Susan Eisenberg began her apprenticeship with Local 103 of the International Brotherhood of Electrical Workers in 1978, the year president Jimmy Carter set goals and timetables for the hiring of women on federally assisted construction projects and for the inclusion of women in apprenticeship programs. Eisenberg expected not only a challenging job and the camaraderie of a labor union but also the chance to be part of a historic transformation, social and economic, that would make the construction trades accessible to women.
That transformation did not happen. In this book, full of the raw drama and humor found on a construction site, Eisenberg gracefully weaves the voices of thirty women who worked as carpenters, electricians, ironworkers, painters, and plumbers to examine why their numbers remained small. Speaking as if to a friend, women recall their decisions to enter the trades, their first days on the job, and their strategies to gain training and acceptance. This book revisits the debate over the new international division of labour (NIDL) that dominated discussions in international political economy and development studies until the early 1990s. It submits that a revised NIDL thesis can shed light on the specificities of capitalist development in various parts of the world today. Taken together, the contributions amount to a novel value-theoretical approach to understanding the NIDL. This rests upon the distinction between the global economic content that determines the constitution and dynamics of the NIDL and the evolving national political forms that mediate its development. More specifically, the authors argue that uneven development is an expression of the underlying essential unity of the production of relative surplus-value on a world scale. Low-wage workers in the United States face obstacles including racial and ethnic discrimination, a pervasive lack of wage enforcement, misclassification of their employment, and for some, their status as undocumented immigrants. In the past, political parties, unions, and fraternal and mutual-aid societies served as important vehicles for workers who hoped to achieve political and economic integration. As these traditional civic institutions have weakened, low-wage workers must seek new structures for mutual support. Worker centers are among the institutions to which workers turn as they strive to build vibrant communities and attain economic and political visibility. Community-based worker centers help low-wage workers gain access to social services; advocate for their own civil and human rights; and organize to improve wages, working conditions, neighborhoods, and public schools.In this pathbreaking book, Janice Fine identifies 137 worker centers in more than eighty cities, suburbs, and rural areas in thirty-one states. These centers, which attract workers in industries that are difficult to organize, have emerged as especially useful components of any program intended to assist immigrants and low-wage workers of color. Worker centers serve not only as organizing laboratories but also as places where immigrants and other low-wage workers can participate in civil society, tell their stories to the larger community, resist racism and anti-immigrant sentiment, and work to improve their political and economic standing.
