work, shaped Progressive Era ideas about both American and Philippine environments. Studying soldiers on multiple frontiers allows Kohout to inject a transnational perspective into the environmental history of the Progressive Era, and an environmental perspective into the period’s transnational history. Kohout shows us how soldiers—through their writing, their labor, and all that they collected—played a critical role in shaping American ideas about both nature and empire, ideas that persist to the present.

When the Choctaws were removed from their Mississippi homeland to Indian Territory in 1830, several thousand remained behind, planning to take advantage of Article 14 in the removal treaty, which promised that any Choctaws who wished to remain in Mississippi could apply for allotments of land. When the remaining Choctaws applied for their allotments, however, the government reneged, and the Choctaws were left dispossessed and impoverished. Thus begins the history of the Mississippi Choctaws as a distinct people.

 

Despite overwhelming poverty and significant racial prejudice in the rural South, the Mississippi Choctaws managed, over the course of a century and a half, to maintain their ethnic identity, persuade the Office of Indian Affairs to provide them with services and lands, create a functioning tribal government, and establish a prosperous and stable reservation economy. The Choctaws’ struggle against segregation in the 1950s and 1960s is an overlooked story of the civil rights movement, and this study of white supremacist support for Choctaw tribalism considerably complicates our understanding of southern history. Choctaw Resurgence in Mississippi traces the Choctaw’s remarkable tribal rebirth, attributing it to their sustained political and social activism.

In 2012, Barack Obama became the first U.S. president ever to visit Myanmar, formerly known as Burma. This official state visit marked a new period in the long and sinuous diplomatic relationship between the United States and Burma/Myanmar, which Kenton Clymer examines in A Delicate Relationship. From the challenges of decolonization and heightened nationalist activities that emerged in the wake of World War II to the Cold War concern with domino states to the rise of human rights policy in the 1980s and beyond, Clymer demonstrates how Burma/Myanmar has fit into the broad patterns of U.S. foreign policy and yet has never been fully integrated into diplomatic efforts in the region of Southeast Asia.

When Burma, a British colony since the nineteenth century, achieved independence in 1948, the United States feared that the country might be the first Southeast Asian nation to fall to the communists, and it embarked on a series of efforts to prevent this. In 1962, General Ne Win, who toppled the government in a coup d’?tat, established an authoritarian socialist military junta that severely limited diplomatic contact and led to a period in which the primary American diplomatic concern became Burma’s increasing opium production. Ne Win’s rule ended (at least officially) in 1988, when the Burmese people revolted against the oppressive military government. Aung San Suu Kyi emerged as the charismatic leader of the opposition and was awarded the Nobel Peace Prize in 1991. Amid these great changes in policy and outlook, Burma/Myanmar remained fiercely nonaligned and, under Ne Win, isolationist. The limited diplomatic exchange that resulted meant that the state was often a frustrating puzzle to U.S. officials.

Clymer explores attitudes toward Burma (later Myanmar), from anxious anticommunism during the Cold War to interventions to stop drug trafficking to debates in Congress, the White House, and the Department of State over how to respond to the emergence of the opposition movement in the late 1980s. The junta’s brutality, its refusal to relinquish power, and its imprisonment of opposition leaders resulted in public and Congressional pressure to try to change the regime. Indeed, Aung San Suu Kyi’s rise to prominence fueled the new foreign policy debate that was focused on human rights, and in that climate Burma/Myanmar held particularly large symbolic importance for U.S. policy makers. Congressional and public opinion favored sanctions, while U.S. presidents and their administrations were more cautious. Clymer’s account concludes with President Obama’s visits in 2012 and 2014, and visits to the United States by Aung San Suu Kyi and President Thein Sein, which marked the establishment of a new, warmer relationship with a relatively open Myanmar.

In Semi-Civilized Hawkins argues that the Moro display provided a distinctive liminal space in the dialectical relationship between civilization and savagery at the fair. The Moros offered a transcultural bridge. Through their official yet nondescript designation as semi-civilized, they undermined and mediated the various binaries structuring the exposition. As Hawkins demonstrates, this mediation represented an unexpectedly welcomed challenge to the binary logic and discomfort of the display.

As Semi-Civilized shows, the Moro display was collaborative, and the Moros exercised unexpected agency by negotiating how the display was both structured and interpreted by the public. Fairgoers were actively seeking an extraordinary experience. Exhibit organizers framed it, but ultimately the Moros provided it. And therein lay a tremendous amount of power.

Описание: In Monetary Authorities Allan E. S. Lumba explores how the United States used monetary policy and banking systems to justify racial and class hierarchies, enforce capitalist exploitation, and counter movements for decolonization in the American colonial Philippines. Lumba shows that colonial economic experts justified American imperial authority by claiming that Filipinos did not possess the racial capacities to properly manage money. Financial independence, then, became a key metric of racial capitalism by which Filipinos had to prove their ability to self-govern. At the same time, the colonial state used its monetary authority to police the economic activities of colonized subjects and to curb movements for decolonization. It later offered a conditional form of decolonization that left the Philippines reliant on U.S. financial institutions. By showing how imperial governance was entwined with the racialization and regulation of monetary systems in the Philippines, Lumba illuminates a key mechanism through which the United States securitized the imperial world order.
