More than half of the 41 million foreign-born individuals in the United States today are noncitizens, half have difficulty with English, a quarter are undocumented, and many are poor. As a result, most immigrants have few opportunities to make their voices heard in the political process. Nonprofits in many cities have stepped into this gap to promote the integration of disadvantaged immigrants. They have done so despite notable constraints on their political activities, including limits on their lobbying and partisan electioneering, limited organizational resources, and dependence on government funding. Immigrant rights advocates also operate in a national context focused on immigration enforcement rather than immigrant integration. In Making Immigrant Rights Real, Els de Graauw examines how immigrant-serving nonprofits can make impressive policy gains despite these limitations.Drawing on three case studies of immigrant rights policies—language access, labor rights, and municipal ID cards—in San Francisco, de Graauw develops a tripartite model of advocacy strategies that nonprofits have used to propose, enact, and implement immigrant-friendly policies: administrative advocacy, cross-sectoral and cross-organizational collaborations, and strategic issue framing. The inventive development and deployment of these strategies enabled immigrant-serving nonprofits in San Francisco to secure some remarkable new immigrant rights victories, and de Graauw explores how other cities can learn from their experiences.

In From the Outside In, Carolyn T. Adams addresses the role of suburban elites in setting development agendas for urban municipalities and their larger metropolitan regions. She shows how major nongovernmental, nonmarket institutions are taking responsibility for reshaping Philadelphia, led by suburban and state elites who sit on boards and recruit like-minded suburban colleagues to join them. In Philadelphia and other American cities, Third Sector organizations have built and expanded hospitals, universities, research centers, performing arts venues, museums, parks, and waterfronts, creating whole new districts that are expanding outward from the city's historic downtown. The author draws on three decades of scholarship on Philadelphia and her personal experience in the city’s nonprofit world to argue that suburban elites have recognized the importance of the central city to their own future and have intervened to redevelop central city land and institutions. Suburban interests and state allies have channeled critical investments in downtown development and K–12 education. Adams contrasts those suburban priorities with transportation infrastructure and neighborhood redevelopment, two policy domains in which suburban elites display less strategic engagement. From the Outside In is a rich examination of the promise and difficulty of governance that is increasingly distinct from elected government and thus divorced from the usual means of democratic control within an urban municipality.

Shadow governments take many forms, ranging from billion-dollar special authorities that span entire urban regions, to public–private partnerships and special districts created to accomplish particular tasks, to privatized gated communities, to neighborhood organizations empowered to receive private and public funds. They finance and administer public services ranging from the prosaic (garbage collection and water utilities) to the transformative (economic development and infrastructure). Many of America's downtowns, waterfronts, and innovation districts have experienced significant revitalization and reinvestment in recent years, but concentrated poverty and racial segregation remain persistent across thousands of urban, suburban, and rural neighborhoods. The coronavirus pandemic magnified this sustained and growing landscape of inequality.
Uneven patterns of economic growth and investment require a shift in how communities are governed and managed. This shift must take into account the changing socioeconomic realities of regions and the pressing need to bring inclusive economic growth and prosperity to more people and places.
In this context, place-based (hyperlocal) governance structures in the United States and around the globe have been both part of the problem and part of the solution. These organizations range from community land trusts to business improvement districts to neighborhood councils. However, very little systematic research has documented the full diversity and evolution of these organizations as part of one interrelated field. Hyperlocal helps fill that gap by describing the challenges and opportunities of place governance.
The chapters in Hyperlocal explore both the tensions and benefits associated with governing places in an increasingly fragmentedand inequitableeconomic landscape. Together they explore the potential of place governance to give stakeholders a structure through which to share ideas, voice concerns, advocate for investments, and co-design strategies with others both inside and outside their place. They also discuss how place governance can serve the interests of some stakeholders over others, in turn exacerbating wealth-based inequities within and across communities. Finally, they highlight innovative financing, organizing, and ownership models for creating and sustaining more effective and inclusive place governance structures.
The authors hope to provoke new thinking among place governance practitioners, policymakers, private sector leaders, urban planners, scholars, students, and philanthropists about how, why, and for whom place governance matters.
