It draws upon fourteen case studies from the Americas, western Europe, and the European and Japanese colonies to illustrate how the rapid growth of the international trade in animals through the nineteenth century engendered the spread of infectious diseases, sometimes with devastating consequences for indigenous pastoral societies. At different times and across much of the globe, livestock epidemics have challenged social order and provoked state interventions, which were sometimes opposed by pastoralists. The intensification of agriculture has transformed environments, with consequences for animal and human health. But the last two centuries have also witnessed major changes in the way societies have conceptualized diseases and sought to control them. The rise of germ theories and the discovery of vaccines against some infections made it possible to move beyond the blunt tools of animal culls and restrictive quarantines of the past. Nevertheless, these older methods have remained important to strategies of control and prevention, as demonstrated during the recent outbreak of foot and mouth disease in Britain in 2001. From the late nineteenth century, advances in veterinary technologies afforded veterinary scientists a new professional status and allowed them to wield greater political influence. In the European and Japanese colonies, state support for biomedical veterinary science often led to coercive policies for managing the livestock economies of the colonized peoples. In western Europe and North America, public responses to veterinary interventions were often unenthusiastic and reflected a latent distrust of outside interference and state regulation. Politics, economics, and science inform these essays on the history of animal diseases and the expansion in veterinary medicine.

On the positive side, demand for red meat is expected to strengthen in domestic and regional markets, suggesting that livestock keepers will have good market opportunities. On the negative side, a large majority of livestock keepers are classifi ed as poor, and the natural (feed) resource base is likely to be suffi cient to enable improved meat and milk production for the growing human population. Prospects for the livestock sector through 2030 vary by aridity zone. In arid and semi-arid zones, a reasonable goal for 2030 is to have land use, training, and microfi nance systems established that promote an appropriate balance between human and livestock carrying capacities, featuring mainly grassland/pastoral systems that reliably and sustainably satisfy the minimum income needs of herder households, produce at least a signifi cant part of the demand in local markets for animal source food, and provide environmental services for which livestock keepers receive compensation. The goal includes signifi cant employment generation outside the sector. In the higher rainfall zones of the semi-arid areas, and in the subhumid zones, a reasonable goal for 2030 is to have intensifi ed production systems established, featuring mainly mixed livestock/arable farming or agro-pastoral systems that are closely linked to nearby grassland/pastoral systems and that consistently generate marketable surpluses of differentiated red meat and livestock products that can compete not only in the expanding domestic market but also in selected regional markets.

Описание: The purpose of the Livestock Activity Data Guidance (L-ADG) is to improve the accuracy of livestock emission estimates in national greenhouse gas (GHG) inventories, and enable countries to measure and report progress towards their Nationally Determined Contributions (NDCs). Livestock emissions – including enteric fermentation, manure management and emissions from dung and urine deposited on pasture – account for about 11 percent of global GHG emissions.
A recent review found that among 140 developing countries, 92 have included livestock-related emissions in their NDCs. However, very few have national GHG inventories that are able to track changes in livestock emissions resulting from mitigation policies and measures, which requires a Tier 2 approach as defined by the Intergovernmental Panel on Climate Change (IPCC). This occurs because a lack of activity data and incomplete or poor-quality data hamper the use of the Tier 2 approach.
The L-ADG focuses on estimating activity data from the main ruminant types found in developing countries - cattle, sheep and goats - and provides guidance on how to: identify and assess the availability and quality of existing activity data; structure a Tier 2 inventory to make use of available data; compile activity data when data exists but is incomplete or of insufficient quality; estimate activity data when data is missing; and assess the quality of data and identify priorities for continuous improvement.
