Описание:

In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic prot?g?s or between prot?g?s and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.

Описание:

Deftly demonstrates how the rise and fall of social movements throughout history is closely linked to economic and political developments.

In the early decades of the twenty-first century, an international movement to slow the pace of climate change mushroomed across the globe. The self-proclaimed Climate Justice movement urges immediate action to reduce carbon emissions and calls for the adoption of bold new policies to address global warming before irreversible and catastrophic damage threatens the habitability of the planet. On another front, since the 1980s, multiple waves of resistance have occurred around the world against the uneven transition from state-led development to the neoliberal globalization project. Both Climate Justice and Anti-Austerity movements represent the urgency of understanding how global change affects the ability of citizens around the world to mobilize and protect themselves from planetary warming and the loss of social protections granted in earlier eras.

In Global Struggles and Social Change, Christopher Chase-Dunn and Paul Almeida explore how global change stimulates the formation and shape of such movements. Contending that large-scale economic shifts condition the pattern of social movement mobilizations around the world, the authors trace these trends back to premodern societies, revealing how severe disruptions of indigenous communities led to innovative collective actions throughout history. Drawing on historical case studies, world system and protest event analysis, and social networks, they also examine the influence of global change processes on local, national, and transnational social movements and explain how in turn these movements shape institutional shifts.

Touching on hot-button topics, including global warming, immigrant rights protests, the rise of right-wing populism, and the 2008 financial crisis, the book also explores a broad range of premodern social movements from indigenous people in the Americas, Mesopotamia, and China. The authors pay special attention to periods of disruption and external threats, as well as the role of elites, emotions, charisma, and religion or spirituality in shaping protest movements. Providing sweeping coverage, Global Struggles and Social Change is perfect for students and anyone interested in globalization, international and comparative politics, political sociology, and communication studies.

Описание:

First published in 1990, National Security and International Relations provides a concise analysis of the problem of national security in the twentieth century. It examines the criteria by which states decide what level of security they want to seek in an uncertain and essentially Hobbesian world, and why some states tend to underinsure, while obsessively insecure states overinsure, frequently making others more insecure in the process. In the wake of two world wars and the threat of nuclear destruction, the book argues that war was becoming as much a source of insecurity as the intentions of other states. It then explores the different approaches attempted during the twentieth century to ameliorate or ideally escape from the security dilemma. These range from international regimes, to the restructuring of the international politics of Western Europe so as to substitute cooperation for conflict, and U.S. and Soviet attempts to render nuclear competition safer through arms control and confidence building measures. Of special value to students of International Relations and Strategic Studies, this book will also interest those keen to understand the challenges embodied in Gorbachev's 'new thinking' in foreign policy.
